In recent years, the platform economy is rapidly spreading. This paper sought to examine the legal issues raised in application of the competition law to the exclusionary conduct of platform operators, specifically focused on the foreclosure of mobile software market related to the European Commission(EC)'s Google Android case in 2018.
Platform economy is a key factor in convergence and expansion between industries centered on digital platforms. In a competition law perspective, it was noted that this would lead to a dominant company's "tipping" because of the economies of scale and the network effect. Regarding the issue of competition law enforcement on the exercise of IP of the digital platforms, if the exercise of IP does not be explicitly authorized by the IP law, competition law is relatively free to impose the analysis it would ordinarily apply. Most competitive restrictive conditions imposed by platform operators will fall into this category. Concerning the application of competition law on two-sided markets, it is necessary to consider the characteristics of the two-sided markets in market definition and market power. In the definition of the two-sided markets, the discrete market approach could be applied in accordance with the principle of market definition and direct evidence needs to be considered more importantly. Regarding the assessment of the anticompetitive effect of the exclusionary conduct like exclusive dealing or tying, it may be reasonable to apply the raising rivals' costs test especially when a number of markets are involved.
Analysis of Google's conduct in the EC's Google Android case suggests that Google's Anti-Fragmentation Agreement has increased the barrier to entry into the mobile OS market. Next, the exclusive pre-install of Google Search App was likely to have been resulted from both conducts Mobile Application Distribution Agreement and a conditional revenue sharing agreement. But it is rather questionable whether sufficient evidence has been made of the EC's decision that such pre-installs have caused restriction competition in the general search market.
There are some implications for the application of the Fair Trade Act to exclusionary abuse by platform operators. Regarding market power, it is likely to be reasonable to assess market power focusing on the market where anticompetitive effects have been shown. And in respect of the type of the conduct, when if both exclusive dealing and tying regulation can be applied to the conduct, applying the exclusive dealing regulation can reduce the burden of proof on authorities.

This paper tried to analyze the legal issues raised in relation to digital platforms through Google Android cases and present implications for future law enforcement and institutional improvements.
