질적 내용분석의 6단계 절차에 따라 분석하였다. 분석 결과 본 연구가 분석단위로 상정한 언어적 학대, 정서적 학대, 자기방임, 차별 4가지 주제 영역은 총 16개의 주제와 68개의 의미 단위를 도출할 수 있었다. 먼저 ‘언어적 학대’의 주제 영역에서는 ‘공권력을 대표하는 공무원 인력에게 당하는 언어적 모욕’, ‘돌봄서비스 지원인력에 의한 언어적 모욕’, ‘가족의 모멸적 언어 학대’, ‘노인 당사자의 언어적 폭력’이란 4가지 의미구조로 나타나고 있다. ‘정서적 학대’의 주제 영역에서는 ‘노인의 적극적인 지원자 및 옹호자가 되어주지 못하는 사회복지사’, ‘노인 당사자를 고려하지 않는 돌봄제공 인력의 일방적 행위와 태도’, ‘가족으로부터 당하는 거부와 소외로 인한 정서적 고통’, ‘노인의 인권을 침해하는 동료 노인’, ‘혐오적 태도 안에 드러내는 노인 인권침해’란 5가지 의미구조로 나타나고 있다. ‘자기방임’의 주제 영역에서는 ‘의식주에 대한 자기보호 행위를 포기하는 노인’, ‘자처하는 사회적 고립과 위축으로 자살위험에 노출된 노인’이란 2가지 의미구조로 나타나고 있다. ‘차별’이란 주제 영역에서는 나이를 이유로 한 고용에서의 연령차별, 교육훈련 기회 및 전문성에서의 차별, 서비스 이용접근의 차별, 자기 연령주의로 인한 자기 차별, 생명과 건강권을 침해하는 차별 행위로 나타나고 있다. 이를 구체적으로 살펴보면 첫째, ‘언어적 학대’의 주제 영역 내 ‘공권력을 대표하는 공무원 인력에게 당하는 언어적 모욕’이란 하위 주제에서는 ‘아버지뻘 노인에게 막말로 대응하는 판사’, ‘노인에게 모욕감과 변론의 기회를 박탈하는 경찰관’, ‘반말과 욕을 하는 민원인에게 욕설로 대응하는 공무원의 인격권 침해’, ‘업무행태에 문제제기를 하는 민원인에게 반말로 협박하는 공무원’, ‘지역주민들의 화를 돋우는 공무원의 부적절한 공권력 언사와 욕설’이란 의미 단위들이 도출되었다. ‘돌봄서비스 지원인력에 의한 언어적 모욕’이란 하위 주제에서는 ‘상담원의 반말과 같은 부적절한 언어 사용’, ‘난청을 가진 노인과 고성으로 싸우듯이 응대하는 요양보호사’, ‘노인복지관의 불친절한 전화 상담’, ‘노인복지시설 종사자의 무시와 위협적인 언어적 학대’란 의미 단위가 도출되었다. ‘가족의 모멸적 언어 학대’란 하위 주제에서는 ‘남편의 모욕적이고 위협적인 언어 사용’, ‘부부간 의사소통의 부족으로 신뢰를 잃은 위협적인 언어폭력’, ‘한 맺힌 여성 노인 당사자의 언사와 겁박’, ‘딸로부터 학대를 받는 부모’란 의미 단위가 상정되었으며, ‘노인 당사자의 언어적 폭력’이란 하위 주제에서는 ‘치매 노인의 배회로 인한 시설종사자에 대한 욕설’, ‘강압적인 언어적 횡포로 동료 노인의 권리를 침해하는 노인’, ‘동료 노인을 모욕하거나 무시하는 언어적 폭력을 행사하는 노인 당사자’란 의미 단위가 상정되었다. 