본 연구는 강북구 마을교육공동체가 협력적 거버넌스로 형태로 구축되는 과정을 통해 의미와 한계를 고찰하고 ‘강북구 마을교육공동체’가 지속가능한 정책이 되기 위한 방안을 도출하고자 하는 데에 목적이 있다. 또한 ‘강북구 마을교육공동체’가 언택트(Untact) 시대 속에 있는 아동·청소년들에게 지역과의 연계를 통해 마을이 배움터가 되고, 배움터를 통해 꿈을 키워나가는 진정한 의미의 ‘마을교육생태계’가 되는 방법을 연구하는 것에 그 의의가 있다. 연구 목적을 달성하기 위하여 질적 자료 분석 방법과 반복적 비교 분석법을 채택했으며, 연구 참여자로 ‘마을교육공동체’ 민·관·학 거버넌스 4주체 민:학생, 주민, 관:교육청, 교육지원청, 서울시, 지방자치단체 학: 교사 지역: 지역단체 인 학부모, 지역활동가, 지방자체단체 주무관, 교사를 대상으로 FGI 및 개인 인터뷰를 실시하였다. ‘강북구 마을교육공동체’는 민·관·학·지역사회의 네 개의 주체가 기획부터 협의, 결정, 실행, 평가에 이르기까지 전 과정을 함께 하였다는 특징이 있다. ‘사업 중심’, ‘프로그램 중심’이 아닌 민·관·학 거버넌스 체제 속에서 ‘마을교육공동체’를 영역별로 발전시키고 확장시켰으며, 기반조성 사업으로 사회적 자본이 되는 마을 활동가를 양성하고 확대하였다. ‘강북구 마을교육공동체’는 실행력이 있는 「민」이 사업을 주도하고 「관」이 지원하는 형태로 사업 초기 추진력을 발휘하였으며, 그 결과 「학」이나 「관」에 치우지지 않은 거버넌스 체계가 균형감 있게 유지될 수 있었다. 그러나 예산과 행정에 있어 교육지원청 조례와 지방자치단체의 조례가 달리 운영되고 있기 때문에 ‘마을교육공동체’가 안정적으로 운영되지 못하는 문제가 있었다. ‘마을교육공동체’에 대한 중·장기 계획을 위해 하나의 ‘법령’으로 제·개정되어야 할 필요성이 있다는 데 연구 참여자들은 인식을 같이 하였다. 따라서 본 연구 결과에 따른 연구자의 제언은 다음과 같다. 첫째, 민·관·학 각 주체별 전문성과 리더십을 위한 정보체계가 요구된다. 체계화된 정보체계구축은 ‘마을교육공동체’ 공동의 목표달성에 기여하며, 협력적인 상호관계를 촉진시키고 각 주체 간 신뢰 관계를 형성하여 안정적인 ‘마을교육공동체’를 구축하는 성공요인이 될 것이다(신현석 외, 2014). 둘째, 재정과 운영을 위한 단일한 법령이 마련되어야 한다. 지금과 같이 예산과 제도가 이원화된 조례로는 ‘마을교육공동체’가 시류에 따라 정책이 남발되는 등의 요인으로 미봉책으로 남을 수밖에 없다. 셋째, 사회적 자본을 양성할 구조화된 프로그램이 구축되어야 한다. ‘마을교육공동체’ 프로그램의 전문성과 다양성에 대한 문제는 ‘마을교육공동체’와 학교, ‘마을교육공동체’와 청소년과의 연계성에 저해 요소가 되며, 주체 간 신뢰관계를 약화시킬 수 있는 근거가 된다. 넷째, 청소년지도사를 통해 학교와 청소년, 청소년과 마을을 연결시킨다. 청소년지도사는 청소년 프로그램, 교육 등을 설계하고 청소년활동을 전담하는 전문 인력이며 청소년의 수련활동, 지역과 국가 간의 교류활동, 동아리활동, 봉사활동, 예술 활동 등 폭넓게 지도할 수 있는 능력을 갖추고 있다. 따라서 지역에 있는 청소년지도사가 ‘마을교육공동체’의 가치를 이해하고 추구하는 목표에 부합하는 ‘마을교육공동체 프로그램 설계에 참여하는 것이 매우 중요하다. 청소년지도사의 투입은 「학」이 지적한 프로그램이 일회성 또는 행사성이라는 인식을 전환하여 다양하고 확장적인 프로그램을 설계하여 마을교육공동체’에 활력을 불러일으킬 수 있다. 다섯 째, ‘마을교육공동체 지역본부’를 구축한다. 민·관·학 거버넌스를 수반할 일원화된 통합 법령으로 제·개정하고, 문제가 되는 예산 지급방식을 제도화한다. ‘교육지역본부’의 구축은 ‘마을교육공동체의 가치연구’의 거점이 되고 정립된 ‘마을교육공동체의 가치’ 아래 각 주체가 모일 수 있는 근거가 되며, ‘마을교육생태계’를 구축하여 지속가능한 정책이 될 것이다. 향후 ‘마을교육공동체’에 관련한 연구는 직접 수혜자이며 주체자인 ‘청소년’을 포함시키는 연구가 되어야 할 것이다. 대부분의 연구가 사례중심이거나 정책중심으로 이루어져 ‘청소년’이 바라보는 ‘마을교육공동체’에 대한 인식이 미비하다. 또한 질적 연구와 양적 연구를 병행하여 보다 실증적인 분석을 할 필요가 있다. 한정된 인원의 ‘질적 연구’는 그 당위성을 증명하기 부족하여 지속가능한 정책을 만들어내는 데 한계가 있다. 오늘날 ‘마을교육공동체’의 필요성을 말할 때, “아이 하나를 키우려면 온 마을이 필요하다(It takes a village to raise a child)”는 아프리카 속담을 인용한다. 이는 한 아이를 키워내는 것은 한 가정만의 문제가 아니며 지역사회의 관심과 역할이 중요하다는 것을 강조하는 말이다(booth & Crouter, 2001). 이제 성숙기를 맞이한 ‘마을교육공동체’가 표류하지 않고 21세기 미래형 ‘마을교육공동체’로 변화할 실천적인 노력이 수반된다면 ‘마을교육생태계’ 조성은 물론이고 실질적인 교육정책으로 연결될 수 있을 것으로 기대된다.

This paper examines the meaning and the limit of the VEC (village education community) in Gangbuk-gu in the form of collaborative governance and presents the ways to make it sustainable. Also this study aims to show how the VEC in Gangbuk-gu can become an educational space where children and adolescents living in the noncontact era learn in the village and live for their dreams. The study applied a qualitative research method and had individual interviews and focus group interviews(FGI) with the four main agents of the VEC - parents, local activists, public officials of a local government, and teachers. The study shows it is meaningful that the VEC in Gangbuk-gu has the system in which the main agents get involved in the whole process of planning, discussion, conclusion, implementation, and evaluation. Not focusing