우리나라 국가서지는 1963년에 제정된 도서관법에 따라 국립중앙도서관에서 매년 발행하여 공개하고 있다. 국가서지의 지속적 발전과 서비스의 혁신을 도모하고 있는 세계 각국의 움직임과 달리, 우리나라 국가서지는 그동안 거의 방치되다시피했던 서비스의 노후화 및 데이터의 구조적인 문제로 인해 사실상 거의 이용되지 않고 있다. 그럼에도 불구하고 국가서지는 한 국가에서 발행된 출판물에 대한 총체적 기록으로써 자국의 지식문화와 역사를 반영하는 상징이라는 큰 의미를 가진다. 본 연구는 우리나라 국가서지의 발전적 운영 방안을 제안하는데 목적을 가지고 있다. 이를 위해 (1) 국가서지에 관한 국제적 권고를 검토하고, (2) 현 시점에서 국가서지 서비스를 지속해야 하는 당위성을 검토한 다음, (3) 국가서지의 품질과 서비스 제고를 위한 세부 운영전략을 제안하였다. 세부 운영전략을 제안하기 위해 (1) 국가서지의 수록범위, (2) 데이터의 구축 방식, (3) 국가서지 서비스로 구분하여 현황과 문제점을 분석하였으며, 이에 근거하여 전략적 방향을 도출하였다. 논의에 필요한 데이터는 사례조사와 실무진 면담, 각종 문헌연구를 통해 수집하여 활용하였다.