둘째, 정서적 학대란 주제 영역 내 ‘노인의 적극적인 지원자 및 옹호자가 되어주지 못하는 사회복지사’란 하위 주제에서는 ‘노인 클라이언트의 사적 정보를 보호해 주지 않는 사회복지사’, ‘코로나 팬데믹 상황에서 안전을 이유로 가족 면회 통제에 따른 권리침해’, ‘정보통신을 통해 세상과 소통할 수 있는 기회를 종사자들로부터 지원받지 못하는 노인’, ‘복지관 적응지원을 직원들에게 요구하는 것을 권리로 이해하기보다 자신의 탓으로만 돌리는 노인 당사자’란 의미 단위가 도출되었다. ‘노인 당사자를 고려하지 않는 돌봄 제공인력의 일방적 행위와 태도’란 하위 주제에서는 ‘종교 활동의 자유를 침해하는 자원봉사자’, ‘기저귀 교체 시 노인의 은밀하고 민감한 신체 부위 노출을 보호하지 않는 요양보호사’, ‘종사자의 일방적인 서비스 변경으로 인한 선택권리 침해’, ‘학대 피해 노인에게 제공될 서비스에 관해 충분한 안내 없이 일방적 형태로 제공된 서비스’란 의미 단위가 도출되었다. 다음으로 ‘가족으로부터 당하는 거부와 소외로 인한 정서적 고통’이란 하위 주제에서는 ‘한 공간에서 투명인간 취급을 하는 가족들에게 느끼는 노인의 소외감’, ‘만남 자체를 회피하는 자녀들에게 느끼는 소외감’, ‘집에서 혼자 지내는 것이 위험하다는 이유로 일방적으로 시설에 입소시킨 가족들과의 의도적 관계 회피’, ‘시설 생활에 적응하지 못하고, 불만을 토로하는 노인에게 지쳐가는 가족들의 겁박’, ‘노인의 시도 때도 없는 휴대전화 사용을 냉대하는 가족’이란 의미 단위로 도출되고 있다. ‘노인의 인권을 침해하는 동료 노인’이란 하위 주제에서는 ‘치매 노인의 생활하는 동료 노인들의 수면방해’, ‘지나친 자기중심성으로 인해 동료 노인들에게 횡포를 부리는 노인 당사자’, ‘개인의 서비스 욕구만을 주장해 타인의 서비스 권리를 방해하는 노인’, ‘동료 노인 간의 따돌림’, ‘동의도 구하지 않고 타인의 물품을 자기 맘대로 쓰는 노인’, ‘개인 물품을 방치하여 노인이 공간을 활용할 권리를 침해하는 노인’, ‘개성이 존중받지 못하고 오히려 간섭을 당하는 집단생활의 스트레스’, ‘가족 면회 여부에 따른 가족 상황을 무시하는 노인’이란 의미 단위로 도출되고 있다. 마지막으로 ‘혐오적 태도 안에서 드러내는 노인 인권침해’란 하위 주제에서는 ‘부정적 고정관념 안에서 드러내는 노인 혐오적 태도’, ‘민폐를 끼치는 존재로 폄훼되는 노인’이란 2가지 의미 단위로 상정되었다. 셋째, ‘자기방임’이란 주제 영역 내 ‘의식주에 대한 자기보호 행위를 포기하는 노인’이란 하위 주제에서는 ‘가족이나 보호자가 없는 상태에서 돌봄 거부’, ‘개인위생 관리를 방치하며 음식의 양을 줄여가는 노인’, ‘모든 걸 귀찮아하며 살 만큼 살았다고 기력을 내려놓는 노인’, ‘프로그램과 식사, 약 복용을 거부하는 시설 노인’이란 의미 단위가 도출되었다. 다음으로 ‘자처하는 사회적 고립과 위축으로 자살위험에 노출된 노인’이란 하위 주제에서는 ‘재가서비스를 받고 있지만 일상생활을 영위하지 않고 잠만 자는 노인’, ‘가족과의 단절 등으로 인한 독거노인의 우울감’, ‘의식주 제공 및 청소 돌봄을 의도적으로 거부하는 이혼한 남성 노인의 자포자기와 자살 시도’란 의미 단위로 도출되었다. 넷째, ‘차별’이란 주제 영역 내 ‘나이를 이유로 한 고용에서의 연령차별’이란 하위 주제에서는 ‘구청 기간제 근로자 지원기준 67세 이하는 불합리한 나이 제한’, ‘통·이장 위촉 시 상한 연령 제한은 차별’, ‘초등학교 통학 차량 운전기사 모집에 업무능력과 상관없는 나이 제한 차별’, ‘나이를 이유로 한 평등권 침해의 고용차별 행위’, ‘합리적 이유 없이 나이를 이유로 퇴직을 강요당하는 행위’, ‘용역업체의 일괄적 연령 기준에 의한 경비직 퇴직’, ‘고객들이 부담스럽다는 이유로 주차요원의 해고’라는 의미 