(1) A시설 건설현장 경우 지상 1층, 지상 2층, 지상 4층에서 측정한 결과 지상 1층보다는 지상 4층에서 사이렌 경보음 인지 불능이 높게 나타났으며, 작업자 8명 중 지상 1층 1명(12.5%), 지상 2층 1명(12.5%), 지상 4층 3명(37.5%)이 인지 불능으로 나타났다. f, g, h는 사이렌 경보음 인지 불능으로 모두 작업공간 및 장애물로 인해 사이렌 경보음과 작업 소음을 구별하지 못한 것으로 나타났다. (2) B 시설 공사현장 경우 1층 건물구조로 일반창고, 냉장창고, 냉동창고에서 측정한 결과, 냉장창고 구역보다는 냉동창고 구역에서 사이렌 경보음 인지 불능이 높게 나타났으며, 일반창고 구역에서는 양호하게 나타났다. 작업자 8명 중 냉장창고구역 1명(12.5%), 냉동창고구역 2명(25%)이 인지 불능으로 나타났다. 이는 h, g는 사이렌 경보음 인지 불능으로 사이렌 경보음과 작업 소음을 구별하지 못한 것으로 나타났다. (2) B 시설 건설현장 경우 1층 건물구조로 일반창고, 냉장창고, 냉동창고에서 측정한 결과, 냉장창고 구역보다는 냉동창고 구역에서 휴대용 확성기 경보음 인지 불능이 높게 나타났으며, 일반창고 구역에서는 양호하게 나타났다. 작업자 8명 중 냉장창고구역 1명(12.5%), 냉동창고구역 2명(25%)이 인지 불능으로 나타났다. 이는 g, h는 휴대용 확성기 경보음 인지 불능으로 휴대용 확성기 경보음과 작업 소음을 구별하지 못한 것으로 나타났다. 즉, 작업자들은 폐쇄 공간에서 작업 중 작업소음 등으로 인해 화재경보음을 구별하지 못한 것으로 수평선 위에 벽, 기둥, 장애물이 없는 경우 대략 70-86m까지 전달되며 반면에 장애물이 있는 경우에 감소한다. 이는 비상 경보장치의 가청범위 밖에 있는 현장 근로자는 비상 경보장치가 작동하여도 비상 경보음을 들을 수 없음을 의미한다. (3) C시설 공사현장 경우 지하층, 지상 1층, 지상 4층에서 측정한 결과 작업자 8명 중 지하층 3명(37.5%), 지상 1층 1명(12.5%), 지상 4층 3명(37.5%)이 인지 불능으로 나타났다. 이는 f, g, h는 작업 소음으로 인해 휴대용 확성기 경보음 인지 불능으로 구별하지 못한 것으로 나타났다. 이를 보완하기 위해서는 건설현장의 장애물, 내력벽 등을 고려하여 작업장 곳곳에서 화재경보음을 인지하여 피난할 수 있는 임시방송설비를 추가로 설치하는 방안 등을 고려해야 할 것이다. 연구의 의의는 소규모 건설현장 임시소방시설 개선방안에 대한 연구의 의의는 다음과 같다. (1) 소화기는 화기 작업 시 기준에 맞게 설치하고 유지 및 운용관리하여야 한다. 소규모 건설공사에는 소화기 배치가 대부분 형식적인 설치에 그치고 있어 화재 발생 등 비상 상황이 발생할 때 근로자의 피난과 인명 보호에 실효성이 없이 설치되고 있다. 공사현장에 설치된 소화기가 방치되거나 분실되는 경우가 많아 해당 작업자 소화기 관리책임자 지정이 필요한 것으로 나타났다. (2) 간이소화장치는 소화기는 화기 작업 시 기준에 맞게 설치하고 유지 및 운용관리하여야 한다. 소규모 건설공사에는 소화기 배치가 대부분 형식적인 설치에 그치고 있어 화재 발생 등 비상 상황이 발생할 때 근로자의 피난과 인명 보호에 실효성이 없이 설치되고 있다. (3) 통로유도등 및 비상조명등과 연계하여 출입구를 알려주는 장치가 필요 하라는 것에 대해 작업자 72%가 사각지대를 최소화하여야 하는 것으로 나타났다. 이는 피난구유도등 및 케이블 형태의 간이피난 유도선이 건축구조나 건축자재 적재로 인해 사각지대가 발생하여 출입구를 인지하지 못하는 경우가 많아 이에 대책으로 유도등의 경우 기둥이나 벽 등의 안전사각 지대를 해소하여 작업자가 안전하게 피난할 수 있는 영상 출력 피난구유도등을 밝혀 출입구를 알 수 있도록 하는 방안이 제시되었다. (4) 소규모 건설현장의 화재경보음 인지를 향상하게 시키기 위해서는 화재경보음을 임시방송설비를 추가설치를 고려 해 볼 필요가 있다. 즉, 소규모 건설현장에는 작업환경, 장비 소음, 작업 소음 등 다양한 종류의 소음이 발생하고 있으며 화재 시 비상 경보장치가 동작하였는데도 인지하지 못하여 피난할 수 없는 것은 문제에 빠질 수도 있다. 소규모 건설현장에는 작업 소음과 내력벽, 구획 공간, 건축자재 등의 장애물이 설치되는 건설현장의 특성상 작업자가 작업 중 화재경보를 인지하여 피난하여야 해서 건설현장 곳곳에 임시방송설비를 추가하여 설치하는 것이 필요하다. (5) 소규모 건설현장의 화재경보음 인지를 향상하게 시키기 위해서는 소규모 건설현장에 소방 안전관리자의 관리 감독 및 벌칙을 강화하는 장치가 필요하다. 즉, 현재「화재의 예방 및 안전관리에 관한 법률」(이하“화재 예방법”) 시행에는 소방 시설공사 건설현장 소방 안전관리 대상물은 총면적 15,000m2 이상인 것, “총면적 5,000m2 이상인 것으로서 지하 2층 이하, 지상 11층 이상, 냉동창고, 냉장창고 또는 냉동·냉장창고에 소방 안전관리자를 선임하도록 개정”되어 시행하고 있지만, 소규모 건설현장 연면적 5,000m2 미만은 제외되어 소규모 건설현장에는 화재 안전관리가 제대로 운영되지 못하는 실정이다. 이는 소규모 건설현장에서 화재 사고가 대부분을 차지하는 문제점이 발생하므로 소규모 건설현장의 피난 안전성 인지를 향상하게 시키기 위해서는 소규모 건설현장에 소방 안전관리자의 관리 감독 및 벌칙을 강화하는 장치가 필요하다.

This study aims to identify improvement measures for temporary firefighting facilities through fire alarm perception experiments of workers at small construction sites through experiments, existing research, and questionnaire analysis. The target of this study’s survey analysis is workers at small-scale construction sites in the fields of construction, electricity, machinery, and firefighting, and the sampling of the questionnaire was limited to workers at the construction site. Based on existing research, the study used demographic questionnaires and measurement