Coastal marine ecosystems continue to suffer unrelenting pressures from human population growth, increased development, and climate change. Moreover, these systems' capacity for self-repair is declining with such increases in anthropogenic production of various pollutants. What is the present health status or condition of the coastal ecosystem? If our coastal areas are unhealthy, which conditions are considered serious? To answer such questions, the United States, Canada, and Australia are currently assessing coastal ecosystem health using systematic monitoring programs as well as identifying and implementing management plans to improve the health of degraded coastal ecosystems. To evaluate marine environments, Korea is currently using a limited number of factors to estimate water quality. In fact, we are ill-prepared for assessing coastal ecosystem health because no biologically specific criteria are in place to measure the responses to various pollutants. We should select ecosystem-specific indicators from physicochemical stressors and evaluate the subsequent biological responses within each ecosystem. Furthermore, a set of practical indicators should be generated by considering the characteristics and uses of a local coastal area and the key issues at hand. The values of indicators should be presented as indices that allow understanding by the general public as well as by practitioners, policy makers, environmental managers and other stakeholders.

제안 방법

5대 지수는 수질지수, 퇴적물질지수, 저서환경지수, 연안서식환경지수, 어류조직지수로 구성되고 있다. 수질지수는 질산염, 인산염, 클로로필 a, 투명도 그리고 용존산소를 5가지 세부 지표 값으로 부터 통합 지수화하였다. 퇴적물질지수는 퇴적물의 독성, 오염정도, 유기물함량의 3가지 지표를 통합적으로 해석하여 지수화하였다.
미국의 경우 미국 환경청에서 전국 연안의 오염현황을 지표화하여 2001년과 2005년에 “National Coastal Condition Report”를 발표하였다. 이 보고서에 의하면, 연안역의 오염현황을 평가하기 위해 미국의 48개주 연안에서 2,703정점에서 5대지수를 개발하여, 미국의 전국 연안 환경을 3등급(Good, Fair, Poor)으로 평가하였다. 5대 지수는 수질지수, 퇴적물질지수, 저서환경지수, 연안서식환경지수, 어류조직지수로 구성되고 있다.
퇴적물질지수는 퇴적물의 독성, 오염정도, 유기물함량의 3가지 지표를 통합적으로 해석하여 지수화하였다. 저서환경지수는 오염에 민감한 저서생물들의 군집특성을 분석하여 지수화하였고 연안서식환경지수는 습지에 적용되는 환경지수로서 퇴적상과 생물상 등을 분석하여 지수화하였다. 어류조직지수는 어류에 포함된 오염물질의 함량을 분석하여 정해진 기준 값과 비교하여 지수화하고 있다(US EPA 2004).
즉, 민감성이 높은 소수의 지표를 기본지표세트로 선별해 평가하는 기본종합진단에 해당된다. 중규모 해역별 평가 시에는 기본지표세트 뿐 아니라 평가하는 해역의 고유 특성을 반영하는 지표를 추가하여 해역의 건강도를 평가한다. 따라서 1차적 세부종합진단이라 할 수 있다.

우리나라와 마찬가지로 대상항목에 따라 생활환경 보전을 위한 기준과 사람의 건강보호에 관한 기준으로 구분된다. 해역의 생활환경보전 기준은 pH, COD, DO, 대장균군수, 유분의 5개 항목을 A, B, C급으로 환경기준을 설정하였으며 총질소와 총인은 4등급으로 나누어 차별화 하였으며 수산생물의 서식과 관련하여 아연의 농도를 설정하고 있다. 사람의 건강보호에 관한 기준으로는 중금속과 유기화합물을 포함하는 23개 항목을 설정해 놓고 있다.
대표적 연안해역 평가 보고서인 미국의 National Coastal Condition Report II의 경우, 5대 지표(Water Quality Index, Sediment Quality Index, Benthic Index, Coastal Habitat Index, Fish Tissue Contaminants Index)를 설정하고 각 지표로부터 일차적 지수를 구하였고, 이어 이들 지수의 평균치를 구해 해역평가의 종합지수로 산출하였다. 호주의 South East Queensland(SEQ)에서 Ecosystem Health Index(EHI)의 산출은 5대 지표(Total nitrogen, Chl. a, Secchi depth, ¹⁵N mapping, Lyngbya)를 선별하여 각 지표 값을 측정하여 평균하여 Ecosystem Health Index(EHI)를 구하였다. 따라서 국내 경우도 선별된 지표를 통해 얻는 측정값을 일정한 범위로 환산하여 지표항목에 따른 지수를 구하고 다시 이들 지수를 평균하여 종합지수로 사용할 수 있다.

성능/효과

넷째, 해양환경 및 생태계의 건강도를 종합적으로 평가할 수 있는 기준 및 제도적 장치가 부재하다. 국외의 사례에 제시한 것처럼 선진국에서는 해양생물을 오염으로부터 보호하기 위하여 수질과 퇴적물의 권고기준을 뚜렷한 과학적 근거를 가지고 설정했을 뿐만 아니라, 이들 기준들을 종합한 지수를 개발하여 체계적으로 전국 연안의 수생 생태계를 비교할 수 있도록 하고 있다.
둘째, 현재 국내에서 설정된 해역환경기준은 수질에 국한되어 있다. 실제로 해양으로 유입되는 오염물질은 퇴적물에 저장 농축되는 경향이 있다.

후속연구

여섯째, 통합된 지표 및 지수를 활용할 수 있는 표준화된 조사방법이 미비하고, 이로 인해 자료의 통일성과 호환성이 낮아 효율적인 자료이용에 어려움이 있다. 현재 표준화된 조사법으로는 국가해양환경측정망으로 수집되는 자료가 있으나 항목이 제한되어 있으며, 자료의 신뢰성 확보와 관리에 관한 근거가 명시되어 있지 않아 활용에 문제가 야기되기도 한다.
미국의 경우, 국가에서 인정한 기관에서는 표준화된 분석방법을 이용하고 이를 체계적으로 관리하고 이용하는 신뢰성 확보와 관리에 기초한 자료수집 및 관리체계를 구축하여 광역적으로 이용하고 있다. 이러한 부분은 매우 중요한 사안이므로 향후 평가 기법의 개발과 더불어 수질자료의 신뢰성과 이용의 효율성의 문제로 과학적이고 정책적으로 뒷받침되어야 할 문제이다.
생물의 서식공간을 반영하여 각 공간을 대표하는 생물, 화학, 물리적 지표를 선별함이 바람직하며, 동시에 해역의 특성과 규모와 함께 평가 이슈를 고려하여 각 지표를 선별하여야 한다. 측정된 지표 결과를 지수화 하여 해역환경의 변화를 보다 쉽게 이해할 수 있는 표현방법도 강구되어야 할 것이다.
