In recent years, the need for corporate innovation has been increasingly emphasized due to the 4th industrial revolution and the global spread of COVID-19. Although the country is emphasizing R&D investment and companies are promoting various R&D activities, there is a clear limit to meeting the innovation that will meet the current market demand at the individual company level. In the past, companies focused on securing R&D manpower to secure internal competencies, but recently, various efforts are being made to promote open cooperation, introducing technology through external networks. In particular, the importance of using their R&D and external networks is growing more and more for venture companies and SMEs due to resource limitations. However, there is a lack of empirical research on whether R&D competencies and external network competencies for a company's innovation are linked to business performance. Therefore, this paper conducted a study on the relationship between R&D competency, external network competency, technology commercialization competency, and business performance for research based spin-off companies, a unique corporate type in Korea. The survey period for the study was conducted for 3 months from February 1 to April 30, 2021. The survey method was conducted by way of visit survey and e-mail. By September 2020, a survey was conducted on 1,000 research based spin-off companies registered with the Ministry of Science and ICT, and 184 of them responded to the questionnaire. Excluding companies with omissions in their answers, 11 insincere responses, and 23 companies lacking data accuracy, data from 150 companies were finally used for the study. To verify the hypothesis, the main effect hypothesis was tested using Smart PLS 2.0, and the mediating effect analysis was performed using the Macro of SPSS 21.0. The following theoretical implications were derived from this study. First, this study reveals the relationship between a company's internal competencies and management performance from the point of view on the resource-based theory. Most of the existing studies have measured R&D competency as a single variable of R&D investment or intensity. However, in this study, research was conducted with two factors: R&D capability and R&D manpower as sub-variables of R&D competency. This study measures R&D competency in terms of R&D-related development goals, operating system, equipment construction, core technology, and quality management system related to R&D owned by a company, rather than looking at simple financial investments as R&D competencies in the existing research on R&D competencies. Therefore, it can be used as more sophisticated theoretical system in research on R&D competencies than prior study. Second, systematic theoretical and empirical research were conducted so that companies suffering from a lack of resources could access external networks as their competencies. R&D competencies and external networks were suggested as a way to secure the competencies required by companies. The study of the existing external network approached the external network as a sub-factor of R&D Competency and a sub-factor of technological innovation competency. However, in this study, the theoretical basis for approaching external network competency as a core competency at the corporate level was prepared. Also this study was performed, classifying competency as activity and institution. Hereafter, this will help the method and the scope of external network research. Third, R&D competency and external network competency confirmed the mediating effect of marketing competency, which is a sub-factor of technology commercialization competency in relation to business performance and influence. There are not many studies that have confirmed the mediating effect of technology commercialization competency between R&D competency and business performance in existing studies. In particular, this is the first study targeting research based spin-off companies. Through this study, it is necessary to look at R&D competency and external network competency in a balanced way to succeed in technology commercialization of research based spin-off companies. It confirmed that marketing competency plays an important role in the process of connecting these two competencies to business performance. The practical implications of this study are as follows. First, most companies so far have prioritized securing core competencies inside the company. However, companies lacking corporate resources such as most research based spin-off companies, have a lot of difficulties in securing necessary internal competencies in reality. There are cases in which businesses give up or fail because they fail to secure internal competencies. For this reason, the external Network Competency is suggested as a new alternative to secure core competency of company. All companies are promoting securing of core technologies through internal R&D as a way to respond to rapid environmental changes. In other words, it prioritizes strengthening internal competency. However, responding to various issues such as technology convergence and shortening of the technology life cycle, and the spread of COVID-19 is a great burden for companies only their own competency. Now, in business practice, the external network should be approached as the core competency of the company, not as a formal activity. In addition, attention should be paid to efforts to strengthen external network competencies and effective use. This study empirically presented the reason why external networks should be approached as a core competency of a company. Second, research based spin-off companies should pay much attention to strengthen their marketing competencies in order to link their R&D competencies and external network competencies with business performance. In order for a variety of innovative activities to appear as a company's performance in a company, the support of marketing competencies has an important influence. In general, companies begin to pay attention to marketing when R&D is completed. However, according to the results of this study, it was confirmed that if a company promotes R&D and strengthens their marketing competencies together, it has a positive effect on business performance.
