국내 토양환경보전 정책의 특징은 무엇인가? 이를 근거로 하여 최근까지 우리나라의 토양환경보전 정책은 토양오염 조사, 방지, 정화 및 관리에 초점이 맞추어져 있었다. 즉 토양환경보전법 제1조에는 ‘토양생태계의 보전’을 명시하고 있으나 지금까지의 정책은 ‘토양환경오염관리’에 초점이 맞춰져 있었다. 우리나라에서 토양자원의 가치 향상과 토양생태계가 국민에게 제공하는 생태계서비스 혜택에 관한 연구와 정책개발은 매우 미진한 실정이다.
