본 연구에서는 올바른 정치문화 정착과 형성을 위해 시민들의 정치의식과 정치참여행동의 구조적 관계를 분석하고자 연구를 시도하였다. 이를 분석하기 실증분석을 시도하였고, 이에 따른 분석결과는 다음과 같다. 첫째, 가설 1인 시민들의 정치의식과 정치신뢰의 관계를 분석한 결과, 선거 의식 수준과 자기 효능감이 높을수록 정치에 대한 만족도와 정치에 대한 평가가 높아졌다. 둘째, 가설 2인 시민들의 정치의식과 사회소속감의 관계를 파악한 결과는 선거 의식 수준과 사회에 대한 인식수준이 높을수록 사회소속감이 높아지는 것으로 나타났다. 셋째, 가설 3인 정치신뢰가 정치참여 행동에 미치는 영향을 분석한 결과에서 정치 만족도와 정치평가가 높을수록 적극적 정치 참여와 소극적 정치 참여의 참여행동이 높아진 것으로 나타났다. 넷째, 가설 4인 사회소속감이 정치참여행동에 미치는 영향은 시민의 사회소속감이 높을수록 적극적 정치 참여와 소극적 정치 참여의 정치참여 행동 수준이 높아지는 것으로 조사되었다. 따라서 시민들의 선거인식과 정치가에 대한 인식 등 정치의식이 높을수록 정치에 대한 신뢰도와 정치참여행동 역시 긍정적으로 영향을 받는 것을 알 수 있었다.

In this research, we analyzed the structural (influence) of citizens' political awareness and political participation on the settlement of political culture. The results are as follows. Firstly, the analysis of the relationship between the citizens' political awareness and political reliability in Hypothesis 1 showed that the higher their election sense and self-efficacy, the higher their satisfaction with and evaluation of politics. Secondly, the analysis of the relationship between the citizens' political awareness and social sense of belonging in Hypothesis 2 showed that the higher the election sense and recognition in society, the higher the social sense of belonging. Thirdly, the analysis of the influence of political reliability on political participation in Hypothesis (3) showed that the higher the political satisfaction and political assessment, the higher the positive participation in politics and negative participation in politics. Fourth, in the analysis of the influence of social sense of belonging on political participation in Hypothesis 4, it was found that the higher the citizens' social belonging awareness, the higher the positive political participation and negative political participation. Therefore, it was found that the higher the political awareness of the citizens, such as their election sense and knowledge about their politicians, the more positive were their political reliability and political participation.

제안 방법

본 연구에서는 시민들의 정치의식을 파악하기 위해 시민들의 선거인식, 정치에 대한 자기효능감, 정치가에 대한 인식수준, 사회에 대한 인식을 하위영역으로 분류하여 측정하였다. 본 연구를 위해 선행연구(Campbell & Miller, 1954; 중앙선거관리위원회, 2009; 서용석, 2002)를 바탕으로 설문지를 본 연구에 맞게 재구성하였고[27][28][29], Likert의 5점 척도로 측정하였다.
사람들이 느끼는 사회소속감이란 개인이 공동체에 갖는 감정으로 설명할 수 있다[32]. 본 연구에서 사회소속감을 측정하기 위해 선행연구[33][34]를 바탕으로 설문지를 본 연구에 맞게 재구성하였고, Likert의 5점 척도로 측정하였다.
정치신뢰를 분석하기 위해 정치만족도와 정치평가를 하위영역으로 측정하였다. 본 연구에서 정치만족도를 측정하기 위해 선행연구(Campbell, 1954; 전대원, 1999)를 바탕으로 설문지를 본 연구에 맞게 재구성하였다[30][31].

