우리나라는 현재인구감소 및 저성장 등 사회경제여건이 변화되어 1인 가구의 급증, 출산율의 감소, 고령화가 가속화 되고 있다. 또한 주택가격의 상승으로 인해 청년의 주거비부담이 가중되면서 주거문제 등이 해결되지 않아 결혼·출산·양육에 있어서 최대 걸림돌이 되고 있다. 반면 지방의 경우 청년의 이탈로 인해 고용이 불안전하게 되어, 노령인구만이 남게 되고, 주거·비주거·토목 전반의 건설수요 감소, 농산지 및 빈집 등 유휴토지가 발생하고 있어 대도시와 반대로 빈집 활용 및 재건축 등이 요구되고 있다. 더욱이 전국적으로 주택시장의 변동성은 축소되고 있으나, 지역적 차별화 현상은 더욱 심화되고 있다. 본 연구는 주택시장 트렌드와 주요 이슈를 선정하여 이에 대한 주택가격의 합리적인 관계성을 규명하기 위하여 다중회귀분석, 조절효과분석, ARIMA모형 등의 분석으로 장래 불확실성 시대에 일어날 가상의 여러 상황을 규명으로 다양한 방법론을 검토하였으며 그 결과는 다음과 같다. 첫째, 주택시장과 관련한 미래의 주거적, 경제적, 물리·사회적, 인구적 특성의 트렌드와 주요 이슈 그리고 이에 의해 영향을 받는 주택가격시장의 관계성을 도출하였다. 미래 주택시장을 판단하는 척도가 될 수 있는 평가기준에 대해서는 많은 전문가들이 현재의 시장성 비중이 감소하고, 공공성과 편의성의 중요도 비중이 매우 커질 것으로 전망하고 있다. 향후에 주택시장이 투자 대상의 관점이 아닌, 거주와 이용의 관점으로 인식이 변화할 수 있도록 주택시장 특성을 반영한 연구라는 점에서 의의가 있다. 이는 투자 대상이었던 부동산에 대한 인식이 지속적으로 거주와 이용의 대상이라는 인식으로 변화해 갈 것이라는 것을 의미한다. 이러한 연구를 통하여 중장기적인 주거문화의 변화 등을 예측하고, 주택시장과 관련한 미래의 주요 이슈를 파악하여 정책을 수립하는데 기초자료로 제공되길 기대한다. 둘째, 주택가격의 변동으로 초래하게 될 주택시장이 받게 될 특성 요인과 영향 정도를 분류하여 예측하였다. 사회경제적 여건변화, 부동산시장 안정, 주거복지 및 주거기능 등 다각적인 시각에서 정책과제를 제시함으로써 정책담당자들이 장기적으로 부동산시장의 바람직한 미래상을 마련하고 정책의 일관성을 유지해 나가는 데 기여할 것으로 사료된다. 셋째, 통화량과 지가 변동에 따른 주택가격과 주택시장 특성 요인이 받게 될 영향 정도를 예측하였다. 통화량과 지가 변동에 따른 주택가격에 대한 정책을 반영할 때에 변화하는 주택시장에서 주택가격과 수급 변화정도를 파악하여 적정하게 관리해 나갈 때 주택가격에 미치는 정(+)과 부(-)의 영향을 측정할 수 있고, 정책변화 외에도 이에 따른 건설투자 등 거시경제에 미치는 영향 등도 사전에 파악할 수 있어 경제적 효과가 극대화되는 정책 패키지의 수립을 적극 지원할 것으로 사료된다. 넷째, 통화량과 지가 변동에 따른 미래의 주택가격을 예측하여 불확실한 장래의 시대를 예측하였다. 향후 주택시장은 단기적인 측면에서의 대응도 중요하나 장기적인 시각에서 확고한 기본방향을 가지고 이루어져야 한다는 측면에서 이 연구는 관련 정책의 기초자료가 될 수 있다. 본 연구를 통하여 주택시장 안정을 위한 발판을 마련하는데 도움이 될 것으로 기대하며 다음과 같이 시사점을 제언하고자 한다. 첫째, 주택경기를 대표하는 주택가격지수와 실물경기를 대표하는 거시경제 변수 사이에는 금리와 지가 변동에 따른 쇼크로 인하여 주택가격의 상승이 존재한다는 것을 시계열 모형을 통해 알 수 있었다. 우리나라가 겪었던 외환위기 및 주택시장 버블 붕괴에 따른 금융위기 등 대규모 외부 쇼크로 인한 부동산 공황이 다시 발생하지 않기 위해서는 주택시장은 외생적 충격에서 발생한다는 외생적 경기 변동이론에 동감하는 계기가 되었다. 둘째, 주택경기 회복을 위해 담보대출 조건 완화, 금리인하 등 거품 우려가 있는 부동산 거래 활성화의 단기정책에 집중하는 모습이다. 그러나 주택경기 확장국면에서는 단기적 정책보다는 근본적이며 구조적인 문제를 치유하는 것이 중요하다. 부동산 거래 활성화 정책 보다는 SOC 투자를 통한 지역 개발 활성화·도시 재생 및 부동산 규제 완화 등 근본적이며 장기적인 정책을 고려할 때이다. 셋째, 과거 사례를 보면 1997년 발생한 외환위기와 2008년 금융위기 등 외부 충격 시점에 주택경기는 불황을 맞이했다는 점을 잊어서는 안될 것이다. 지금은 주택시장 경기가 호황이라고 할 수 있지만, 향후 발생할 수 있는 외부 충격 가능성을 선제적으로 경고하는 주택경기 조기경보체제(early warning system)를 구축할 필요가 있다. 넷째, 생산가능인구 감소(2017년), 고령사회 진입(2018년), 총인구감소의 본격화(2027년), 가구 소형화 및 고령가구 증가, 그리고 저성장 경제여건과 국민의식 변화 등으로 인해 주택 및 부동산 정책변화가 불가피할 것임이 예상됨에도 미래의 부동산시장 트렌드와 정책이슈를 담은 미래연구가 제대로 이루어지지 못하고 있는 현실을 조속히 극복할 필요가 있다. 생애주기별, 가구소득별 맞춤형 주거지원 강화, 주택재고 관리(빈집, 재건축 등), 비정상거처 거주자 지원, 1인 가구 및 청년층을 위한 포용적 주거지원 방안 마련되어야 한다. 이러한 사회·경제적 대응을 통하여 토지이용계획에 대한 모니터링을 강화하고, 유휴토지 관리방안을 모색하여 건설유지관리 등 신규 수요 발굴 및 공급구조 개선을 통한 효율성을 제고해야 한다. 또한 주택 시장의 안정을 위해서 시장상황 및 지역에 맞는 정책을 탄력적으로 운용할 수 있어야 할 것이다. 또한 서울 등 부동산시장이 과열된 지역의 경우 주택 금융규제 및 세제 강화 등 수요관리정책과 함께 주택수급 불균형 완화를 위해 주택공급 확대 등을 추진하고, 수도권을 제외한 지방권 등의 부동산시장이 침체된 지역의 경우 주택거래 위축, 미분양주택 증가에 따른 위험을 최소화하기 위한 정책 방안을 강구해야 한다. 토지에 대한 국민의식 조사 및 토지공개념을 통한 공공성 강화방안을 마련하기 위하여 토지소유현황 분석 및 토지에 대한 국민의식조사 등을 통해 토지소유 불균형에 따른 문제를 점검하고, 주택시장 이슈에 대한 개선방안에 대해 모색해야 할 것이다. 본 연구는 주택시장 특성에 따른 주택가격변동의 인과성에 대하여 공간적·시간적 범위를 세분화한 후 분석하여 가격변동의 중심지역과 파급경로를 파악했다는 점에서 연구의 의의를 가진다고 할 수 있다. 하지만 분석상의 한계와 자료구축의 어려움으로 인해 다음과 같은 한계를 가지고 있다. 첫째, 본 연구에서 사용한 자료는 2005년 1월부터 2020년 12월까지의 시계열 자료로서 자료를 반영하였다. 