본 연구의 목적은 성인발달장애인의 자립생활 경험을 당사자의 관점을 통해 심층적이고 포괄적으로 탐색하는 것이다. 이 연구의 결과를 바탕으로 향후 추진될 성인발달장애인의 자립생활에 대한 정책적 논의를 경험적인 근거를 바탕으로 확장시키고, 발달장애인의 실제적인 자립생활을 위한 정책적․실천적 지원체계를 모색하고자 하였다. 이를 위해 본 연구는 질적 사례연구방법을 활용하여 조사 및 분석을 실시하였다. 본 연구는 연구목적에 부합한 연구참여자 선정을 위해 발달장애인 자립생활을 지원하고 있는 장애인자립생활센터를 통해 참여자를 추천받는 ‘세평적 사례선택’에 따라 대상자를 선정하였다. 본 연구참여자는 시설에서 나와 지역사회에서 1년 이상 자립생활을 지속하고 있는 성인발달장애인 당사자 9명이다. 그리고 발달장애인의 구술 자료 보완을 위해 발달장애인을 지원하고 있는 지원인 7명을 추가하였다. 자료수집은 2021년 1월부터 2022년 2월까지 이루어졌으며, 인터뷰는 개인별로 최소 1회에서 최대 3회까지 진행되었다. 개별 인터뷰를 통해서 수집된 모든 녹음 자료는 면접조사 직후 전사하였다. 이렇게 확보된 질적 자료는 지속적 비교방법을 통해 의미단위 찾기와 범주화 작업을 거쳐 핵심주제를 발견하는 방식으로 내용분석을 진행하였다. 구체적인 자료 분석 과정은 ‘사례 내 분석’과 ‘사례 간 주제 분석’으로 이루어졌다. 사례 내 분석에서는 각 사례가 갖는 주요 이슈와 특성을 중심으로 분석하였다. 사례 간 주제 분석에서는 참여자들의 경험을 바탕으로 성인발달장애인의 자립생활 경험 과정에서 도출된 주제와 의미단위를 중심으로 범주화하여 분석 결과를 제시하였다. 본 연구를 통해 도출된 주요한 연구결과는 다음과 같다. 첫째, 가족이 있는 발달장애인은 대부분 가족에 의해 시설에 보내지는 경험을 하였다. 연구참여자들은 집단생활로 인한 불편함, 보호되지 않는 사생활 등 시설생활의 어려움을 경험하였다. 그러나 이러한 어려움 속에서도 발달장애인들은 현재의 삶에 안주하지 않았고, 자유롭게 살고 싶다는 열망을 갖고 꿋꿋하게 자립생활 프로그램에 참여하며 자립을 준비하고 실행한 것으로 나타났다. 둘째, 성인발달장애인들은 자립 초기 전반적인 지원을 받으며 자립생활을 시작하였다. 참여자 중 일부는 자립할 때 생활비용이 부족해 돈을 빌려 자립을 시작한 경험이 있었으며, 자립 직후 기쁨과 행복, 불안함과 외로움 등 자립에 대한 양가감정을 경험하기도 하였다. 셋째, 성인발달장애인들은 자립생활을 지속해 가면서 자립 초기와는 다르게 ‘제한적인 서비스’, ‘확장되지 않는 관계망’, ‘재정관리의 어려움’ 등으로 인해 자립생활의 어려움을 경험하였다. 넷째, 성인발달장애인들은 자립생활을 해가면서 위기상황에 노출되는 경험을 하였으며, 예기치 않은 코로나19 재난으로 인해 어려움에 어려움을 더하는 이중고를 경험하였다. 다섯째, 성인발달장애인들은 자립생활을 해가며 다양한 어려움을 겪으면서도 일상을 살아가고 있었고, 더디지만 하나씩 배워가면서 성장하고 있었다. 또한 자신에게 힘이 되어주는 사람들과 함께 자기 삶의 의미를 찾아가고 있었으며, 시설에서 생활하고 있는 후배들에게 “그래도 자립!” 이라며 시설장애인들의 자립을 지지하고 응원하고 있었다. 본 연구에서는 이와 같은 연구결과를 바탕으로 성인발달장애인의 안정적인 자립생활을 위해 다음과 같이 정책적․실천적 제언을 하였다. 첫째, 발달장애인의 시설 입소 과정에 대한 시스템의 변화가 필요하다. 발달장애인이 시설에 입소하지 않고도 그들의 욕구와 선택에 의해 가족으로부터 독립해 살아갈 수 있도록 지역사회 내 자립시스템을 갖출 필요가 있다. 둘째, 성인발달장애인의 자립 촉진을 위해서는 자립지원금을 확대할 필요가 있다. 성인발달장애인이 자립을 준비하고 실행하는 데 있어 경제적인 부담으로 인해 자립 시기를 늦추거나 포기하는 일이 발생하지 않도록 해야 한다. 셋째, 성인발달장애인의 자립생활이 안정적으로 이루어지기 위해서는 자립 시기별로 단계적인 지원체계를 마련하여, 필요한 서비스가 보다 촘촘하게 제공될 수 있도록 해야 한다. 넷째, 활동지원인 직접지불제도의 도입과 발달장애인 전문활동지원사 양성 등을 통한 이용자 중심의 지원서비스 체계를 구축해야 한다. 다섯째, 지역사회 내 사회복지서비스 연계를 통해 자립한 성인발달장애인의 지원체계를 조밀하게 구성할 필요가 있다. 여섯째, 자립한 성인발달장애인의 안전한 삶을 위해서는 위험한 상황에 대비할 수 있는 안전교육과 낯선 사람 및 위험한 사람을 선별해낼 수 있는 사회적 거리에 대한 교육, 그리고 금전관리 교육 등이 필수적이고 지속적으로 제공되어야 한다. 일곱째, 성인발달장애인의 자립생활 지원을 위한 지역사회 내 통합사례관리 시스템을 제도화할 필요가 있다. 본 연구의 성인발달장애인의 자립과 관련한 이론적 함의는 다음과 같다. 첫째, 기존의 연구에서 잘 다루어지지 않았던 성인발달장애인의 자립생활 경험에 대해 깊이 있게 탐색하였다는 점이다. 둘째, 발달장애인 당사자가 직접 연구에 참여해 자신의 자립생활 경험을 구술하였다는 점이다. 기존의 발달장애인 관련 연구는 당사자의 참여도 있었지만 주로 보호자나 지원인의 관점에서 이루어진 경우가 많았다. 하지만 본 연구에서는 성인발달장애인의 구술을 보완하기 위한 차원으로 지원인 인터뷰가 진행되었다. 향후 후속연구에서는 첫째, 종단연구를 통해 성인발달장애인의 자립생활 경험을 보다 깊이 있게 들여다볼 필요가 있다. 둘째, 자립생활 기간이 비슷한 참여자를 선정하여 그들의 경험을 한층 깊게 탐색할 필요가 있다. 셋째, 발달장애인의 자립생활은 지원을 전제로 하기 때문에 지역사회 복지기관의 서비스를 이용하고 있는 발달장애인과 서비스를 이용하지 않고 있는 발달장애인을 선정해서 그들의 자립생활 경험을 비교하여 깊이 있게 탐색하고, 이를 통해 심층적으로 분석이 이루어지길 기대한다.

The purpose of this study is to explore the experiences of independent living among adults with developmental disabilities deeply and comprehensively, based on the perspective of self-representation. Through this study, it was tried to expand a policy discussion on the independent living of adults with developmental disabilities based on empirical evidence and to seek both policy support measures and practical support systems for the actual independent living of adults with developmental disabilities. This study used a qualitative case study as a study methodology. In order to select the participants who fit with the study’s purpose, this study selected the subjects via recommending the Independent Living(IL) centers that supports the independent living of adults with developmental disabilities. The participants of this study were nine adults with developmental disabilities in total who were discharged from the facilities and have been living in the community for more than one year. The data collection was conducted from January 2021 to February 2022, and each interviews were conducted from a minimum of one to a maximum of three times per individual. The qualitative data obtained by