This study is empirically intended to look into the effects of basic income security on poverty elimination and life independence in income security policies. To achieve this, poverty elimination and life independence through the national pension and basic pension as old-age pension for basic income security and the unemployment benefit and livelihood benefit as employment insurance were determined as dependent variables. The 10th data from Korea Welfare Panel Study were used in the statistical package program to analyze these variables. The overall findings showed that the national pension and basic pension as part of the old-age pension had a positive effect on poverty elimination and life independence. The unemployment benefit and livelihood benefit of employment insurance were not significant and they were rejected. And poverty elimination had a significant effect on life independence and it was adopted. Consequently, the old-age pension is a pensionable income security policy given to all the elderly with lower income, which it is very useful for guaranteeing a basic income. Poverty elimination leads to life independence through the guarantee of a certain basic income, suggesting that they are closely related to each other.

본 분석에서는 자료를 이용하여 개인에 대한 소득보장제도의 효과에 대해 분석하고자 한다.

제안 방법

따라서 본 연구에서의 연구 모형은 한국복지패널에서 동 지표에 대한 조사가 정기적으로 수행되고 있어 본 연구에서 이를 기준 척도로 패널 조사에서 제공하고 있는 CES-D(Center for Epidemiologic Studies–Depression Scale)를 이용하여 독립변수로서 국민연금과 기초연금, 실업급여, 생계급여를 반영하고, 종속변수로는 빈곤해소와 생활자립을 반영하여 Fig.1 과 같이 연구모형을 설정하였다[50].
홍백의(2005)는 4인 가구 기본소득을 기준으로 하는 상대적 빈곤개념을 이용하여 빈곤자와 비빈곤자를 구분하였다. 이때 가구 규모에 따른 소득의 차이를 조정하기 위해서 OECD의 국가 간 비교연구에서 자주 활용되고 있는 가구 균등화 지수를 이용하여 빈곤해소를 판정하였다[16].
이상의 선행연구를 바탕으로 본 연구는 홍백의(2005)와 최옥금(2007)의 소득보장의 판단기준인 가구의 기본소득을 활용하여 기본소득보장변수로 정의하고 이를 활용하고자 한다[16,17].
○ 통제변수 : 통제변수는 인구사회학적 변수와 장애 관련 변수를 통제변수로 설정하였다. 인구사회학적 변수 중 성별, 종교, 혼인상태는 이혼, 사별, 별거 등으로 교육과 수입 및 소득변수를 기준으로 더미 변수(Dummy Variable)화 하였다.
본 연구에 사용된 구성개념은 빈곤해소로 절대적 빈곤과 상대적 빈곤으로 구성되어있다.

대상 데이터

가장 대표적인 제도가 빈곤층이나 취약계층을 대상으로 소득보장을 하는 사회부조다. 따라서 본 연구에서의 기본소득은 기여형 소득변수를 준거로 하고 그 하위변수로 국민연금, 기초연금, 실업급여, 생계급여를 그 대상으로 한다.
이를 위한 분석에서는 의 가장 최근 연도 배포자료인 10차 자료를 이용하였다.
한국복지패널(Korea Welfare Panel Study)에서 제공한 10차 자료는 3-4년 주기로 시행하는 복지패널 자료로 전국적인 대표성을 가진다. 표본 대상은 성인 가구주 500명을 대상으로 하였다[50].

데이터처리

본 연구에서는 분석자료의 데이터 코딩을 거쳐 SPSS ver 23.0을 사용하여 통계적 자료처리를 실시하였으며, 다음과 같이 분석을 실시하였다.
첫째, 표본의 인구 통계적 요인을 분석하기 위하여 빈도수와 백분율을 산출하는 빈도분석을 실시하였고, 측정변수에 대한 타당성 검증을 위하여 요인분석을 실시하였다.
둘째, 측정변수에 대한 신뢰도 검증을 위하여 내적일관성을 분석할 수 있는 Cronbach’s Alpha값을 사용하여 신뢰분석을 하였으며, 각 변수간의 상관관계를 알아보기 위해 상관분석을 실시하였다.
셋째, 독립변수가 종속변수에 미치는 영향을 분석하기 위해 회귀분석을 실시하였다.
측정도구가 연구하고자 하는 개념을 얼마나 제대로 측정하였는지 검정하는 방법으로 타당성 검증을 위해서 요인분석을 진행한 결과 KMO값 0.679로 단일요인임을 확인하여 분석에 사용하였다.

