지역 격차란? | 지역 격차(regional disparity, regional inequality)는 세계 어느나라에나 또한 어느 시대에나 상존하고 있으며, 이는 정도의 문제이지 전혀 없을 수는 없는 이슈로서 인구밀도, 인당 소득, 산업이나 생활환경수준 등의 요인들을 공간적으로 규정하여 밝힌 긍정적 또는 부정적 차이로 접근하거나 지역 간 성장속도 차이로 발생되는 것이라고 정의한다[1-3]. 이렇듯 지역 격차는 전통적으로 경제개발을 통한 지역 간 1인당 주민소득의 차이인 경제지표로 측정되어 왔음에도 불구하고, 그동안 이에 대한 다양한 비판이 가해져 그 개념을 복지, 보건의료(건강상태), 삶의 질(심리적 만족, 행복) 또는 인간의 기본수요 등의 광의적이며 포괄적으로 접근하려는 경향이 국내·외에서 동시에 시도되었다[4-7]. | |
인구폭발의 현상은 어떻게 시작되었나? | 그럼에도 불구하고 2011년 인구가 70억을 넘어섰고, 수천 년 인류 역사상 세계의 도시 거주인구가 농촌의 거주인구보다 많아지기 시작해 인구학적 이유만으로도 세계적 차원의 주목을 받았다. 이러한 인구폭발의 현상은 사망률이 떨어지는데 오히려 출생률이 높은 상태로 유지된 18세기부터 산업혁명과 함께 획기적인 위생, 의료(기술)의 진보 등으로 시작되어 이제는 전 지구적 위기를 경고하고 있다[8,9]. 특히 제2차 세계대전 이후 지난 70여 년 동안 경제발전, 도시화, 근대화의 지역적 차이로 76억(2017년 말 현재)의 세계인이 누리는 삶의 질에는 지역(국가)에 따라 엄청난 격차가 존재하며 그 격차 또한 가속화되고 있다. |
