본 연구는 최근 10~20년 간 도시재생의 핵심 트렌드로 부각된 문화적 도시재생에 관련된 학술적 논의를 살펴보고, 문화적 도시재생을 성공적으로 달성한 국내외 도시들의 사례를 비교 고찰하고자 한다. 그를 토대로 문화적 도시재생에 유효한 지침이 될 수 있는 통합적 성공전략 항목들을 도출하고, 도시재생 분야 전문가들이 참여한 1~3차 델파이 조사를 통해 심층 분석하고 논의하였다. 이어서 분석 결과를 활용하여 국내에서 추진된 문화적 도시재생의 사례에 대한 분석도 수행하였다. 본 연구의 주요 결과는 다음과 같다. 첫 번째, 문화적 도시재생의 개념과 특징, 문화적 영향과 당위성 등에 대한 이론적 고찰을 하였다. 이를 통해, 본 연구는 문화적 도시재생을, ‘21세기 도시재생을 주도할 수 있는 중추적 원리라고 할 수 있다. 즉, 도시가 보유한 유·무형적 문화자원 활용을 극대화하고, 도시 주민이 문화·예술 자원을 생산·향유·전파하는 미래 지향적 도시재생 전략’으로 정의하였다. 이와 같은 문화적 도시재생에 종합적인 이해를 토대로, 문화적 도시재생의 국내외 도시 사례 고찰을 통해 델파이 분석의 기본적인 방향성을 설정함으로써, 합리성, 타당성을 갖춘 연구 절차 및 연구 설계를 구성하였다. 두 번째, 문화적 도시재생을 성공적으로 달성한 국내외 도시들의 핵심 전략과 성과를 확인하기 위해, 셰필드, 빌바오, 볼로냐, 전주, 안동 등 다섯 곳의 국내외 성공 도시 사례 고찰을 수행하였다. 해외사례를 살펴보면, 셰필드의 경우 CIQ(Cultural Industries Quarter)로 대변되는 문화산업 클러스터의 육성·발전 전략, 빌바오의 경우 도시재생 프로젝트의 구심점이자 상징적 랜드마크인 구겐하임 미술관을 중심으로 한 탁월한 도시 종합 리브랜딩 전략을 추진하였다. 그리고 특히, 볼로냐의 경우 전통적인 역사문화 유산의 보존과 재생을 중심으로 한 추진 전략과 민·관·학의 유기적 협력 시스템 등을 확인하였다. 국내 도시인 전주와 안동에 대해서도 각각 ‘전통의 맛과 멋의 고장’이라는 독보적인 역사 문화적 정체성, 지역의 랜드마크적 성격을 지닌 하회마을 등의 활용을 극대화한 전략적 성공 요인들을 확인하였다. 이러한 성공 사례 도시들에 추진 전략과 문화적 도시재생에 이론적 고찰을 분석하여, 본 연구의 델파이 조사에 필요한 예비 지표들을 도출하고, 조사절차 및 합리적 방향성을 설계하였다. 세 번째, 본 연구의 핵심 목표인 ‘문화적 도시재생의 효과적 실천·구현 방안’에 도출과 발전 방향성에 제언을 위해 전문가 델파이 조사를 1~3차 수행하였다. 이를 토대로 문화적 도시재생에 실무적, 전략적 시사점을 분석하여 ①<문화적 도시재생을 위한 산업적, 물리적, 환경적 전략>, ②<문화적 도시재생을 위한 콘텐츠·소프트웨어 전략>, ③<문화적 도시재생을 위한 종합 브랜딩 전략>, ④<문화적 도시재생을 위한 주민참여 촉진·활성화 방안>, ⑤<문화적 도시재생을 위한 행정적, 제도적, 기술적, 재정적 지원 방안> 등 세분화된 다섯 영역을 도출하였다. 또한, 향후 국내 도시들의 문화적 도시재생 추진 및 성공에 유효한 지침이 될 수 있는 성공전략과 실천 방안을 고찰하고 논의하였다. 네 번째, 델파이 조사 결과와 도시 사례 분석 결과를 비교 분석하여 공통점, 차이점을 확인하였다. 도시 분석 사례에서는 파악되지 못한 새롭고 실천적, 현실적이며 국내 상황에 특화된 시사점을 델파이 조사를 통해 확인하였다. 세부 내용들을 요약해 보면, ①도시의 문화적 자원을 종합적으로 정리·수집한 통합 아카이브 플랫폼의 활용, ②도시 전체에 대한 공평하고 균형적인 문화적 도시재생을 통해 지역 간 차별, 소외, 상대적 박탈감 해소, ③도시 주민들의 공동 가치 창출(Co-Creation) 및 공동 생산 활동 함양·촉진, ④전 세대를 아우르는 브레인스토밍 방식의 포괄적 자료 수집·활용, ⑤문화적 도시재생 스토리텔링의 다각적 개발·활용, ⑥디지털 리터러시 교육 강화를 통한 고령층 주민참여 촉진, ⑦전 국민의 거국적 참여를 유도하는 전국 네크워킹 개발·활용, ⑧열악한 지방자치단체 및 민간단체에 대한 보완적 재정 지원 강화 등 현장 상황이나 현실적 문제의 해결·보완에 초점을 맞춘 실무적 시사점들이 풍부하게 도출되었다. 이를 통해, 이론적 고찰(이론적 고찰, 선행 연구 고찰 등)에서 파악되지 못한 국내 도시 실정에 맞는 특성화된 시사점을 델파이 조사에서 확인하였다. 이를 토대로, 향후 국내에서 추진될 문화적 도시재생의 성공을 위한 지침과 준거를 구성·제언하였다. 다섯 번째, 국내에서 문화적 도시재생 사례 중 대구시 중구와 창원시를 선정하여 분석한 후, 델파이 조사를 통해 도출된 성공전략 항목들을 활용한 분석을 수행하였다. 이를 토대로, 성공 사례의 경우 지속 가능한 도시발전을 위한 문화적 도시재생 추진에 보완적 지침을 제공할 수 있다는 사실을 확인하였다. 동시에, 실패 우려가 있는 사례에 대해서는 델파이 전략 항목들을 통해 문제점과 원인을 진단하고, 이러한 문제 해결에 유효한 시사점을 제공할 수 있는 것을 확인하였다. 이를 통해, 본 연구의 이론과 사례(이론적 고찰, 선행 연구 고찰, 도시 사례 고찰)→델파이 조사→국내 추진 사례 분석 등 확장적인 분석 영역 간의 긴밀한 연결성, 논리적 적합성 등을 최종적으로 확인하였다. 이러한 성과를 토대로, 본 연구의 궁극적 목표와 추구하는 가치 등이 어느 정도 달성되었다고 볼 수 있다. 또한, 선행 연구와 도시 사례 고찰에서 파악되지 못한 국내 도시 환경과 실정에 맞는 특성화 시사점을 전문가 델파이 조사를 통해 새롭게 도출하였다. 위에 결과를 활용하여 앞으로 국내에서 추진될 문화적 도시재생을 위한 미래 지향적 지침과 평가 지표들을 구성·제언하였다. 이러한 본 연구의 성과가 향후 국내의 문화적 도시재생에 보다 확장된 발전 방향성에 기여할 수 있는 실질적 지침과 참고자료로 널리 활용되기를 기대한다.

This study examines the academic discussions surrounding cultural urban regeneration, which has emerged as one of the key trends in the field of urban regeneration in the last 10 to 20 years, and compares successful cases of Korean and foreign cultural urban regeneration in order to identify optimal integrated strategies which can serve as effective guidelines for future initiatives. In-depth analysis of these strategies is conducted on the basis of three Delphi surveys with urban regeneration experts. Finally, Korea’s cultural urban regeneration projects are also analyzed on the basis of the results. First, a review of the literature on the conceptual basis, characteristics, cultural influence, and justification of cultural urban regeneration is conducted. Based on this, this study defines cultural urban regeneration as a form of ‘future-oriented urban regeneration that creates a city where residents themselves produce and enjoy novel cultural and artistic resources, and maximizes the potential of the city’s tangible and intangible cultural resources.’ With this comprehensive understanding of cultural urban regeneration, the basic design of the Delphi surveys was established through the examination of Korean and foreign cultural urban regeneration projects, and the research design of the study as a whole was established on this basis. Second, in order to investigate the key strategies and accomplishments of successful Korean and foreign cultural urban regeneration projects, five projects are selected and reviewed, those of Sheffield, Bilbao, Bologna, Jeonju, and Andong. In the case of Sheffield, successful strategies aimed at the cultivation and development of the city's cultural industry cluster, located in the Cultural Industries Quarter (CIQ), are identified. In the case of Bilbao, outstanding comprehensive urban rebranding strategies centered on the Guggenheim Museum, which is the pivot and symbolic landmark of the urban regeneration project, are identified. For Bologna, strategies focusing on the preservation and regeneration of historical and cultural heritage sites, and the organic public-private-academia partnership involved, are examined. For the Korean cities Jeonju and Andong, placing a strong emphasis on the city's unique historical and cultural identity as ‘the home of traditional taste and style’ and promoting a local landmark Hahoe Village, respectively, were found to be successful strategies. Based on this literature review of successful cultural urban regeneration projects, preliminary indicators required for the Delphi surveys are derived and the optimal research procedure and objectives are established. Third, in order to obtain expert suggestions in relation to the effective implementation of a cultural urban regeneration project and the trajectory it should take, three Delphi surveys were conducted. Based on the results, through the analysis of the practical and strategic implications of these ideas for cultural urban regeneration, the most promising proposals were identified in the following five specialist areas: (1) industrial, physical, and environmental strategies; (2) content and software strategies; (3) comprehensive branding strategies; (4) the promotion of resident participation; and (5) forms of administrative, institutional, technical, and financial support. In addition, the optimal strategies and implementation plans for Korean cultural urban regeneration projects are also examined and discussed. Fourth, this study conducts a comparative analysis of its Delphi surveys and urban regeneration projects, and examines the similarities and differences between the proposals of the experts surveyed and the reality of these projects. Novel, practical, and realistic proposals that are customized for Korean cities, which are not found in urban regeneration case studies, are derived from the Delphi surveys. In particular, they put forward abundant practical proposals that focus on the following: (1) the utilization of an integrated archive platform that comprehensively collects data on the cultural resources of the city, and organizes this data; (2) the resolution of discrimination and alienation in various districts, and of the relative deprivation between districts through fair and balanced cultural urban regeneration of the entire city; (3) the cultivation and promotion of the co-creation and co-production activities of residents of the city; (4) comprehensive data collection that encompasses all generations on the basis of intensive brainstorming; (5) the diversified development and use of cultural urban regeneration storytelling; (6) the promotion of the participation of senior citizens through strengthened digital literacy education; (7) the development and utilization of national networking that