조기발견과 치료 및 지역사회서비스를 중심으로 한 선순환 구조의 정착을 위해 우리나라는 어떻게 노력해야 하는가? | 우리나라도 입원중심의 취약한 인프라와 재정적 상황을 고려해 볼 때, 조기발견과 치료 및 지역사회서비스를 중심으로 한 선순환 구조의 정착을 위해 다양한 서비스욕구와 정책개발에 근거한 인프라구축이 요구된다. 즉 적정규모의 예산확보와 함께 정신건강 증진 및 예방서비스의 핵심적과제를 도출하고 서비스 효과의 근거를 창출하여 사회적 영향력을 높일 필요성이 있다. 또한, 정신보건서비스의 관리부서와 재원조달이 각각 다원화된 시스템으로 운영되고 있어 보건과 복지의 통합과 함께 국민의 서비스욕구변화에 부응할 수 있는 전문인력 양성과 관리를 위한 법과 제도적 근거 확보가 필요하다. |
