The research subjects were public tourism development projects that are being promoted as a new regional development policy on inhabited islands, which were in danger of being abandoned due to unsustainable productivity. Starting from the globalization of the fishing industry, which is the background of the transition to the island development policy, this study examines how the changes in economic logic on a global scale affected the Korean government's island development policy.
In Korea, local governments generally apply for national public funds for island tourism development projects to receive monetary support from the state. The Participatory Government (President Roh Moo Hyun government) established the Special Act on Balanced National Development and the Special Account for Balanced National Development to give regional autonomy for islands to select and promote certain projects based on their own priorities. The administrative system was set up when the Lee Myung-bak government introduced the Block Grants system in 2010, which is still in place. In this paper, the stake holders and structures of projects that have become part of a decentralization strategy were examined and two cases were selected: Cheongsando, which is considered one of the most successful publicly funded projects; and Gapado, an exceptional case which sets a precedent for private-led projects.
Cheongsando was promoted as part of the pilot project “The Islands We Want to Visit” and the “Slow City as Tourism Resource Project”initiated by the Ministry of Culture, Sports and Tourism (MCST) and backed by some central government funding. It was carried out in accordance with the regional development policy, following the slow city principles and the project guidelines of MCST. The choices of the advisory committee—who were appointed by MCST—Wando County, residents and practitioners have reorganized the locality around the concepts of "Slow Food" and "Slow Road" through architecture.
Meanwhile, the Gapado project was mainly executed by an architect designated by Hyundai Card because the company led the initiative, instead of Jeju Provincial Office, for tax reason. The layout, space, and design of the building were decided by the architect and residents. As a result, the local community and environment itself became tourism resources. Through the analysis of the two cases, this paper explores the meaning of the project structure that selects and excludes regional values and the role of architecture, and found differences in the way architecture reconstructs locality depending on who runs the project.
