본 연구는 기업가정신과 관련하여 개인이 갖는 창업 의지와 실제 창업 행위의 흐름을 '계획된 행위이론(Theory of Planned Behaviors, TPB)'에 기반하여 설정하였다. 그간의 연구들이 거시적 측면의 국가경제환경 변수를 단순히 통제변수나 창업활동에 미치는 영향 분석에만 활용하여온 한계를 극복하고자 본 연구에서는 개인이 속한 국가 경제환경 변수를 개인 특성변수와 동시에 고려하여 창업의도와 창업활동에 미치는 영향을 실증분석 하였다. 이를 위하여 본 연구에서는 2005년에서 2014년 사이 10년 간 31개국 OECD국가들을 대상으로 국가별 GEM(Global Entrepreneurship Monitor) data와 OECD 통계자료를 결합한 불균형 패널을 구축하여 실증분석을 수행하였다. 특히, 개인이 발현하는 기업가정신의 최종 모습인 창업활동을 그간의 연구와는 차별적으로 창업활동의 질적 특성을 고려하여 초기창업활동을 생계형 창업활동과 개선 및 기회추구 창업활동으로 구분 확장하여 각각에 대한 영향을 분석하였다. 연구결과 개인특성변수 중 주관적 규범이 개인의 창업의도형성에 긍정적 영향을 미치는 것으로 나타났다. 창업활동에 대한 분석에서는 개인특성 변수 중 인지된 기회가 초기창업활동(TEA)과 개선 및 기회추구 창업활동에 긍정적 영향을 미치는 것으로 나타났으나, 생계형 창업활동에는 부정적 영향을 미치는 것으로 분석되었다. 국가별 경제환경 변수 중에서는 수요측면의 실질 GDP경제성장률은 생계형 창업활동에 긍정적 영향을 미친 반면, 공급측면의 실업률은 초기창업활동(TEA)과 개선 및 기회추구 창업활동에 부정적 영향을 미치는 것으로 나타났다. 국민소득 수준(국민 1인당 GDP)은 초기창업활동(TEA)과 개선 및 기회추구 창업활동에 대해서는 긍정적인 영향을 미치는 것으로 나타났으나, 생계형 창업활동에 대해서는 부정적 영향을 미치는 것으로 나타나는 등 창업의 질적 수준에 따라 개인특성과 국가 경제환경변수가 차별적으로 영향을 미치는 것을 확인할 수 있었다. 본 연구를 통하여 기업가정신의 고취와 실제 창업을 촉진하기 위한 정책적 측면에서 개인의 특성과 경제환경적 특성을 모두 고려하는 종합적 수준의 정책이 기획 시행되어야 할 것으로 판단된다.