단위가 도출되었다. ‘교육훈련 기회 및 전문성에서의 차별’이란 하위 주제에서는 ‘나이 많은 사람에게 박사과정 입학 기회 제한’, ‘전문직에서의 노인의 전문성을 무시하는 나이 차별’, ‘설계, 감리 용역경쟁 입찰 시 나이를 이유로 한 차별’, ‘연령을 이유로 문화관광해설사 자격박탈’이란 의미 단위가 도출되었고, ‘서비스 이용접근의 차별’이란 하위 주제에서는 ‘60세 이상 고객을 받지 않는 헬스클럽’, ‘나이가 많다는 이유로 정수기 설치 이용 거부’, ‘학자금 대출에 있어서 금융기관에서의 나이 차별’, ‘은행창구 직원의 바쁜 업무 속 노인에게 보내는 암묵적 차별’, ‘손님 취급도 못 받고 서비스를 받는 것도 기대하기 어려운 존재’란 의미 단위가 도출되었다. 다음으로‘자기 연령주의로 인한 자기 차별’에서는 ‘노인 자신에게 주어진 당연한 권리를 나이를 이유로 자포자기’, ‘병원을 쉽게 바꾸지 않는 노인의 고통과 감수’란 의미 단위로 도출되었다. ‘생명과 건강권을 침해하는 차별 행위’란 하위 주제에서는 ‘노환이라고 대수롭지 않게 진단하는 의료전문가에 의한 차별’, ‘기초수급자라는 이유로 병원서비스도 차별당하는 노인 당사자’, ‘합리적인 이유 없이 복지관 경로식당에서 차별당하는 기초생활수급자 노인’, ‘부당해고에 항의해 고공농성을 하는 노인의 긴급한 지원을 막아서는 경찰’이란 의미 단위로 도출되었다. 본 연구는 위와 같은 연구결과를 토대로 다음과 같은 논의점을 도출할 수 있었다. 첫째, 노인에 대한 언어적 학대는 공권력, 돌봄서비스 지원인력, 가족, 노인 당사자 등 전방위적 차원에서 발생 되고 있다는 것이다. 둘째, 노인에 대한 정서적 학대는 돌봄서비스 제공인력의 차원에서 노인의 적극적 지원자 및 옹호자가 되어주지 못하는 돌봄제공 인력의 일방적인 서비스 행위와 태도가 인권침해로 연결되고 있다는 것이다. 셋째, 노인은 자신에 대한 가족으로부터의 정서적 학대를 가족의 거부와 소외 속에서 경험하면서, 이로 인한 상당한 심적 고통을 겪고 있다는 것이다. 넷째, 노인들의 자기방임은 의식주의 포기와 사회적 고립에 따른 자살위험으로 나타나고 있다는 것이다. 이를 통해 본 연구는 다음과 같은 몇 가지 제언 방안을 제시하였다. 첫째, 우리 사회구성원 전반이 노인 인권의 중요성을 제고할 수 있는 개입 방안이 강화될 필요가 있다. 둘째, 노인복지 영역에서 돌봄서비스 제공과 관련된 종사자에 대한 노인 인권 교육내용과 방식에 있어, 전반적인 점검과 전환이 필요하다. 셋째, 노인 당사자에 대한 인권교육이 강화될 필요가 있다는 것을 제언하였다. 마지막으로 후속 연구를 위한 본 연구의 제언은 다음과 같다. 첫째, 본 연구는 노인 인권침해 사례와 관련하여, 노인 인권과 관련된 전반적 분야 예컨대, 건강·돌봄 분야, 기본생활(의식주) 분야, 소득 분야, 고용·노동보호 분야, 사회참여·통합 분야, 존엄·안전 분야 등에서 발생하고 있는 인권침해 사례를 전반을 분석하지 못하였다. 둘째, 본 연구는 노인학대 분야 중에서도 언어적 학대, 정서적 학대, 자기방임과 같은 일부의 학대 영역만을 분석의 대상으로 삼았다는 점에서, 연구의 한계가 있다. 셋째, 본 연구는 분석 대상 자료를 국가인권위원회에서 발간된 상담사례집 및 교육자료집을 활용하였다는 점에서, 분석 대상 자료를 협소하게 설정한 것이 연구의 한계이다.

