Purpose: This study suggests a SCQM model for the national Defense field based on earlier studies on the Quality Management of supply chain and to identify critical activities factors of supply chain that makes effect on the business results. Also, this study analyzed moderating effects of performance sharing between businesses which is becoming the big issues with regard to the supply chain cooperation. Methods: A causality of qm activities factor of SCQM model affecting benefit sharing and business performance was analyzed by using structural equation model. A company used in analysis performed a survey by targeting 297 Defense SMEs(weapon-system/non-weapon system). Results: As a result of analyzing the influence relationship between key activity of SCQM on finance performance, it was identified that Management Infra(MI), Process Management(PM), Human Resource Management(HRM), Performance Sharing activity(PS) made significant effect on Financial Performance, and Human Resource Management(HRM) and Performance Sharing(PS) activity made effect on non-financial Performance. Conclusion: The four variables(MI, PM, HRM, PS) of Defense SCQM were significantly effecting Financial performance and two variables(HRM, PS) were significant effected non-Financial performance. We also proved the moderating effect of performance sharing.

대상 데이터

전체 연구모형은 Figure 2와 같다. 이러한 연구모형 분석에 활용된 표본은 국방분야 방산업체 297개 기업을 활용하였으며 군수기업은 103개, 민수와 군수를 모두 운영하는 기업은 194개로 나타났다.

데이터처리

연구모형의 확인적 요인분석은 내생변수 3개와 외생변수 5개를 모두 포함시켜 1차 확인적 요인분석을 실시하였으며 연구모형의 구조적 특성을 반영하여 고차 확인적 요인분석을 실시하였다. 최종 고차 확인적 요인분석 결과 적합도 수준은 χ² =743.

이론/모형

본 연구모형에서 사용된 측정변수는 기존의 공급망 품질경영에 관한 기존 연구(Kuei & Madu, 2001; Robinson & Malhotra, 2005; Foster. Jr, 2008; Segars et al., 2001; Lin et al., 2005)와 KSA(2009)의 SCQM 모델을 참조 하여 최종 측정변수를 선정하였다. 본 연구에서 활용한 변수는 경영관리인프라, 공정관리, 지속적 개선, 인적자원관리, 커뮤니케이션, 성과공유 재무적 성과, 비재무적 성과로 구성하였다.

성능/효과

분석결과 경영관리인프라, 공정관리, 커뮤니케이션의 활동들이 성과공유와 결합하여 재무적 성과에 대한 조절효과가 있는 것으로 나타났다. 비재무적 성과에서도 조절효과는 경영관리인프라, 공정관리, 커뮤니케이션과 결합한 상호작용 변수에서 발생하였다.
성과공유 활동의 조절효과에 대한 분석결과를 기반으로 국방분야 공급망 품질경영 활동의 특성을 제시하면 우선 재무적 성과에 영향을 미치는 조절변수는 경영관리 인프라, 공정관리, 커뮤니케이션으로 나타났으며 공정관리가 가장 많은 영향을 미치는 것으로 나타났다. 이러한 결과는 협력적인 기업간 공급망 상황에서 기술축적을 위한 제품 개발 정보의 공유, 기술협력, 품질분임조의 상호협력, 협력기업의 조기참여를 통해 비용을 줄이고 효율적인 공정관리 시스템을 구축하려는 체계적인 활동이 반영된 결과로 볼 수 있으며 이러한 체계적인 모기업의 노력으로 인해 공급망 품질경영의 품질성과에 유의적인 영향관계가 나타난 것으로 여겨진다.
커뮤니케이션의 경우 직접적으로 기업성과(재무/비재무)에 영향을 미치지 않는 것으로 나타났지만 성과공유와의 결합으로 인해 재무와 비재무적 성과에 있어 조절효과가 있는 것으로 나타났다. 특히, 비재무적 성과에 있어 가장 많은 조절효과가 있는 것으로 나타났다.

후속연구

또한 이러한 조직적인 결합 유형이 모기업과 협력기업 혹은 대기업과 중소기업일 경우에는 모기업의 일방적인 개선요구가 공정활동의 간섭이나 협력을 저해하는 장애요인으로 작용 할 수 있다. 따라서 지속적 개선 활동이 성과공유 활동과 결합되어 유기적으로 작동하기 위해서는 협력과 동반성장을 위한 공동의 품질 목표수립과 더불어 품질문화 구축이 선행되어야 할 것이다. 이러한 점에서 본 연구의 기여점을 제시하면 다음과 같다.

	방위산업의 품질경영 성과 향상을 위한 연구 목적은 어떠한가?	첫째, 군수산업분야 공급망 품질경영의 활동요인을 도출하고자 한다. 기존의 공급망 품질경영 관련 연구와 한국표준협회에서 추진하고 있는 공급망 품질경영모델을 참조하여 공급망 품질경영의 활동요인을 추출하고자 한다. 이를 통해 공급망의 활동요인들을 체계적으로 관리하는 것은 최근 빈번하게 나타나고 있는 군수품 시험성적서 조작 문제나 낮은 품질로 인해 나타나는 다양한 사고들의 효율적인 관리와 예방측면에서도 군수품 공급망에 대한 협력적 품질 경영시스템 구축은 매우 중요한 의미가 있다. 둘째, 공급망 품질경영 활동 중 기업의 성과(재무/비재무)에 영향을 미치는 공급망 품질경영의 중요 활동요인을 추출하여 공급망 품질경영 추진의 발전방향을 제시하고자 한다. 셋째, 국방분야 군수산업의 경우 최첨단 기계, 전자산업부터 다양한 소비재 상품 등 매우 포괄적이고 광범위한 공급망이 운영되고 있는데 이러한 공급망 품질경영활동에서 성과공유 활동이 어떠한 역할을 수행하는지를 분석하고자 한다. 이를 통해 공급망 품질경영의 활동요인 중 성과공유와 기업성과에 영향을 미치는 요인을 추출하고자 한다. 또한 국방분야 군수기업에 있어 성과공유 활동이 어떠한 조절효과를 나타내는지를 제시하고자 한다.
