본 연구는 기록전문직 교육의 개선을 위한 정책 대안을 논하는 데 목적이 있다. 이론 연구로서, Greenwood, Goode 등의 고전적 전문직 이론을 정리하고, 우리나라의 기록전문직이 Perk가 주장한 전문직의 6가지 기준을 형식적으로 충족하고 있음을 확인하였다. 하지만 전문성이란 어느 시점에 완성되는 것이 아니라, 지속적으로 추구해야 할 지향이라는 관점에서, 기록전문직의 전문성 획득의 출발점이라 할 수 있는 기록전문가 교육 및 양성제도와 이를 뒷받침하는 법제도를 분석하였다. 이에 더해, 전문직은 스스로 권위를 지키기 위해 교육과 훈련에 대한 자신의 기준을 정하고, 전문직 공동체의 규범을 가져야 한다는 맥락에서 기록전문직 주도의 인증제도를 실시하고 있는 영국 ARA와 미국 ACA의 사례를 분석하였다. 결론에 갈음하여, 인증제도를 중심으로 하는 기록전문직 교육제도 개선 방안을 제시하였다.
