In Korea, many changes have been made in the form and meaning of the family over the past half century. Since 2000, the family has experienced rapid changes in the family type. In 2000, 48.2% of families consisted of married couples and unmarried children, but in 2019, it was 29.8%, less than a third of the total households. Among the various family types that are diversifying, single-parent families in particular are rapidly increasing, and in 2017, more than 1 in 10 households were single-parent families. Single-parent families account for the largest proportion of single-parent families, and the proportion of single-parent families is also gradually increasing. In addition, although the number of single parents among adolescents, which has recently become a social issue, is not high compared to overseas, the number of single mothers in their adolescence has more than doubled over a period of 10 years, so attention and support are emerging as essential subjects. Therefore, by examining and comparing the current status of single-parent families in Korea and the United States, support policies, and characteristics of single-parent families, we propose a support plan for single-parent families that suits the conditions of Korea, thereby creating a stable family life without discrimination in various types of single-parent families. It was intended to suggest effective support measures and desirable support measures for service improvement. The characteristics of single-parent families were divided into economic characteristics, child rearing characteristics, psychological/emotional characteristics, and social environment characteristics. In a comparison of the current status of single-parent families in Korea and the United States, the proportion of single-parent families in Korea is about 10% of households with children, but in the United States, it is three times that of 30%. differentiated policies were needed, and although the birth rate of single-parent adolescents has been declining since 2009 in the United States, Korea is rapidly emerging as a new family type, indicating that overall support is needed for stable family settlement with children. After examining the four characteristics of single-parent families in Korea and the United States, the implications can be summarized as follows. First, from the economic point of view, all single-parent families were found to experience economic difficulties. Among them, single-parent families, especially adolescents, were found to be in desperate need of overall support. Prompt support using the funds used, vocational training education for single-mother and child families' economic independence, and rich families who are easily marginalized should be interested in local communities and government agencies. In addition, institutional support should be provided so that a work-family balance culture can be established so that single-parent families can take care of their children and work at the same time. Second, in terms of raising children, single-mother and child families are economically poor, but they are passionate about their children's education, and social consideration is required so that they can have a lot of time to share with their children. Social attention and support are especially necessary for communication with children and for the role of adoptive parents. Third, in the psycho-emotional aspect, all families experience anxiety, depression, and parenting stress due to the burden of dual roles in the home, which negatively affects not only the single parent herself but also the child's growth. It is necessary and suggests the operation of recovery and healing programs for each family type. Fourth, in terms of the social environment, the shape of the family, which our society considered normal, is not a matter of normal or abnormal according to the rapidly changing times, and has changed to a people-centered family rather than a family within a fixed frame. In addition, social conditions and support systems are also being supported. Efforts to improve awareness in each field, from the education field to the workplace to society, are constantly needed in order to more deeply recognize that the types of families are only slightly different and that anyone can experience it depending on the situation. Looking at the implications in terms of comparison of support policies with the United States, the United States is a country with the highest ratio of single-parent families in the world, and rather than policies for single-parent families, it is promoting support policies for low-income households including single-parent families as a form of low-income households. In terms of support for single-parent families in Korea, it is desirable to implement policies flexibly according to the changing family types, and to implement policies that are subdivided according to the diversifying family types. In the United States, welfare support directly benefits from food designation for proper nutrition like the WIC (Women, Infants, and Children program) program. Although the items are subdivided, most of them are spent on the lump sum supply of single-parent householders and the cost of living for the whole family. Any form of support is needed. In addition, for American student parents, such as operation of an on-campus childcare center and subsidy support, Korean youth single parents should consider a family-friendly campus policy together to continue their studies in middle and high school, as well as to enter college and graduate. In addition, considering the side effects of the systemized institutional devices and strong sanctions in the US child support non-fulfillment system that are not of practical help to single-parent families, along with legal measures in the implementation of Korea's child support enforcement system, children that fit the Korean family sentiment Improvement plans for the implementation of child support payments should be reviewed. Lastly, the United States is implementing a strict support policy for prevention and childbirth and nurturing for teenage single mothers. In Korea, as the number of single-parent adolescents is increasing and is gradually being recognized as a form of family that should be embraced by families and society, we are actively promoting prevention and overall support for single-parent adolescents from the initial stage to economic independence so that they can start as mature parents. It requires attention and institutional support. In the future, it is expected that Korea's changing single-parent family policy will go in a more developed direction by examining not only the United States but also examples of major advanced countries with high welfare environments that have experienced various changes in family structure first, and introducing desirable policies.