하지만, 수도권과 지역권 외에도 각 지역마다의 주택가격을 변동시킬 수 있는 지역적인 특성을 반영하지는 못하였다. 둘째, 주택가격지수는 주택매매가격지수와 주택전세가격지수에 대한 시계열 자료를 사용하여 지수화 된 자료와 함께 통화량 및 지가 변동률을 사용함으로서 주택가격의 변화율은 반영하였지만 주택가격을 변동시킬 수 있는 정책적인 요인을 반영하지는 못하였다는 것이다. 셋째, 경제적 특성(국내총생산, 코스피지수, 기준금리, 재정자립도), 물리·사회적 특성(기존주택재건축, 조합원공급재건축, 일반분양공급재건축, 임대주택공급재건축), 인구적 특성(비경제활동인구, 노령화지수, 기초생활수급자), 거주적 특성(주거지역면적, 녹지지역면적)으로 구성하여 주택가격 변동에 따른 인과성이 있다는 것을 실증적으로 분석하였지만, 시계열 자료가 제한되어 있기 때문에 주택시장의 특성에 대한 원인이 되는 변수가 제한되어 사용되었다. 따라서 향후과제로 세분화된 지역적 특성과 정책적 특성에 관한 연구자료를 사용하여 주택시장에 대한 연구를 할 필요가 있고, 이외에도 주택가격변동에 영향을 미치는 경제적 특성, 물리·사회적 특성, 인구적 특성, 거주적 특성 등의 다양한 외부적 요인을 고려하여 주택시장의 실질적인 연구를 진행해야 필요가 있다.

Currently in S. Korea, a rapid increase in one-person households, a decrease in the birth rate and the aging are being accelerated due to changes of socioeconomic conditions including a decrease in population and the low growth. Also, the housing problems, not solved as burdens of youths’ housing expenses are aggravated due to an increase in the housing prices, become the largest obstacles for marriage, birth and nurture. Meanwhile, in provinces, the use of empty houses and the reconstruction are demanded contrary to the metropolis, as only senior population are left because employment becomes unstable due to youths’ break away from there, overall construction demands of the dwelling, the not-dwelling and the civil engineering decrease, and idle lands arise including empty houses and agricultural lands. Besides, volatility of the housing market is being reduced across the country, but phenomena of regional discrimination is being more deepened. The study has selected the trends of the housing market and the main issues and, to investigate the rational relationship of the housing prices regarding them, has reviewed various methods by investigating hypothetical various situations to occur in the era of uncertainty in the future with analyses including the multiple regression analysis, the moderating effect analysis and the ARIMA model; the results are as follows. First, the study has derived the trends and main issues of residential, economic, physical and social, and demographic characteristics related to the housing market, and the relationship of the housing price market influenced by them. Regarding evaluation criteria which can be measures to judge the housing market in the future, many experts predict that the weight of current marketability will be reduced and that of publicness and convenience greatly be increased. The study is significant in reflecting the housing market’s characteristics to change, in the future, the market recognition as a perspective of the dwelling and use, not as that of the investment target. It means that the recognition of real estate which has been an investment target will constantly be changed to that for the dwelling and use. Through such study, it is expected that basic data will be provided to establish the policy by predicting, in the medium and long term, changes of dwelling cultures and figuring out main issues on the housing market. Second, the study has classified and predicted the characteristic factors and the influenceability fluctuation of the housing market which