남편이 가사와 육아에 시간을 할애하기 위하여 정부의 적극적인 제도적 개선이 선행될 필요가 있는 이유는? 본 연구는 위와 같은 연구결과를 토대로 다음과 같은 정책적 시사점을 제언하고자 한다. 첫째, 가정적인 남편의 지원이 기혼여성의 출산의도를 높인다는 연구결과에 주목할 필요가 있다. 그러나 우리나라 근로자들은 2011년 한해 평균 실근로시간이 2,116시간으로 OECD 평균 1,692시간보다 월등히 높은 것이 현실이다[44]. 이러한 현실에서 남편이 가사와 육아를 높기 위해 시간을 할애하기에는 큰 어려움이 있다. 따라서 정부의 적극적인 제도적 개선이 선행될 필요가 있다.