induces the participation of all citizens; (8) the resolution of local and practical problems by the enhancement of financial support for local governments and private organizations experiencing financial difficulties, and so on. As such, proposals that are specifically customized for the circumstances of Korean cities, which have not been discussed in the existing literature, are identified by the Delphi surveys. Based on these proposals, guidelines and standards for future successful cultural urban regeneration in Korea are proposed in this study. Fifth, on the basis of the responses in the Delphi surveys, the cultural urban regeneration projects carried out by two Korean cities, Jung-gu in Daegu and Changwon, are analyzed in order to derive effective strategies. This study finds that successful urban regeneration projects can be the basis for supplementary guidelines on the promotion of cultural urban regeneration, which is a key component of sustainable urban development. It has also been found that the Delphi surveys can diagnose the problems of projects which have a risk of failure and provide effective proposals for their enhancement. Through this process, the close connection between the broad areas of analysis, namely the theoretical frameworks of cultural regeneration projects and practical cases (elaborated through the provision of the theoretical background and the literature review), the Delphi surveys, and Korean case studies, as well as the logical validity of the analysis, are confirmed. Based on this accomplishment, it can be said that the ultimate goal of this study has been achieved to some extent. In addition, proposals that are customized to the environment and conditions of Korean cities, which have not been discussed in previous theoretical studies nor in any case studies, are newly derived from the Delphi surveys of urban regeneration experts. Based on these proposals, this study proposes guidelines and evaluation standards for Korea’s future cultural urban regeneration projects. It is hoped that they will be used as a resource and as practical guidelines that can contribute to the future direction of cultural urban regeneration in Korea.

Fifth, on the basis of the responses in the Delphi surveys, the cultural urban regeneration projects carried out by two Korean cities, Jung-gu in Daegu and Changwon, are analyzed in order to derive effective strategies. This study finds that successful urban regeneration projects can be the basis for supplementary guidelines on the promotion of cultural urban regeneration, which is a key component of sustainable urban development. It has also been found that the Delphi surveys can diagnose the problems of projects which have a risk of failure and provide effective proposals for their enhancement. Through this process, the close connection between the broad areas of analysis, namely the theoretical frameworks of cultural regeneration projects and practical cases (elaborated through the provision of the theoretical background and the literature review), the Delphi surveys, and Korean case studies, as well as the logical validity of the analysis, are confirmed. Based on this accomplishment, it can be said that the ultimate goal of this study has been achieved to some extent. In addition, proposals that are customized to the environment and conditions of Korean cities, which have not been discussed in previous theoretical studies nor in any case studies, are newly derived from the Delphi surveys of urban regeneration experts. Based on these proposals, this study proposes guidelines and evaluation standards for Korea’s future cultural urban regeneration projects. It is hoped that they will be used as a resource and as practical guidelines that can contribute to the future direction of cultural urban regeneration in Korea.