changes of the housing prices will cause. It is thought that presenting policy tasks in multilateral perspectives including the changes of socioeconomic conditions, the stability of the real estate market, the housing welfare, and the housing functions will contribute to policy makers to prepare desirable vision of the real estate market and maintain the policy consistency in the long term. Third, the study has predicted influenceability of the characteristic factors of the housing prices and the housing market following fluctuation of the amount of money and the land prices. As reflecting the policy on the housing prices following fluctuation of the amount of money and the land prices, you can measure the impact of the positive (+) and the negative (-) on the housing prices when appropriately managing by figuring out changes in the supply and demand and the housing prices in the changing housing market; apart from the policy changes, able to beforehand figure out the impact on macroeconomics including construction investment following it, the study is thought to actively support to establish policy packages maximizing economic effects. Fourth, the study has predicted the uncertain era in the future by predicting the prospective housing prices following fluctuation of the amount of money and the land prices. The study can be a basic data for the relevant policy on the aspect that in the housing market in the future, the responses in the short term are important but those should be done with firm basic directions in the long term. The study is expected to be helpful to prepare a foothold for stability of the housing market, and suggests implications as follows. First, it can be known through the model of time series that there is an increase in the housing prices due to shocks following fluctuation of the interest rate and the land prices between the housing price index representing the housing business and the macroeconomic variable representing the real economy. It became an opportunity to agree with the theory of the exogenous business cycle saying that the housing market arises from exogenous shocks, not to occur the real estate depression due to large-scaled external shocks of financial crises including the foreign exchange crisis and the bubble collapse of the housing market S. Korea experienced. Second, to recover the housing business, they concentrate on a short-term policy to boost transactions of the real estate in danger of the bubble, including easing the condition for secured loans and reducing the interest rate. But on the aspect of expanding the housing business, important is curing fundamental, structural problems rather than a short-term policy. It is time to consider fundamental, long-term policies including boosting regional development and regenerating cities through the SOC investment, and easing the real estate regulations rather than the policy to boost the real estate transactions. Third, in the past cases, it must not be forgotten that the housing business was in a slump at the time of external shocks including the foreign exchange crisis in 1997 and the financial crisis in 2008. Now, it can be said that the housing