on only projects or programs, the VEC in Gangbuk-gu has been developed and extended in the collaboration of the main agents, and trained local people as local activists to connect the village to its school and teenagers. In the beginning its projects were implemented by citizen sector with the support of public sector. Therefore the governance system has been kept in balance without leaning to schools or public sector. But the office of education and local government have their own ordinances respectively related to budget and procedure of administration, causing unstable operation of the VEC. The four main agents agreed that the different ordinances should be united as one, and a long term plan for the VEC should be made. Based on the study, this paper suggests as follows. First, an information system is required to support the specialty and leadership of the main citizen, public, and school sector agents. The information system can help the VEC achieve their common purpose, promote their collaborative relationship, strengthen the trust between the main agents, and ultimately solidify the stable foundation. (Hyunseok Shin, 2014) Second, a united law or ordinance should be enacted. Due to the current separate ordinances, the office of education and local government make different policies, impeding the VEC’s ability to function properly. Third, a systematic program is necessary to train local people as social capital. The lack of specialty and variety in the program disturbs connecting the VEC with schools and with teenagers, and it also weakens trust among the main agents. Fourth, youth field specialists can help connect schools, adolescents and village. A youth field specialist is capable of making and implementing educational programs and teaching various youth activities including disciplinary activities, international exchange programs, club activities, voluntary work, artistic activities and so on. Therefore it is vital for local specialists to participate in the process of making educational programs in the VEC. Their participation can change the existing temporary one-off programs or events into expanded and various programs, boosting the VEC. Last, VEC local headquarters should be opened which is supposed to fix the problem related to budget supply. The local headquarter can be a base for studying on the value of the VEC, gather the main educational agents, and build an ecosystem for the sustainable VEC. A future study on the VEC should include adolescents that are the first hand recipient and main agent. Most studies have been focused on examples or policies, and adolescents’ recognition of the VEC has yet to be concerned. More practical analysis should be taken through both qualitative and quantitative research. A qualitative research on the limited number of people is not likely to prove its theory and make sustainable policies. When we express the necessity of a VEC, we quote the African proverb, “It takes a village to raise a child.” Raising a child asks roles not only of a family but also of a local society. (Booth & Crouter, 2001) Once a VEC takes root and makes efforts to become 21st century form, we can expect the VEC to organize an ecosystem for the village education and to be accepted as a practical education policy.
