The purpose of this study is to elaborate the underlying mechanism by which information competency of those with disabilities influences their level of life satisfaction through a mediator, social capital built up through online and offline activities. To this end, the research conducts mediation analysis, comprised of three sets of regression by using the data of the "2018 Report on the Digital Divide." The results demonstrate that the information competency of those with disabilities has a significant effect on their level of life satisfaction; the higher the information competency, the greater the social capital. In addition, social capital partially mediates the relationship between information competency and life satisfaction. The policy implications from this study indicate that the efforts to improve information competency of those with disabilities should be made in a way that facilitates social interactions and community participation.

제안 방법

넷째, 장애정도는 ‘1=1급, 2=2급, 3=3급, 4=4급, 5=5급, 6=6급’으로 구성되어 있는 것을 ‘0=경증(4급, 5급, 6급), 1=중증(1급, 2급, 3급)’으로 더미 처리하여 분석하였다.
다섯째, 장애유형은 ‘1=지체장애, 2=뇌병변장애, 3=시각장애, 4=청각장애, 5=언어장애’로 구성되어 있는 것을 ‘0=감각 언어장애, 1=지체뇌병변장애’로 더미 처리하여 분석하였다.

본 연구의 독립변수는 정보화 역량이다. 정보화 역량은 정보화기기(컴퓨터, 모바일기기)에서 스스로 프로그램의 설치/삭제/업데이트, 유선 또는 무선 인터넷의 연결, 웹 브라우저 및 디스플레이/소리/보안/알람/입력방법 등의 원하는 환경설정, 외장기기 연결, 인터넷을 통한 파일전송, 악성코드 검사/치료, 문서나 자료의 작성 등의 활동을 얼마나 할 수 있는지 묻고 있으며, 답변은 ‘전혀 그렇지 않다(1점)’에서 ‘매우 그렇다(4점)’의 4점 척도로 구성되어 있다.
분석은 3단계로 이루어졌으며 첫째, 독립변수가 매개변수에(Model 1), 둘째, 독립변수가 종속변수에(Model 2), 셋째, 독립변수와 매개변수가 종속변수에(Model 3), 마지막으로 Model 2와 Model 3을 비교할 때 독립변수의 회귀계수가 낮아져야 한다[60].
여섯째, 장애 발생 시기는 ‘1=선천적 장애, 2=후 천적 장애’로 구성되어 있는 것을 ‘0=후천적 장애, 1=선천적 장애’로 더미 처리하여 분석하였다.

첫째, 연령은 만 나이를 분석에 그대로 활용하였고, 빈도분석에서는 ‘1=10대, 2=20대, 3=30대, 4=40대, 5=50, 6=60대 이상’으로 연령대를 설정하여 분석하였다.

대상 데이터

본 연구는 2018 디지털정보격차 실태조사의 장애인 부분 원자료를 분석하였다. 2018 디지털정보격차 실태조사는 2002년부터 1년에 1회 실시되며 일반 국민, 장애인, 저소득층, 농어민, 북한이탈주민, 결혼이민자를 대상으로 디지털정보화 수준, 정보이용 태도, 지능정보 사회 등을 조사한다.
본 연구에서는 2018 디지털정보격차 실태조사의 장애인 대상 자료 중 사회적 자본, 정보화 역량 수준 등에서 답변을 하지 않은 문항을 제외하고 2,085명을 분석대상으로 하였다. 인구통계학적 특성은 Table 1과 같다.
장애인 조사 모집단은 2018년 8월 1일 현재 ‘장애인복지법’에 의해 등록된 전국의 만 7-69세 장애인이다[2].

데이터처리

본 연구는 장애인의 정보화 역량이 생활만족도에 미치는 영향을 살펴보고, 이러한 관계에 있어 사회적 자본이 미치는 영향을 검증하기 위하여 매개회귀분석을 실시하였다.

이론/모형

본 연구는 Baron & Kenny[59]가 제시한 다중회귀 분석을 통하여 매개효과를 분석한다.
본 연구에서는 Baron & Kenny[59]가 제안한 3단계 매개회귀분석에 이어, Sobel 테스트와 부트스트래핑(bootstrapping) 방식을 통해 사회적 자본의 매개효과의 유의성을 검증하였다[60,61].