market business is a boom, but the early warning system preemptively warning possibilities of prospective external shocks is needed to be built. Fourth, it is needed to promptly overcome reality that future studies containing policy issues and trends of the real estate market in the future cannot be properly executed, though it is expected that inevitable is changing the policies on houses and real estate due to a decrease in economically active people (2017), entry into the aged society (2018), a decrease in the total population in earnest (2027), downsizing households and an increase in aged households, and low-growth economic conditions and changes of national consciousness. Ways to enhance housing support customized by life cycle and by household income, those to manage housing stocks (empty houses, reconstructing houses and others), those to support of dwellers in abnormal dwellings, and those to comprehensively support dwellings for one-person households and youths have to be prepared. Such social and economic responses should be led to enhancing monitoring on plans to use lands, seeking ways to manage idle lands, and strengthening efficiency through discovering new demands and improving supply structures including management of construction maintenance. Also, for stability of the housing market, plans suited for market situations and regions are needed to be flexibly operated. However, as there have been limits in analysis and difficulties in building data, the limits are as follows. First, data the study used reflected that of time series from January 2005 to December 2020. But the study could not reflect regional characteristics to change the housing prices of each region apart from metropolitan areas and regions. Second, the study has reflected the housing price fluctuation but not policy factors to change the housing prices by using the data of time series on the housing transaction price index and the housing lease price index as the housing price index and by using the fluctuation of the amount of money and the land prices along with the data made as indices. Third, organizing economic characteristics (GDP, KOSPI, Key Interest Rate, and Self-Reliance Ratio), physical and social ones (Reconstruction of Existing Houses, Reconstruction of Support for Association Members, Reconstruction of Support for General Lotting-Out and Reconstruction of Support for Rental Houses), populational ones (Economically Inactive Population, Aging Index and Recipients of Basic Living) and residential ones (Areas of Residential Districts and Areas of Green Fields), the study has positively analyzed that there is causality based on fluctuation of the housing prices, but used variables limited of the reasons for the housing market characteristics. Thus, as a task in the future, it is needed to study the housing market by using study data on subdivided regional and policy characteristics; apart from that, it is needed to execute a practical study on the housing market by considering various external factors including economic characteristics, physical and social ones, populational ones and residential ones which make effects on the housing price fluctuation.