차별’, ‘연령을 이유로 문화관광해설사 자격박탈’이란 의미 단위가 도출되었고, ‘서비스 이용접근의 차별’이란 하위 주제에서는 ‘60세 이상 고객을 받지 않는 헬스클럽’, ‘나이가 많다는 이유로 정수기 설치 이용 거부’, ‘학자금 대출에 있어서 금융기관에서의 나이 차별’, ‘은행창구 직원의 바쁜 업무 속 노인에게 보내는 암묵적 차별’, ‘손님 취급도 못 받고 서비스를 받는 것도 기대하기 어려운 존재’란 의미 단위가 도출되었다. 다음으로‘자기 연령주의로 인한 자기 차별’에서는 ‘노인 자신에게 주어진 당연한 권리를 나이를 이유로 자포자기’, ‘병원을 쉽게 바꾸지 않는 노인의 고통과 감수’란 의미 단위로 도출되었다. ‘생명과 건강권을 침해하는 차별 행위’란 하위 주제에서는 ‘노환이라고 대수롭지 않게 진단하는 의료전문가에 의한 차별’, ‘기초수급자라는 이유로 병원서비스도 차별당하는 노인 당사자’, ‘합리적인 이유 없이 복지관 경로식당에서 차별당하는 기초생활수급자 노인’, ‘부당해고에 항의해 고공농성을 하는 노인의 긴급한 지원을 막아서는 경찰’이란 의미 단위로 도출되었다. 본 연구는 위와 같은 연구결과를 토대로 다음과 같은 논의점을 도출할 수 있었다. 첫째, 노인에 대한 언어적 학대는 공권력, 돌봄서비스 지원인력, 가족, 노인 당사자 등 전방위적 차원에서 발생 되고 있다는 것이다. 둘째, 노인에 대한 정서적 학대는 돌봄서비스 제공인력의 차원에서 노인의 적극적 지원자 및 옹호자가 되어주지 못하는 돌봄제공 인력의 일방적인 서비스 행위와 태도가 인권침해로 연결되고 있다는 것이다. 셋째, 노인은 자신에 대한 가족으로부터의 정서적 학대를 가족의 거부와 소외 속에서 경험하면서, 이로 인한 상당한 심적 고통을 겪고 있다는 것이다. 넷째, 노인들의 자기방임은 의식주의 포기와 사회적 고립에 따른 자살위험으로 나타나고 있다는 것이다. 이를 통해 본 연구는 다음과 같은 몇 가지 제언 방안을 제시하였다. 첫째, 우리 사회구성원 전반이 노인 인권의 중요성을 제고할 수 있는 개입 방안이 강화될 필요가 있다. 둘째, 노인복지 영역에서 돌봄서비스 제공과 관련된 종사자에 대한 노인 인권 교육내용과 방식에 있어, 전반적인 점검과 전환이 필요하다. 셋째, 노인 당사자에 대한 인권교육이 강화될 필요가 있다는 것을 제언하였다. 마지막으로 후속 연구를 위한 본 연구의 제언은 다음과 같다. 첫째, 본 연구는 노인 인권침해 사례와 관련하여, 노인 인권과 관련된 전반적 분야 예컨대, 건강·돌봄 분야, 기본생활(의식주) 분야, 소득 분야, 고용·노동보호 분야, 사회참여·통합 분야, 존엄·안전 분야 등에서 발생하고 있는 인권침해 사례를 전반을 분석하지 못하였다. 둘째, 본 연구는 노인학대 분야 중에서도 언어적 학대, 정서적 학대, 자기방임과 같은 일부의 학대 영역만을 분석의 대상으로 삼았다는 점에서, 연구의 한계가 있다. 셋째, 본 연구는 분석 대상 자료를 국가인권위원회에서 발간된 상담사례집 및 교육자료집을 활용하였다는 점에서, 분석 대상 자료를 협소하게 설정한 것이 연구의 한계이다.

This study analyzed the types of Human Rights Infringement, such as verbal abuse, emotional abuse, self-negligence, and discrimination that occur in workers at welfare facilities for the elderly. And these types are difficult to find even if you try to grasp them in more detail and in-depth. Based on this analysis, the purpose of this study was to present discussions and suggestions necessary to improve the human rights sensitivity of members of our society and workers related to the welfare of the elderly. In order to achieve the purpose of this study, this study raised the research question, "How do the cases of human rights infringement of the elderly appear, and how to improve the human rights sensitivity of workers?" Specific research questions for this are as follows. First, how does verbal abuse appear among the examples of human rights infringement on the elderly? Second, how does emotional abuse appear in cases of human rights infringement on the elderly? Third, how does self-indulgence appear among human rights infringement of the elderly? Fourth, how does elderly discrimination appear among human rights infringement of the elderly?
In order to find the research purpose and the answer to the presented research problem, the main analysis data selection for this study is as follows. In other words, they are a collection of human rights counseling cases published for about 10 years from 2008 to 2017 based on human rights-related data from the National Human Rights Commission of Korea and a collection of educational materials related to the elderly. And this study was analyzed according to the six-step procedure of qualitative content analysis presented by Krippendorff (2004).
