본 연구는 우리나라 방과후 돌봄 정책의 지속적인 확대와 전달체계의 변화가 이뤄지고 있는 현 상황 속에서, 유형화 작업을 통해 외국의 정책을 살펴보고, 유형별 사회적 성과를 탐색함으로써 한국 방과후 돌봄 정책의 방향성 제시에 시사점을 도출하는 것에 그 목적을 두고 있다. Under the social background of the continuous expansion of Korea's out-of-school care policy and changes in the delivery system, this study aims to draw implications for the direction of Korean out-of-school care policy by typifying out-of-school care policies in various countries and exploring social achievements by type. This study compared and analyzed 10 OECD countries, and selected fuzzy set ideal analysis as a research method considering the number of cases and available data. The following are the results of implementing the classification of types by selecting two indicators: the level of state support for the guarantee of parents' right to work and the level of state support for children's right, which are the main goals of out-of-school care policies. First of all, Sweden, France, Denmark, and Finland belong to the parent and child rights support group. Only South Korea belonged to the right to work support type, Germany and Austria belonged to the child right support type, and Britain, Spain, and the United States belonged to the non-rights support type. Afterwards, the social achievements(the participation rate of women aged 35-44 in economic activities and child poverty rate) analysis by type was conducted. The analysis results highlighted the following are noteworthy: First, each type of policy that supports the rights of parents and children together is showing higher social performance than the type of policy that focuses only on supporting the rights of parents or children. Second, in work-rights-supported countries with a strong level of right to work support in out-of-school care policies, women's participation in economic activities is noticeably lower than those with relatively weak right to work support. The cause of this result was found in that the characteristics of one country in Korea overrepresented the type of right to work support. In addition, even though Korea was classified as a right to work support type, the reason for the low level of guarantee of right to work was to be found in the out-of-school care policy and the mismatch with other institutions. In other words, it is inferred that the form of out-of-school care-school care policy, which is mainly used, did not have the effect of the policy because it was not suitable for the reality of the labor market and education system in Korea. Policy suggestions on the direction of future out-of-school care policies in Korea are as follows. First, it is necessary to refer to their policies through an exploratory study on out-of-school care policies of countries in the parent and child rights support group, where social performance has been high. Second, it is urgent to raise the level of support for children's rights in Korea's out-of-school care policy, which is biased toward right to work support. To this end, it is proposed to abolish the income standard of out-of-school care policies and change to a universalist policy based on desire, strengthen the legal basis for elementary care classes, and enact laws that specify the state's obligation to provide care for school-age children. Third, it is necessary to consider the consistency of out-of-school care policies and other social systems, especially the labor market and elementary school education system, to enhance the effect of out-of-school care policies on raising parents' right to work. For example, a direction to significantly increase access to out-of-school care policies that implement regular care could be considered. This study is significant in that it attempted to classify types for the first time in the national comparison of out-of-school care policies and focused on children's rights, which were relatively marginalized in the care discussion. It can also be considered significant that this study present several points of follow-up research. On the other hand, limitations in data collection, methodological limitations, and some regrettable points are raised in the typification results. It is hoped that a study will be conducted in the future on the type of out-of-school care policy that supplements these limitations.