Currently in S. Korea, a rapid increase in one-person households, a decrease in the birth rate and the aging are being accelerated due to changes of socioeconomic conditions including a decrease in population and the low growth. Also, the housing problems, not solved as burdens of youths’ housing expenses are aggravated due to an increase in the housing prices, become the largest obstacles for marriage, birth and nurture. Meanwhile, in provinces, the use of empty houses and the reconstruction are demanded contrary to the metropolis, as only senior population are left because employment becomes unstable due to youths’ break away from there, overall construction demands of the dwelling, the not-dwelling and the civil engineering decrease, and idle lands arise including empty houses and agricultural lands. Besides, volatility of the housing market is being reduced across the country, but phenomena of regional discrimination is being more deepened. The study has selected the trends of the housing market and the main issues and, to investigate the rational relationship of the housing prices regarding them, has reviewed various methods by investigating hypothetical various situations to occur in the era of uncertainty in the future with analyses including the multiple regression analysis, the moderating effect analysis and the ARIMA model; the results are as follows. First, the study has derived the trends and main issues of residential, economic, physical and social, and demographic characteristics related to the housing market, and the relationship of the housing price market influenced by them. Regarding evaluation criteria which can be measures to judge the housing market in the future, many experts predict that the weight of current marketability will be reduced and that of publicness and convenience greatly be increased. The study is significant in reflecting the housing market’s characteristics to change, in the future, the market recognition as a perspective of the dwelling and use, not as that of the investment target. It means that the recognition of real estate which has been an investment target will constantly be changed to that for the dwelling and use. Through such study, it is expected that basic data will be provided to establish the policy by predicting, in the medium and long term, changes of dwelling cultures and figuring out main issues on the housing market. Second, the study has classified and predicted the characteristic factors and the influenceability fluctuation of the housing market which changes of the housing prices will cause. It is thought that presenting policy tasks in multilateral perspectives including the changes of socioeconomic conditions, the stability of the real estate market, the housing welfare, and the housing functions will contribute to policy makers to prepare desirable vision of the real estate market and maintain the policy consistency in the long term. Third, the study has predicted influenceability of the characteristic factors of the housing prices and the housing market following fluctuation of the amount of money and the land prices. As reflecting the policy on the housing prices following fluctuation of the amount of money and the land prices, you can measure the impact of the positive (+) and the negative (-) on the housing prices when appropriately managing by figuring out changes in the supply and demand and the housing prices in the changing housing market; apart from the policy changes, able to beforehand figure out the impact on macroeconomics including construction investment following it, the study is thought to actively support to establish policy packages maximizing economic effects. Fourth, the study has predicted the uncertain era in the future by predicting the prospective housing prices following fluctuation of the amount of money and the land prices. The study can be a basic data for the relevant policy on the aspect that in the housing market in the future, the responses in the short term are important but those should be done with firm basic directions in the long term. The study is expected to be helpful to prepare a foothold for stability of the housing market, and suggests implications as follows. First, it can be known through the model of time series that there is an increase in the housing prices due to shocks following fluctuation of the interest rate and the land prices between the housing price index representing the housing business and the macroeconomic variable representing the real economy. It became an opportunity to agree with the theory of the exogenous business cycle saying that the housing market arises from exogenous shocks, not to occur the real estate depression due to large-scaled external shocks of financial crises including the foreign exchange crisis and the bubble collapse of the housing market S. Korea experienced. Second, to recover the housing business, they concentrate on a short-term policy to boost transactions of the real estate in danger of the bubble, including easing the condition for secured loans and reducing the interest rate. But on the aspect of expanding the housing business, important is curing fundamental, structural problems rather than a short-term policy. It is time to consider fundamental, long-term policies including boosting regional development and regenerating cities through the SOC investment, and easing the real estate regulations rather than the policy to boost the real estate transactions. Third, in the past cases, it must not be forgotten that the housing business was in a slump at the time of external shocks including the foreign exchange crisis in 1997 and the financial crisis in 2008. Now, it can be said that the housing market business is a boom, but the early warning system preemptively warning possibilities of prospective external shocks is needed to be built. Fourth, it is needed to promptly overcome reality that future studies containing policy issues and trends of the real estate market in the future cannot be properly executed, though it is expected that inevitable is changing the policies on houses and real estate due to a decrease in economically active people (2017), entry into the aged society (2018), a decrease in the total population in earnest (2027), downsizing households and an increase in aged households, and low-growth economic conditions and changes of national consciousness. Ways to enhance housing support customized by life cycle and by household income, those to manage housing stocks (empty houses, reconstructing houses and others), those to support of dwellers in abnormal dwellings, and those to comprehensively support dwellings for one-person households and youths have to be prepared.
