조손가정에 대한 연구자들의 개념에는 어떤 것들이 있는가? 우리나라에서는 조손가정을 별도로 구분하는 공식적인 개념이 마련되어 있는 것이 아니라 일반적으로 조부모-손자녀 가정, 조손가정, 조손가족, 할머니 할아버지 가장세대, 조부모 손자녀 세대, 조부모와 동거하는 소년소녀가장세대 등으로 불린다(Shin, 2004;Han, 2010). 조손가정에 대한 연구자들의 개념은 조손가정을 조부모와 손자녀로 구성된 가족이라는 점에서는 공통된 의견을 가지나, 연구자마다 약간의 차이를 보이고 있다. 일례로 국내 연구에서는 조손가정은 가정해체 등으로 인해 아동의 부모가 아동과 실제로 동거하지 않은 상태에서 6개월 이상 조부모가 아동과 함께 생활하며, 아동의 기본적인 의식주 및 생활전반을 일차적으로 책임지는 가정이라는 정의와(Park, 2005; Lee, 2006), 부모 없이 조부모와 18세 이하 또는 고등학생 이하의 손자녀가 함께 사는 가구라는 정의(Gyungbuk Women's Policy Development Institute, 2003; Han, 2010)로 구분 된다.
조손가정이 지닌 복합적인 문제 해결을 위한 사회적 지원에는 어떤 것이 있는가? 이와 관련하여 최근에 조손가정이 지닌 복합적인 문제 해결을 위한 사회적 지원에 대한 요구가 제기되었으며 부분적으로 시행되고 있다. 즉 2010년 5월에 조손가족 관련 생활민원제도 개선 과제 검토 및 관계부처 협의를 시작으로 당해 10월에는 조손가족 통합 지원프로그램 운영을 위해 부산, 인천, 충남, 전북 등 권역별 4개 지역을 시범지역으로 선정하였으며, 2011년 3월에는 “조손가족희망사다리사업”으로 사업명을 변경하여 조손가족을 위한 통합적 지원 서비스를 실시하였다. 이 사업은 여성가족부가 사업을 총괄하고, 시․도에서 예산 집행 및 지도와 점검을 담당하며, 사업시행기관에서는 조손가족희망사다리사업 운영 및 관리를 하도록 되어 있다. 또한, 이 사업은 방문사업으로 배움사다리(손자녀를 위한 학습정서지원 서비스), 키움사다리(조부모를 위한 생활가사지원 서비스)로 이루어져 있다.