As a result of the analysis, the four topics presented by this study as analysis units are verbal abuse, emotional abuse, self-neglect, and discrimination. These four subject areas were able to derive a total of 16 sub-topics and 68 semantic units.
First, in the subject area of "verbal abuse," four sub-topics (meaning structures) are composed: "verbal insult to public officials representing public power," "verbal insult by care service support personnel," "family's defamatory verbal abuse," and "the elderly verbal violence.“
In the subject area of "emotional abuse," there are four sub-subjects (meaning structures): "social workers who do not become active supporters and advocates for the elderly," "care provision and unilateral actions & attitudes that do not consider the elderly," "emotional pain caused by rejection and alienation from the family," and "the fellow elderly who violate the human rights of the elderly."
In the subject area of "self-indulgence," there are two sub-subjects (meaning structures): "the elderly who give up self-protection behavior against food, closing, and shelter" and "the elderly who are exposed to suicide risk due to self-isolation and atrophy."
In the subject area of "discrimination", "age discrimination in employment due to age", "discrimination in education and training opportunities and expertise", "discrimination in service use access", "self-discrimination due to self-ageism", and "discrimination in violation of life and health rights."
Looking at these in detail is as follows. First, in the subject area of "verbal abuse," there is a sub-topic of "verbal insult to public officials representing public power." The meaning units shown in this sub-topic are as follows. In other words, there are "judge who responds with abusive language to elderly people of father's age," "police officers who insult and deprive them of opportunities to plead," "violation of the personal rights of civil servants who respond with abusive language to civil servants who raise problems with work behavior," and "inappropriate public power and abuse by civil servants who make local residents angry."
In "verbal insults by care service support personnel," meaning units in sub-topic are as follows. There are "inappropriate use of language such as informal speech by counselors," "nursing caregivers who respond as if they were fighting the elderly with hearing loss," "unfriendly phone counseling by senior welfare centers," and "ignoring and threatening verbal abuse by senior welfare workers."
In 'family derogatory verbal abuse', meaning units in sub-topic are as follows. There are "the husband's insulting and threatening use of language," "threatening verbal violence caused by the loss of trust due to lack of communication between couples," "the verbal violence and intimidation of the elderly party," and "parents who are abused by their daughters."
In “verbal violence of the elderly”, meaning units in the sub-topic are as follows. There are "curses of guardians against facility workers due to the wandering of dementia elderly," "the elderly who violate the rights of fellow elderly people due to coercive verbal tyranny," and "the elderly who use verbal violence to insult or ignore fellow elderly people.
Second, in the subject area of "emotional abuse," there is a sub-topic of "social workers who cannot become active supporters and advocates for the elderly." The meaning units shown in this sub-topic are as follows. In this study, the discussion points derived based on the above research results are as follows. First, "verbal abuse of the elderly" is occurring in all directions such as public power, care service support personnel, family members, and elderly parties.
Second, from the perspective of providing manpower for care services, the unilateral service behavior and attitude of care support personnel who cannot become active supporters and advocates of the elderly lead to human rights violations
Third, the elderly experience “emotional abuse from their family against them in the rejection and alienation of the family”, so they suffer considerable mental pain.
Fourth, "self-indulgence of the elderly" appears as a risk of suicide due to abandonment of consciousness and social isolation.
Through this, this study intends to present several suggestions as follows.
First, throughout our society, there is a need to strengthen intervention measures to enhance the importance of human rights for the elderly.
Second, in the "area of welfare for the elderly," it is necessary to check and change the contents and methods of education for the elderly's human rights for workers related to the provision of care services.
Third, "human rights education for elderly people" needs to be strengthened.
Finally, the suggestions of this study for follow-up research are as follows.
First, this study related to cases of human rights violations in the elderly, and it was not possible to analyze the overall cases of human rights violations occurring in the field of health and care, the field of basic living (food, closing, and shelter), the field of income, employment and labor protection, the field of social participation and integration and the field of dignity and safety etc.
Second, this study had limitations in that only some areas of abuse, such as verbal abuse, emotional abuse, and self-negligence, were subject to analysis among the fields of elder abuse.
Third, this study used human rights-related data from the National Human Rights Commission of Korea and a collection of educational materials related to the elderly as the data to be analyzed, so the limitation of the study was to set the data to be analyzed narrowly.

Third, this study used human rights-related data from the National Human Rights Commission of Korea and a collection of educational materials related to the elderly as the data to be analyzed, so the limitation of the study was to set the data to be analyzed narrowly.
