상당 수의 대학들이 학교 문을 닫을 수 밖 에 없는 실정인 이유는 무엇인가? 2003년부터 대학에 입학할 수 있는 인적자원의 감소로 인하여 고등교육 기관의 입학정원은 고등학교 졸업생 수 보다 더 많아진 실정이며 이와 같은 졸업생 수와 입학정원의 차이는 점차 늘어가는 추세이다1). 따라서 상당수의 대학은 학생들을 유치하지 못하여 학교 문을 닫을 수 밖 에 없는 실정이다.
