아파트와 오피스텔은 이미 우리나라 국민 대부분이 거주하는 가장 중요한 주거공간이다. 의식주 중 가장 기본적인 주거를 아파트와 오피스텔과 같은 공동주택이 담당하고 있는 것이다. 이러한 공동주택에 입주하려면 다양한 개인정보를 의무적으로 공동주택의 관리자들에게 제공해야만 한다. 따라서 공동주택의 관리자들에게는 대규모의 개인정보파일이 만들어지고 있고 나름대로의 방식으로 관리하고 있는 실정이다. 만약, 공동주택에서 개인정보유출이 발생된다면 사회적으로 커다란 문제가 될 것으로 예상된다. 본 논문에서는 아파트와 오피스텔에 입주할 때 작성해야 하는 '입주자명부'를 수집 조사하여 개인정보 수집과정에서의 법적 준거성을 검토하고 수집항목 최소화, 동의방식 개선 등 다양한 개선방안을 제안하였다.