성능/효과

검정 결과, 장애인의 정보화 역량과 생활만족도의 관계에서 사회적 자본이 매개효과(.067, p<.001)를 가지는 것으로 확인되었다.
넷째, 경로 A와 B가 통제된 상태에서 독립변수가 종속변수에 미치는 영향은 사라지거나(완전매개) 줄어들어야(부분매개) 한다(Path C’).
둘째, 사회적 자본은 장애인의 생활만족도에 정보화 역량이 미치는 영향을 부분적으로 매개하고 있는 것으로 나타났다. 이와 유사하게 고령장애인의 사회적 자본이 삶의 만족도에 미치는 영향을 분석한 연구에서도 사회적 자본은 삶의 만족도 향상에 긍정적인 영향을 미치는 것으로 나타났다[45].
매개효과 유의성 검증결과[60], 통계량 z는 5.79(p<.05)로 사회적자본의 매개효과가 통계적으로 유의한 것으로 확인되었다.
둘째, 매개변수는 종속변수에 통계적으로 유의미한 영향을 미쳐야 한다(Path B). 셋째, 독립변수는 종속변수에 통계적으로 유의미한 영향을 미쳐야 한다(Path C). 넷째, 경로 A와 B가 통제된 상태에서 독립변수가 종속변수에 미치는 영향은 사라지거나(완전매개) 줄어들어야(부분매개) 한다(Path C’).
이를 종합하면, 정보화 역량은 장애인의 사회적 자본형성에 기여하며 사회적 자본은 장애인의 생활만족도에 긍정적인 영향을 미친다. 즉, 장애인의 정보화 역량과 생활만족도 간 관계에서 사회적 자본의 매개효과를 가정할 수 있는 이론적 논의들이 형성되어 왔다.
주요 변수들의 상관관계 분석결과는 아래 Table 4와 같다. 종속변수인 생활만족도에 대해 정보화 역량과 사회적 자본 모두 통계적으로 유의미한 수준에서 정(+)의 상관관계를 나타냈다. 다른 변수를 통제하지 않은 상태에서 정보화 역량과 사회적 자본이 각각 높을수록 생활만족도가 높다는 것을 알 수 있다.
첫째, 장애인의 정보화 역량과 사회적 자본은 생활만족도를 향상시키는 것으로 나타났다. 먼저, 정보화 역량은 장애인이 컴퓨터와 모바일기기를 활용하여 더욱 편리하게 정보를 수집·교환하고, 일자리를 얻고, 다양한 사람들과 교류하고, 시민의 권리를 행사하고, 여가와 취미생활까지 가능하게 함으로써 전반적인 삶의 질에 긍정적인 영향을 미친다[21,48,62,63].
통제변수를 살펴보면, 연령과 장애의 발생 시기는 Model 3에서 종속변수인 생활만족도에 미치는 영향이 통계적으로 유의하지 않은 것으로 나타났다. 즉 연령대가 높아질수록, 후천적 장애보다는 선천적 장애의 경우에 생활만족도가 더 높아지는데 이러한 효과는 매개변수인 사회적 자본에 의해 완전 매개된다.
Table 5는 사회적 자본의 매개효과 검정 결과를 나타낸다. 평균 VIF 값은 1.21 수준으로 다중공선성의 문제는 없는 것으로 확인하였다.

후속연구

다만, 본 연구는 장애인의 정보화 역량 강화와 사회적 자본의 구축, 그리고 생활만족도 제고 간 관계를 논의하면서 온·오프라인 활동을 엄격하게 구분하여 분석하지는 않았다.
생활만족도는 여러 가지 사건이나 상황에 따라 달라질 수 있는데 단년도 조사결과를 활용한 본 연구는 이를 반영하지 못하고 있다. 둘째, 본 연구는 단일 자료원으로부터 변수들을 측정하여 분석하였기 때문에 동일 자료원 편의(common source bias)의 위험성이 존재한다. 이는 향후 정성적·정량적 연구를 통하여 수정·보완되어야 할 것이다.
이를 토대로 장애인 지원단체가 온라인 커뮤니티를 활성화함으로써 장애인이 시·공간적 제약으로부터 자유롭게 누군가와 연결되고 지원받으며 삶의 영역을 확장시키는 기회를 제공할 수 있을 것이다. 또한 본 연구에서 장애유형별로 생활만족도에 미치는 영향이 차이가 있다는 점이 확인되었기 때문에, 장애유형별 맞춤형 정보화 교육을 실시한다면 디지털활용 수준 개선과 함께 생활만족도 증대에도 기여할 수 있을 것으로 예상된다[19,64].
또한 선행연구들은 정보화 역량이 사회적 자본의 형성에, 사회적 자본이 생활만족도 향상에 미치는 영향을 밝힘으로써, 장애인의 사회적자본이 정보화 역량과 생활만족도 간 매개적 역할을 담당할 것이라는 이론적 논의는 가능하나 실증분석은 미진한 상황이었다. 본 연구는 정보화 역량과 생활만족도 간 관계에서 사회적 자본의 매개효과를 실증함으로써 연구의 공백을 메우고 향후 이와 관련한 이론적, 정책적 논의의 심화에 기여하고 있다.

	장애인과 비장애인 간의 정보격차 문제가 발생하는 이유는 무엇인가?	그러나 정보화가 진전됨에 따라서 새로운 정보 매체를 소유 또는 활용할 수 있는 집단과 그렇지 못한 집단 간 야기되는 불균형과 불평등 문제가 대두되었다. 특히 장애인의 경우 학습 및 사회화 과정의 제약, 정보화 추진방법 및 활용 환경의 한계 등 다양한 요소들에 의해 비장애인과 정보접근성 등의 측면에서 정보격차 문제가 발생하고 있다[1].
