사회통합프로그램에서 이민자는 어떻게 대별되는가? 여기서 이민자란 대한민국의 일시적 또는 영구적 사회구성원 자격을 부여 받고 대한민국으로 이주한 자 또는 대한민국 국적을 가지지 않은 자로서 대한민국으로 이주하기 위해 일정한 절차가 진행 중인 자를 의미한다(법무부, 2012c). 이에 사회통합프로그램에서 이민자는 외국인근로자, 전문인력, 동포 등을 포함하는 일반이민자와 우리 국민의 배우자가 된 결혼이민자로 대별 된다.
사회통합 정책에 있어 소수집단의 주류사회로의 융화를 지향하는 동화주의를 채택한 유럽의 국가들의 동향은? 먼저 사회통합 정책에 있어 소수집단의 주류사회로의 융화를 지향하는 동화주의를 채택한 유럽의 국가들을 살펴보기로 한다. 네덜란드는 1998년부터 이민자 사회통합프로그램을 시행해왔다. 1년 동안 네덜란드어와 시민교육 및 직업준비교육을 포함하여 600시간의 통합강좌를 실시한다. 2007년 이후 모든 이민자의 사회통합이 의무화되었으며, 3개월 이상 장기체류자는 입국 전 해외기초사회통합시험에 합격해야 한다(Kim, 2009). 독일은 2004년 이민법을 개정하면서 사회통합프로그램을 의무적으로 제도화하였다. 2008년부터 이민자는 900시간의 독일어교육과 60시간의 일반사회지식교육을 받는다(김일란․김남형, 2008). 결혼이민자의 경우 독일에 입국하기 전 기본적인 독일어교육을 수행했다는 증명서를 제출하도록 하여 통합교육정책과 사회통합을 연계하고 있다. 프랑스는 2006년 이주와 통합에 관한 법률을 제정하여 사회통합교육 이수를 의무화하였다. 프랑스어(200~400시간) 와 시민교육(30시간)으로 구성된 사회통합교육을 이수한 후 시험에 합격한 외국인에게 영주권을 부여한다. 결혼이민자 역시 비자를 신청하는 나라에서 프랑스어 등의 기본지식을 평가받아야 한다. 평가결과에 따라 2개월이 넘지 않는 기간 동안 프랑스어와 시민교육을 이수한 후 수료증이 나오면 비자가 발급된다(출입국․외국인정책본부, 2010a:448-451).
