Thus, it is greatly necessary to develop the objective models or methodology based on engineering study considering factors such as traffic accident rates, roadside development levels, and roadway geometry characteristics etc. The purpose of this study is to develop the estimate model of appropriate speed limits at each road sections in urban roads using traffic information big data and field specific data and to review the effects of accident decrease. In this study, the estimate method of appropriate speed limits in directional two or more lanes of urban roads is reflecting features of actual variables in a form of adjustment factor on the basis of the maximum statutory speed limits. As a result of investigating and testing influential variables, the main variables to affect the operating speed are the function of road, the existence of median, the width of lane, the number of traffic entrance/exit path and the number of traffic signal or nonsignal at intersection and crosswalk. As a result of testing this model, when the differences are bigger between the real operating speed and the recommended speed limits using model developed in this study, the accident rate generally turns out to be higher. In case of using the model proposed in this study, it means accident rate can be lower. When the result of this study is applied, the speed limits of directional two or more lane roads in Seoul appears about 11km/h lower than the current speed limits. The decrease of average operating speed caused by the decrease of speed limits is 2.8km/h, and the decrease effect of whole accidents according to the decrease of speed is 18% at research road. In case that accident severity is considered, the accident decrease effects are expected to 17~24% in fatalities, 11~17% in seriously injured road user, 6~9% in slightly injured road user, 5~6% in property damage only accidents.

본 연구는 서울시내 편도 2차로 이상 도로로써 ‘안전한 도로 구간’으로 정의한 도로구간에서 법정 최고제한속도(80 km/h)를 기준으로 운영속도와 각 도로변수와의 관계를 이용한 조정계수 산출기준을 적용하여 적정 제한속도 산정모형식을 개발하였다.
대상 데이터
사고율이 높은 도로구간에 대한 군집분석과 무작위 추출을 통해 36구간을 선정하고, 사고 낮은구간은 모형식 산정시 36개 구간의 제한속도가 산정되었다.
사고자료는 경찰청 ‘TAAS 교통사고분석시스템’의교통사고 GIS분석을 통해 수집하였다.
산정한 사고율을 순위화한 후 사고가 낮은 쪽에서 3분의 1에 해당하는 구간을 1차적으로 안전한 도로구간(72구간)으로 선택하였다.

안전한 도로구간의 첫번째 조건인 사고율이 낮은 구간을 우선 선정하고, 두번째 조건인 교통류가 안정된,즉 신호를 받지 않은 교통류 차량그룹의 표준편차가 작은 도로구간을 선택하고자 먼저 계층적 분석으로 다양한 그룹으로 분류분석한 후, 주중 주간 속도가 가장 높은 시간대(12-14시)를 기준으로 다시 2그룹 K평균 군집분석 하였다.
현장에서 제한속도는 10 km/h 단위로 산정․운영되므로 실제 하향된 운영 제한속도로 이어지지 않는 경우도 있을 수 있으나, 2그룹 분석(사고 낮음과 높은 구간)으로 속도차이 값의 두 그룹간 평균차이를 t-test를 통해 분석하였다.
이론/모형
본 연구에서 이용된 도로구간 선택 기준은 교통 결절점(Traffic-Break)에 의해 구분하였다. 교통 결절점은 비교적 균일한 교통특징을 갖는 도로구간으로 제한속도, 차로수 등이 고려되었다.
본 연구의 접근방법(FDOT26))은 구간 제한속도 설정 방법으로 85백분위 속도를 기초로 도로변 조건 등에 따라 제한속도를 조정하는 개념에서 출발하였다.
성능/효과
또한, 72개 구간에서 산정된 제한속도 차이(PSL-RSL)의 평균값은 11.1 km/h로, 도시부도로 편도2차로 이상 도로에서 현재보다 평균적으로 10 km/h 제한속도를 하향해야 하는 결과를 나타냈다.