이론/모형

○ 소득불균형완화를 위한 빈곤해소와 생활자립 : 소득불균형 완화를 통한 빈곤해소와 생활자립 변수는 김동수 외(2011) 가 사용한 사회보험제도, 누진체계의 소득세 이전소득세 제도 등을 응용하여 사용하고 측정은 5점 리커트 척도로 구성하였다[45].

성능/효과

척도의 신뢰도를 분석한 결과 빈곤해소의 Cronbach‘s Alpha값 0.782 로 허용기준치인 0.6이상을 확인하였으며 이는 만족할만한 신뢰도가 충족되었음을 알 수 있다.
Table 4 는 각 변인간의 상관관계 결과를 나타낸 것이다. Pearson상관계수로 빈곤해소와 각 변인간의 상관관계를 살펴보면 국민연금과의 상관관계는 r=0.537**, p=0.000로 양적 선형관계가 있는 것을 확인할 수 있다.
기초연금과의 상관관계는 r=0.353** p=0.000으로 약한 상관관계가 있는 것으로 확인했다. 실업급여와 생계급여와의 상관관계는 각각 r= -0.
000으로 약한 상관관계가 있는 것으로 확인했다. 실업급여와 생계급여와의 상관관계는 각각 r= -0.106*, p=0.000, r= -0.129**, p=0.000로 음의 상관관계가 거의 없거나 무시해도 좋을 수준이지만 유의하게 나타났다.
빈곤해소와 생활자립과의 상관관계는 r= 0.712**, p=0.00 로 양적 선형관계가 뚜렷하게 있음을 나타내었다.
먼저 국민연금이 빈곤해소에 미치는 영향을 살펴보면 β=0.497**, t=12.417, P=0.000으로 유의한 정의 결과를 나타냈고, 기초연금 역시 빈곤해소에 β=0.356**, t=8.269, P=0.000로 유의한 정의 영향을 미치는 것으로 확인되었다.
먼저 국민연금이 생활자립에 미치는 영향을 살펴보면 β=0.48**, t=11.878, P=0.000으로 유의한 정의 결과를 나타냈고, 기초연금 역시 생활자립에 β=0.381**, t=8.946, P=0.000로 유의한 정의 영향을 미치는 것으로 확인되었다.
이상의 연구결과를 보면 다음과 같다. 연구 결과 소득보장정책에서의 기본소득보장이 빈곤해소와 생활자립에 미치는 영향력은 노령연금의 일환인 국민연금과 기초연금이 빈곤해소와 생활자립에 긍정적인 영향을 미치고 고용보험의 실업급여와 생계급여는 유의적이지 않아 기각되었다. 그리고 빈곤해소는 생활자립에 유의한 영향을 미쳐 채택되었다.
이상의 도출된 결과를 종합하면 소득보장정책에서의 기본소득보장요인으로 노령연금은 소득분배를 개선시키는 효과로 연결되어 그만큼 소득보장제도가 전체 재분배를 위한 적합성을 나타낸 것으로 평가할 수 있다. 반면, 소득보장 정책으로서의 기본소득보장의 고용보험의 실업급여와 생계급여는 유의적이지 않아 기각된 것은 기본소득 보장 정책으로서의 고용보험이 저소득층이나 취약집단에게 현금을 직접적으로 지원하는 부조적 성격을 띠고 있어 고용보험의 실업급여와 생계급여가 실질적 기본소득 지원보다 일시적 실업상태와 생계불안에 따른 제한된 조건과 상태에서만 한시적으로 받는 보험성격의 소득보장으로 빈곤과 생활자립에 직접적인 영향을 미치지 못함을 의미한다.
이상과 같은 연구의 한계에도 불구하고, 본 연구는 노인빈곤 원인에 관한 기존연구에 비해 한층 더 발전된 모습을 보여주었다고 할 수 있을 것이다. 하지만 본 연구가 지닌 한계 즉 실제적 빈곤에 양적 변수를 제대로 반영하지 못한 점을 수정․보완한 연구모형을 통해 노인 빈곤 원인에 대하여 더 상세하게 설명할 수 있는 후속연구가 요구된다.

하지만 이러한 대안들이 현실적 대안으로서 적실성과 설득력을 지닐지 여부는 한국사회가 직면한 문제로부터 각 대안이 귀납적으로 도출될 수 있는가에 따라 달라질 것이다. 또는 특정 대안이 다른 안들에 비해 갖는 장단점이나, 각 방안을 절충하거나 조화했을 때의 가능성과 문제점들에 비해 충분한 검토가 이뤄져야 할 것이다.
