The purpose of this study is to develop a Class-Wide Positive Behavior Support (CWPBS) consulting model so that teachers who have difficulty in class progress and classroom management can perform positive behavior support through systematic consulting. To this end, Research 1 developed an initial model for CWPBS consulting, and verified whether the contents according to the procedure of the model were appropriate through Delphi analysis. In Study 2, the effectiveness of universal (Tier1) intervention was verified by applying the developed CWPBS consulting model to actual class situations. In Study 3, the target group (tier2) intervention was provided to the lower 10-15% of students who did not respond to the universal (tier1) intervention selected through Study 2 and its effectiveness was verified. The data of Research 2 and Research 3 were analyzed as a division function condition model and an unconditional model by performing a hierarchical linear model (hlm). The progress of Research 2 and Research 3 is as follows. First, after recruiting homeroom teachers of general elementary schools and class students belonging to them, intervention was provided by dividing them into experimental group 1 and experimental group 2. At this time, the experimental group 1 teacher conducted universal intervention through initial intervention of consulting along with prior teacher training, and the experimental group 2 teacher provided consulting after a month of teacher-led universal intervention through prior teacher training. In this process, the difference in intervention execution ability between experimental group 1 teachers who supported consulting from the beginning and experimental group 2 teachers who supported consulting after consulting was confirmed, and the effectiveness of intervention through consulting was verified. The results derived through Study 1 are as follows. In the class-level positive behavior support (CWPBS) consulting model, the PBS procedure for universal (Tier1) intervention was derived in four stages: 'pre-investigation and data review, universal intervention plan, universal intervention execution (post-intervention feedback), and data-based data review'. The PBS procedure for the intervention of the target group (Tier2) was then derived in five stages of 'identification of problem behavior and necessity of intervention, function evaluation through information collection, direct observation, hypothesis establishment and behavioral definition, and effect evaluation of intervention plan execution'. In order to support these PBS procedures through consulting, the procedure of the CWPBS consulting model in the form of inserting a four-step procedure of consulting into the PBS procedure was developed. At this time, the specific consulting contents according to the consulting procedure are carried out based on the structured worksheets. In addition, a consulting progress guide was additionally produced to provide clear information on how to proceed with consulting and how to use the worksheets. The summary of the results of Study 2 is as follows. Teachers in Experimental Group 1, who immediately received consulting, showed higher integrity of implementation in universal intervention than teachers in Experimental Group 2, who conducted intervention led by teachers. Since then, it has been found that the integrity of implementation has improved significantly since consulting was also involved in Experimental Group 2. It can be seen that the method of teacher support through consulting in the performance of PBS has improved the teacher's ability to execute interventions for universal (Tier 1). The difference in the rate of change in expected behavior between experimental group 1 and experimental group 2 students is as follows. Students in Experimental Group 1, where consulting was immediately involved, showed a faster rate of change in expected behavior than students in Experimental Group 2, where intervention was conducted led by teachers. On the other hand, in the case of Experimental Group 2, the expected behavior slightly increased at the beginning of the intervention increased rapidly after consulting intervention, and the expected behavior levels of the two groups became similar only at the end of the intervention. This can be said to be a result of confirming the importance of initial intervention in CWPBS consulting in that intervention through CWPBS consulting not only promoted expected behavior faster but also continued the effect of intervention to a certain level during the intervention period. In addition, it was further identified that the effect of intervention was still maintained in both groups after the end of intervention. The summary of the results through Study 3 is as follows. The average of the teacher's ability to perform intervention in the target group (Tier2) was higher than that of the teacher in the experimental group 1 in which consulting was involved from the beginning. After that, it was found that the average improved significantly after consulting was also involved in the experimental group 2 teacher. It can be seen that the method of teacher support through consulting in the performance of PBS has improved the teacher's ability to execute interventions for the target group (Tier2). The difference in the rate of change in alternative behavior between experimental group 1 and experimental group 2 students is as follows. The difference in the incidence of alternative behavior between experimental group 1 and experimental group 2 gradually widened immediately after the start of intervention, and after 3 weeks, the incidence of alternative behavior in experimental group 1 increased significantly. This is interpreted as the effect of intervention treated in Experimental Group 1 appeared faster than Experimental Group 2 during the same period, as intervention execution through CWPBS consulting promotes alternative behavior faster. After that, during the period in which consulting was involved in both groups, the rate of change in alternative behavior of Experimental Group 2 increased significantly from the beginning, but there was still a difference in the incidence of alternative behavior between the two groups. In other words, despite the sharp rise in the incidence of alternative behavior in Experimental Group 2 after consulting intervention, consulting fell short of Experimental Group 1, proving the importance of initial intervention in CWPBS consulting. Finally, it was found that the effect of intervention remained relatively stable even after the intervention treated in Experimental Group 1 and Experimental Group 2 was withdrawn Through these research results, it was confirmed that universal intervention and target group intervention through CWPBS consulting had a positive effect on students' expected and alternative behaviors. In addition, in order to quickly promote changes in students' positive behavior through intervention and to maintain the effectiveness of intervention at a high level stably, it can be said to be data proving the importance of initial intervention and continuous consulting provision. The following discussion points are revealed on the causes that had a positive effect on these research results. First, CWPBS consulting maximized the effectiveness of intervention by enabling continuous and consistent intervention by teachers. Second, through CWPBS consulting, it was possible to establish an effective target group intervention plan by quickly and accurately grasping the function of problem behavior. Third, through CWPBS consulting, the effect of intervention was maximized by allowing teachers to correctly understand and utilize the reinforcement strategy. Fourth, CWPBS consulting had a positive effect on the effectiveness of intervention by developing and applying various learning strategies that could increase students' participation in class. Fifth, the effect of PBS as a preventive dimension through CWPBS consulting was verified by confirming problem behavior prevention, one of the main goals of positive behavior support, through this study. Sixth, it showed the possibility of PBS execution that is not limited even in the non-face-to-face era by providing consulting using online platform zoom. Seventh, this study verified that providing Tier 1 and Tier 2 interventions in a row can effectively solve students' problem behavior, and confirmed the effect of a systematic approach to PBS with different intensity of intervention for students showing various levels of problem behavior.