individual in-depth interviews were analyzed in order to find every meaning unit and categorized meanings through a continuous comparison method. Based on the analysis results, the contents analysis was conducted to find the core themes. The specific data analysis of this study was composed of 'within-cases analysis' and 'cross-cases analysis'. The main problems issues and characteristics of each case were analyzed through 'within-cases analysis'. Through 'cross-cases analysis', the subjects and meaning units derived from the process of independent living of adults with developmental disabilities were categorized and analyzed based on the common experiences of the participants The major results of this study are as follows: First, most people with developmental disabilities have experienced events of being sent to a facility by their families. In there, the participants felt various obstacles such as invaded privacy or distracted individual freedom. However, despite these individual difficulties, it was found that people with developmental disabilities participated in independent living programs with a desire to live freely rather than being settling in their institution’s life routines, and prepared and implemented independent living for their lives by their owen choices. Second, adults with developmental disabilities had began to live independently with overall support in the early stages of independent living. Some participants have experienced either borrowing money to be independent due to lack of living expenses or carrying mixed feelings such as joy, happiness, anxiety, and loneliness immediately after being independent. Third, unlike the early stage of independent living, adults with developmental disabilities commonly experienced difficulties in independent living due to 'limited services', 'non-expanded relationship networks', and 'difficulties in financial management. Fourth, adults with developmental disabilities were likely to expose themselves to life crises and their difficulties were recently escalated due to the unexpected COVID-19 pandemic. Fifth, adults with developmental disabilities were able to learn one by one and grow slowly even if they have experienced various difficulties in daily life. They were looking for a meaningful life through people who supported and cheered their juniors who lived in the previous facility together. Based on these findings, this study suggests as following policies and practical proposals for the stable independence of adults with developmental disabilities. First, the independent living support system needs to be changed in the intake process of the facility. Having an independent system in the community separate from the facility is necessary for people with developmental disabilities to live independently with their families in their needs and choices. Second, To improve the independence level of adults with developmental disabilities, the independence subsidy needs to be extended so that adults with developmental disabilities don't need to delay or give up their independence due to financial burdens. Third, in order to ensure the stable independence of adults with developmental disabilities, a step-by-step support system should be prepared for each stage of independence and the necessary services for their independent living can be provided more closely. Fourth, the direct payment system for daily activity assistants should be introduced. To establish client-centered support services, the independent living training process is needed for individual who has developmental disabilities to assist professionally. Fifth, the support system for adults with developmental disabilities should be precisely constructed through the linkage of social welfare services in the community Sixth, for the life safety of adults with developmental disabilities, 'safety training' and education to prevent any dangerous situations, 'social distance practice' to strangers, and 'money management skills training' should be provided continuously.
