The purpose of this study is to explore the paradox phenomenon that appears in the process of enacting the high school credit system policy at leading high schools and the context that affected this paradox phenomenon. Through this, I will ultimately come up with measures to improve the enactment process of the high school credit system and present policy enactments to help stabilize the school site in the full introduction of the high school credit system. To do this, in the early days of the study, as a complete observer of the high school credit system at a leading high school, participatory observations were made focusing on how the high school credit system policy was enacted specifically at the school site. In the process, I found the paradox phenomenon and got to do a further qualitative research on this focusing on three high schools located in Gyeonggi province. The contents analyzed by research questions are summarized and presented as follows: In relation to the first research problem, I examined the paradox phenomenon in the course of enacting the high school credit policy. While I specifically looked at the paradox phenomenon that occurs as a result policy actors ‘interpret’ and ‘reconstruct’ the policies to apply them to their schools emerge. First, in the process of ‘interpretation’ high school credit policy, I found that policy paradoxes, including conflicting interpretations of the policy between policy authorities, policy interpreters, and policy actors. It was not enacted at the school site with a ‘uniformized policy’ according to the intentions of the policy authorities, but was being put into the school site with a ‘contextualized policy’ which is modified to the context of the unit school. In addition, there were conflicts related to paradox phenomenon among policy interpreters and policy actors in the unit school due to the asymmetry of information. Then the system was considered ‘partial’ among policy actors even though the high school credit system should be considered ‘total’. Between the policy authorities and policy actors, the gap between ‘justification’ and the ‘real’ of the policy has occurred turned into a compromise seal without overcoming realistic restrictions. Second, exploring the results of the analysis of the specific enactment stages of the paradox phenomenon in the phase of ‘reconstruct’ the high school credit system policy. In stage 1, I discovered that a ‘non-inclusive’ paradox phenomenon in various subjects appears of the policy enactment. Specifically, issues arise ‘choice vs. responsibility’ from the perspective of students as follows ‘multi-subject vs. multi-time’ from the perspective of teachers and ‘regular classes in formal curriculum vs afterschool classes in extra curriculum’. In stage 2, career education was not linked to the high school credit system policy. And a paradox phenomenon of ‘school-grouped individualized career education’ was emerging. In detail, in terms of students, ‘step-by-step career path vs. forced career’, ‘professionalism of teachers vs. integration of teachers’, ‘customized vs. standard program’ were appearing. In stage 3, student made ‘free choices’ under ‘realistic restraint’. To makes it clear, ‘free choices vs. limited choices’, ‘integration of liberal arts and natural sciences vs. separation of liberal arts and natural sciences,’, ‘career path vs. going to university’. In stage 4, ‘change’ and ‘inertia’ coexisted, specifically ‘flexible frameworks vs. fixed frameworks’, ‘student-participatory classes vs. lecture-style classes’ and ‘teacher accountability vs. students accountability’ was emerging. In stage 5, ‘relative evaluation’ was actually performed under the ‘absolute evaluation’ system due to the influence college entrance system. In particular, the paradox phenomenon between ‘performance achievement evaluation system based on criteron-referenced evaluation vs. school grades system based on norm-referenced evaluation’. Moreover, in order to solve the paradox phenomenon in the course of enacting the high school credit policy, I looked at how to deal with the paradox phenomenon by applying Bruner’s antinomy of education. I discussed the topics as follows ‘The necessity of student agency in high school credit policy’ and way to communication in enacting high school credit policy, focusing on examining explore a relationship by the way contradictory and mutually exclusive elements which consist of paradoxes from a new perspective. In other words, I looked at the values of student agency in changing paradigms from teacher-centered to student-centered because the high school credit system searched ways to activate communication of policy interpreters and policy actors at school sites essential to address the paradox phenomenon by the way them. Regarding to the second research problem, I classified the sub-factors of the context that affected the paradox phenomenon in enacting the high school credit system into ‘personal context’, ‘organizational context’, and ‘policy and environmental context’. In the personal context is a consensus on the high school credit system policy and the behavioral subjectivity of policy actors have had an important impact on the Paradox phenomenon. This policy consensus and behavioral subjectivity are not limited to personal competence, but are highly influenced by the surrounding environment and structure, and can be seen as a possible context for change through the interactions. Second, In the organizational context, the inherent characteristics of these school organizations, such as habitual in schools and dualization of learning and administrative organizations, were contextual factors affecting the paradox phenomenon. In addition the organizational pride, culture of communication and cooperation were also essential factors. Third, in the policy and environment context, the college entrance system exercises an absolute influence on the paradox in the high school credit policy enactment process. The policy was recognized the high school credit system as a policy led by authoritative education because the policy has uncertain points which contribute to such paradoxes. Overall, I discussed in-depth the meaning of the context that affected the paradox phenomenon in the course of enacting the high school credit policy and presented a new perspective on the context.
