이 연구는 새로운 국가서지 서비스 전략을 모색하기 위한 하나의 방법론으로 국가서지의 이용자와 그들의 요구에 대한 세밀한 분석이 필요하다는 전제에서 시작되었다. 이러한 전제에 근거하여 이 연구에서는 철저히 수요자의 관점에서 그들이 처한 다양한 상황과 요구를 분석하고, 이 결과를 바탕으로 이용자 관점이 반영된 국가서지 서비스 전략을 마련하는데 일차적 목적이 있다. 더불어 현 시점에서 국가서지의 가치와 지속성을 정당화하는 근거를 이용자로 부터 찾아보고자 하는 목적도 동시에 가지고 있다. 이를 위해 이 연구에서는 문헌조사와 특화된 국가서지 서비스를 제공하는 국외 국가도서관의 사례조사를 통해 국가서지의 주요 이용자 집단을 파악하였다. 이에 근거하여 국가서지의 이용 가능성이 있다고 예상되는 4개 집단(도서관 사서, 연구자, 출판유통사, 최종이용자)의 51명을 의도적으로 선별하여 면담조사를 수행함으로써 논의에 필요한 데이터를 수집하였다. 조사 결과, 국가서지에 대한 매우 낮은 인지도와 활용도를 확인할 수 있었으며, 국가서지 운영방식, 제공되는 콘텐츠, 서비스 제공방식 등의 측면에서 개선이 필요함을 밝혀낼 수 있었다.

In addition, it has a secondary purpose to find the basis for justifying the value and persistence of the national bibliography from user. To this end, first, identified the main user groups of national bibliography through literature and case studies. The data were collected from a interview with 51 people from 4 groups (librarian, researcher, publishing distributor, end user) that are expected to use national bibliography. As a result of the interview, it was possible to confirm very low awareness and utilization of the national bibliography. In addition, the interview results revealed that there is a need for improvement in terms of the method of operating the national bibliography, the content to be provided, and service.