tools, such as construction site fire extinguishers, temporary fire extinguishing devices, emergency alarm devices, and evacuation guidance. The survey was conducted for about 60 days, from September to October 2022. This study collected data via mobile, e-mail, and on-site visits and surveyed 300 people. The responses that were improper or not directly related to temporary firefighting facilities at construction sites were excluded, resulting in 280 copies being finally selected. The study used the SPSS 27.0 statistical program for data analysis, and the primary statistical method for the analysis was descriptive statistics. The fire alarm perception experiment at the construction site was conducted after consulting on hearing and obtaining consent from the participants before putting them into the experiment. Eight workers were put differently for each site – construction sites of facilities A, B, and C - to increase the confidence level of the experiment. The test subjects worked on the basement and ground floors of the construction site, and the siren and portable loudspeaker were used once, twice, and three times during their work to analyze whether they perceived the fire alarm. First, to summarize the experiment on siren alarm perception: (1) For the construction site of facility A, measuring on the 1st, 2nd, and 4th floors demonstrated that those on the 4th floor, compared to the 1st floor, were more unable to perceive the siren alarm. One out of eight workers on the 1st floor (12.5%), one on the 2nd floor (12.5%), and three on the 4th floor (37.5%) failed to perceive it. Workers f, g, and h could not perceive as they were unable to distinguish between the siren alarm and work noise due to workspace and obstacles. (2) In the case of the construction site of facility B, it had a single-story structure with regular, refrigerated, and frozen warehouses. As a result of measuring in each warehouse, it was more difficult to perceive the siren alarm in the frozen warehouse compared to the refrigerated warehouse, while perception in the regular warehouse area was fine. Among the eight workers, one (12.5%) in the refrigerated area and one (25%) in the frozen warehouse area failed to perceive the alarm. Workers h and g couldn’t sense the siren alarm and were unable to distinguish the alarm from work noise. (3) For the construction site of facility C, measuring on the basement, 1st, and 4th floors showed that three out of eight workers on the basement (37.5%), one on the 1st floor (12.5%), and four on the 4th floor (37.5%) could not perceive the alarm. Workers f, g, and h could not distinguish between the siren alarm and work noise due to workspace and obstacles. In other words, when the emergency alarm device at the construction site was activated, only the workers nearby perceived the fire alarm, and those at a long distance did not. To remedy this shortcoming, it would be necessary to consider a method of generating an emergency alarm in conjunction with other facilities so that the alarm can be clearly transmitted to all the workers at the construction site. Next, to summarize the experiment on the ability to perceive a portable loudspeaker alarm: (1) For