The purpose of this study is to verify the difference in perceptions among instructors, learners, and IT practitioners on the importance and performance of the success factors of the online DLS(Distance Learning Systems) as the interest and demand for the online DLS due to Covid-19. Three main research questions were considered:1) what are the key success factors for the online DLS? 2) what is the difference between professors, learners, IT practitioners regarding the importance of the success factors of the online DLS? 3) is there a difference in perception among groups about the performance of the success factor SDof the online DLS to be? Co-orientation is a measurement process that contributes to a consensus of views among groups. Co-orientation analysis yields three measures of consensus: accuracy, congruency, and agreement. Accuracy is measured by comparing both side’s estimates and finding whose estimation was more close to the result. Congruency is the degree that each party believes that the other party has similar thoughts or evaluations to their own. The agreement is a degree that the two parties share similar thoughts and evaluations of their particular problems of the common interest. This study applies the co-orientation model for assessing the effectiveness of the online DLS. In this study, 91 professors, 234 learners, and 104 IT practitioners were surveyed on the importance and performance of the success factors of the online DLS. The summary of the research results is the following. First, based on previous studies, 11 success factors of the online DLS were derived. The 11 success factors are the quality of class contents, IT department support services, system quality of hardware and network, class preparation function support, class management function support, communication function support, online DLS education and training, the Brand image of online DLS, willingness to support the school's Online DLS, user's propensity for IT technology, and the willingness of users to participate. The success factors of E-learning to derive it (Delone & McLean (1992) Information Success Mode), E-learning CSF, checklist, and reorganization of the success factors mentioned in the Covid-19 education status study. Second, the success factors of the online DLS with the highest priority for all users were system quality of hardware and network, quality of class contents, IT department support services. At this time, there was a difference in the ranking of the importance of the success factors of online DLS among instructors, learners, and IT practitioners. Focusing on the top three items, instructors were found to support the quality of class contents, system quality of hardware and network, and class preparation functions support, while learners are system quality of hardware and network, quality of class contents, and IT department's support service. Finally, the IT practitioners consider the system quality of hardware and network, the willingness to support the university’s online DLS, and IT department support services. Third, it was found that there was no agreement on congruency, accuracy, and agreement between instructors, learners, and IT practitioners on the importance of the success factors of the online DLS. As IT practitioners and instructors showed similar patterns, objective agreement was high, whereas IT practitioners and learners were relatively low. In particular, agreement was found for success factors with high priority. On the other hand, on the items related to their work, they rate themselves with a high score, but there is a tendency to underestimate the other person's thoughts, so there is no agreement overall. On the other hand, agreement was found for items that were evaluated low in importance.(IT practitioners consider factors related to service quality and instructors to factors related to education system quality as factors related to their work.) While IT practitioners generally accurately recognize the importance of instructors and learners, learners are instructors. And IT practitioners were not accurately recognized. As this study was converted to online DLS without preparation according to the government's policy due to Covid-19, interest in the online DLS is high, but studies on this were conducted under insufficient circumstances. There may be factors other than success factors. Also, since the experience of using the online DLS is not long, there will be limitations in generalizing the results of the online DLS. Therefore, in future research, it is necessary to analyze the comparison of perceptions among users of the online DLS by developing measurement items reflecting the characteristics of various online DLS teaching systems and expanding the scope of universitie.
