제안 방법
2004년부터는 의료기관의 지속적인 질 감시와 성과 향상을 위해 의료기관의 주기적 성과검토 자료(Periodic Performance Review, PPR) 제출, 우선순위 초점 과정(Priority Focus Process, PFP) 및 환자추적조사방식(Patient Tracer Methodology)을 적용하였다. 2006년부터는 불시평가를 적용하였다. 2015년에는 의료기관이 고신뢰조직(High Reliability Organization, HRO)을 구축하는데 도움이 되는 온라인정보센터를 설립하였다[6,31].

의료기관 인증조사는 신청의료기관에게 조사일정을 통보하고 인증기관의 병상 규모에 따른 조사기관과 인증조사위원 규모를 확정하며, 서면 및 상근 전문조사위원과 비상근 조사위원이 함께 현지조사를 시행한다. 인증조사 실시 후에는 인증심의위원회에서 평가결과를 토대로 인증등급을 판정하여 통보한다.

대상 데이터
2017년 3월 현재, 35개의 ‘인증조직’, 59개의 ‘인증기준’ 및 19개의 ‘인증조사위원 훈련프로그램’이 IAP 인증을 획득하였다[13].
1996년 임상질지표를 포함한 Evaluation and Quality Improvement Program (EQuIP)이라는 인증프로그램을 도입, 교육과 자문 사업을 활발히 진행하였다. ACHS는 ISQua의 세 가지 IAP의 인증을 모두 획득하였다. 또한, 2005년 ACHS International을 설립하여 국제의료기관인증과 컨설팅 사업을 수행하고 있다[4,6].
국내외 의료기관인증제도 관련 논문, 단행본, 보고서, 보도자료 등의 참고자료와 인증기관의 웹사이트에 공시된 정보를 수집하였고, 저자의 미국 TJC와 호주 ACHS 방문조사 자료도 포함하였다.
본 연구는 국내 의료기관인증제도, 주요국의 의료기관인증제도 및 IAP를 연구대상으로 하였다. 첫째, 국내 의료기관인증제도는 2004년부터 시행된 의료기관평가제도와 2011년부터 시행된 의료기관인증제도로 나누어 검토하였다.

성능/효과
의료기관인증기준은 ‘기본가치체계’, ‘환자 진료체계’, ‘지원체계’, ‘성과관리체계’의 4개 영역으로 구분되며, 인증을 획득하기 위해서는 전반적인 인증기준을 충족해야 한다. 1주기에 비해 2주기에는 조사항목별 인증충족 기준이 강화되었고, 환자안전 관련 필수 항목도 확대되었다. 또한, 감염 예방 및 관리 기준이 강화되었다[26,27].
