자립생활(IL)운동은 장애인의 권리를 신장시키고 세부영역으로는 고용상 장벽을 제거하기 위한 다양한 장애인관련 정책에 영향을 미쳤다. IL운동은 장애인들이 교육적, 사회적, 고용 환경상 그들의 권리를 쟁취시키기 위한 소비자로서의 자율권과 역량강화를 강조한다. 본 연구는 IL운동의 가치에 기초하여 장애인에게 영향을 미친 세 가지 직업재활(VR) 서비스를 제시하였다. 이 서비스들은 직업재활기관과 자립생활센터 간 연계 프로젝트, 그리고 소비자로써의 자기결정권 혹은 정보 제공된 선택권을 향상시키는 중재 프로그램들, 마지막으로 소비자와 실무자간 관계를 강화시키기 위한 프로젝트들을 포함하였다. 그리고 본 연구는 장애인의 권리신장과 IL운동 기조에 입각하여 장애인고용을 향상시킬 수 있는 몇 가지 방안을 제안하였다.
