The Hwasun Dolmen sites were discovered relatively recently and are in good condition. They were recognized as an UNESCO World Heritage Site for their archaeological value as they provide valuable insights into the technology, construction, and transportation methods of the time. Although 22 years have passed since the Dolmens were first listed as a World Heritage Site, the corresponding research and utilization activities are limited despite its noteworthy value and nearby infrastructure resources. This study intends to investigate and suggest a way to revitalize the Hwasun Dolmens. In the past, cultural heritage was divided into that reserved for preservation and utilization , but today, various uses are being developed with the basic premise of preserving the original form of the heritage. In addition, in accordance with the paradigm shift of the times, the use of cultural heritage has been recognized as an important policy factor for sustainable development and local economy revitalization. Thus, this study redefined the value of world cultural heritage into education & research, economy & tourism, and cultural industry, and surveyed the cases of domestic and international megalithic culture to deduce the use and development plan of the Hwasun Dolmen site. The overseas cases have long been registered as World Heritage sites, and they provide valuable insight into the usage, preservation, and management methods suitable for each relic. The cases examined were Stonehenge, Avebury, Brú na Bóinne, and the Megalithic Temples of Malta. Although there are domestic historical sites that have benchmarked some of these cases, they have been poorly practiced from a managerial aspect. Following an examination of these cases, it was found that the preservation and management of these sites was considered crucial as the site itself was a resource; and diligent monitoring and researching new methods to combat climate change or pollution is necessary. Additionally, on examining the Gochang and Ganghwa Dolmen sites, the revitalization and development of these sites were greatly influenced by the local governments’ willingness and initiative for the preservation, management, and utilization of the cultural heritage sites. The study identified the following problems: the absence of facilities, the ambiguity of management and operation organization, local government policies lacking continuity and consistency, poor content and educational programs, insufficient publicity, and lack of convenience. Therefore, to utilize the Hwasun Dolmen site, this study suggested construction of preservation and management facilities, development of educational programs, storytelling development, securing professionals, and multifaceted promotion. In addition to these measures, it is necessary to establish a network of cooperation with Gochang and Ganghwa that come together under the commonality of dolmens. However, it should be proceeded carefully to avoid simply building facilities without sufficient policy review and verification of the preservation, management, and utilization of the dolmen, or building facilities with insufficient cultural content. In order for the utilization measures proposed in this study to be embodied and realized, it is first necessary for local governments and related institutions to establish mid- to long-term plans to discuss budget securing, maintenance, and publicity. Furthermore, regular monitoring by experts, and an active response to environmental and climate change are necessary to sustainably utilize the world cultural heritage. Such measures will allow humankind to respect the authenticity and preserve the traditional value of cultural heritage, connecting current and future generations and promoting cross-cultural understanding for a sustainable cultural heritage development.
