정책평가의 관점에서 공공 재정지원의 조합에 초점을 두고 중소기업의 R&D 투자에 미치는 영향을 밝히고자 한 본 연구의 결과는 무엇인가? | 첫째, 자금지원과 조세지원의 정책조합은 중소기업의 R&D 투자와 긍정적인 관계를 가지는 것으로 나타 났다. 정책조합이 기업 R&D 투자에 미치는 영향에 대한 기존 연구결과는 다소 상이하게 나타나고 있는데, 본 연구의 결과는 정책효과의 긍정적인 영향을 밝힌 연구들을 지지한다[15,50,51]. 특히, 본 연구에서 정책조 합의 영향력은 자금지원의 경우 보다 높게 나타났다. 이는 중소기업에 초점을 둔 Radas 등(2015)의 연구와 일관성을 가지며[47], 규모에 관계없이 모든 기업유형을 대상으로 분석한 후 정책조합의 영향력이 자금지원에 비해 낮아진다는 것을 실증한 연구들과는 다른 결과 이다. 본 연구의 실증분석 결과는 중소기업에 중심을 둔 기업규모의 특성이 반영된 것으로 볼 수 있다. 둘째, 조세지원의 영향을 배제하는 경우에도 자금지원의 영향은 긍정적으로 나타났다. 또한, 자금지원의 영향이 배제된 조세지원의 경우 긍정적인 영향을 가지나 통계적 유의성이 없는 것으로 나타났다. 이는 중소기업이 자체자금의 사용보다는 외부로부터 확보한 자금에 기반 한 R&D 활동을 선호한다는 것을 보여준다. 즉, 중소기업의 R&D 투자를 촉진하는 정책목표를 달성하기 위한 공공 자금지원은 유용한 정책도구라는 것을 확인하였다. |