대상 데이터

설문조사 기간은 2016년 8월 1일부터 2016년 9월 25일까지 약 45일간 이루어졌다. 배포된 400부의 설문지 중 회수된 설문지는 250부였고, 회수률은 62.5%였다. 이중 불성실한 50부를 제외한 200부가 유효 설문지였다.
본 연구의 조사대상은 서울·경기 지역에 거주하고 있는 20세 이상의 성인남녀를 무작위 추출방식을 이용하여 선정하였다. 설문조사 기간은 2016년 8월 1일부터 2016년 9월 25일까지 약 45일간 이루어졌다.

본 연구에서 정치참여행동은 시민이 정부에 직접적으로 영향을 줄 목적으로 취하는 모든 행동이라고 정의하고자 한다[35][36]. 설문지는 선행연구(Campbell, 1954; 전대원, 1999)[37][38]를 바탕으로 적극적인 정치참여행동과 소극적인 정치참여행동을 하위영역으로 하였고, Likert의 5점 척도로 측정하였다.

성능/효과

넷째, 가설 4인 사회소속감이 정치참여행동에 미치는 영향은 시민의 사회소속감이 높을수록 적극적 정치 참여와 소극적 정치 참여의 정치참여 행동 수준이 높아지는 것으로 조사되었다.
둘째, 가설 2인 시민들의 정치의식과 사회소속감의 관계를 파악한 결과는 선거 의식 수준과 사회에 대한 인식수준이 높을수록 사회소속감이 높아지는 것으로 나타났다. 전대원(1999)은 민주화에 의한 사회 형태의 변화로 개인의 의식이 정치에 직접적으로 작용할 수 있는 여지가 커졌다고 하였다[44].
셋째, 가설 3인 정치신뢰가 정치참여 행동에 미치는 영향을 분석한 결과에서 정치 만족도와 정치평가가 높을수록 적극적 정치 참여와 소극적 정치 참여의 참여행동이 높아진 것으로 나타났다. 이러한 결과는 Alexander(1988)가 주장한 바와 일치하는 것으로 Alexander는 유권자들은 정치의식을 기반으로 일반적인 정치적 사상이나 특정한 정치적 문제를 알아보고 이해하며 판단하여 행동하려고 한다고 하였다[45].
지금까지 고찰한 바를 종합하면, 선거 의식 수준과 자기 효능감이 높을수록 정치에 대한 만족도와 정치에 대한 평가가 높아졌다. 또한, 선거 의식 수준과 사회에 대한 인식수준이 높을수록 사회소속감이 높아지는 것으로 나타났다.
첫째, 가설 1인 시민들의 정치의식과 정치신뢰의 관계를 분석한 결과, 선거 의식 수준과 자기 효능감이 높을수록 정치에 대한 만족도와 정치에 대한 평가가 높아졌다. 이는 김한목(2006)의 연구결과와 일맥상통하는 것으로 김한목(2006)은 정치의식이 고취되었더라도 정치집단에 대한 신뢰가 낮을 경우 대학생들이 정치에 대해 방관자적인 태도를 나타냈다고 보고하였다[43].

후속연구

넷째, 본 연구에서는 구조방정식을 통한 연구가 진행되었으나 향후에는 양적연구 외에도 질적연구와 인터뷰를 통한 심층적인 분석이 이루어져야 할 것이다.
둘째, 시민들의 정치의식과 정치참여행동을 파악하기 위해 다양한 변인을 접목하려고 노력하였으나 정치의식, 정치신뢰, 사회소속감, 정치참여행동 등과 관련한 한정된 변인만을 선정하여 연구를 진행한 관계로 변인의 한계점을 지니고 있다. 따라서 향후에는 다양한 변인에 대한 연구뿐만 아니라 지역적 특색과 개인적 특성 등을 고려한 연구가 진행될 필요가 있다.
첫째, 서울·경기지역에 거주하고 있는 20세 이상의 성인남녀들만을 대상으로 조사한 자료를 활용한 관계로 연구결과를 우리나라 전체로 일반화하기에는 한계점을 지니고 있다. 따라서 향후에는 수도권 지역뿐만 아니라 우리나라 전체로 확대하여 연구를 진행해야 할 것이다.