the construction site of facility A, measuring on the 1st, 2nd, and 4th floors demonstrated that those on the 4th floor, compared to the 1st floor, were more unable to perceive the portable loudspeaker alarm. One out of eight workers on the 1st floor (12.5%), one on the 2nd floor (25%), and four on the 4th floor (50%) failed to perceive it. Workers e, f, g, and h could not perceive the portable loudspeaker alarm as they were unable to distinguish between the alarm and work noise due to workspace and obstacles. (2) In the case of the construction site of facility B, it had a single-story structure with regular, refrigerated, and frozen warehouses. (2) Temporary fire extinguishing systems shall be installed, maintained, and managed for operation per the standards for working with fire. At small construction sites, fire extinguishers are mostly arranged and installed as a formality, making them ineffective in evacuating and saving the workers when emergencies like fires occur. (3) Regarding the need for a device to indicate the entrance in connection with aisle guiding lights and emergency lighting, 72% of workers showed that blind spots should be minimized. This study aims to identify improvement measures for temporary firefighting facilities through fire alarm perception experiments of workers at small construction sites through experiments, existing research, and questionnaire analysis. The target of this study’s survey analysis is workers at small-scale construction sites in the fields of construction, electricity, machinery, and firefighting, and the sampling of the questionnaire was limited to workers at the construction site. Based on existing research, the study used demographic questionnaires and measurement tools, such as construction site fire extinguishers, temporary fire extinguishing devices, emergency alarm devices, and evacuation guidance. The survey was conducted for about 60 days, from September to October 2022. This study collected data via mobile, e-mail, and on-site visits and surveyed 300 people. The responses that were improper or not directly related to temporary firefighting facilities at construction sites were excluded, resulting in 280 copies being finally selected. The study used the SPSS 27.0 statistical program for data analysis, and the primary statistical method for the analysis was descriptive statistics. The fire alarm perception experiment at the construction site was conducted after consulting on hearing and obtaining consent from the participants before putting them into the experiment. Eight workers were put differently for each site – construction sites of facilities A, B, and C - to increase the confidence level of the experiment. The test subjects worked on the basement and ground floors of the construction site, and the siren and portable loudspeaker were used once, twice, and three times during their work to analyze whether they perceived the fire alarm. First, to summarize the experiment on siren alarm perception: (1) For the construction site of facility A, measuring on the 1st, 2nd, and 4th floors demonstrated that those on the 4th floor, compared to the 1st floor, were more unable to perceive the siren alarm.
