근대 기록학에서 기록평가의 목적은 어떤 기록을 영구적으로 남겨야 할지를 정하는 것이었다. 우리나라에 공공기록물관리제도가 도입되고 20년이 넘었지만 어떤 기록을 영구기록으로 남겨야 할지 그 기준과 방법론은 여전히 불분명하다. 이 연구는 기록평가의 이론적 지향이 갖는 방법론적 의미를 분석하고, 우리나라 보존기록평가 정책과 실무에 내재된 이론적 지향을 파악함으로써 그 개선 방향을 찾기 위한 것이다. 이 연구에서는 서구의 기록평가이론이 출처와 적합성 지향이라는 두 가지 흐름으로 전개되어왔다는 점에 주목하고, 각각의 특징과 전개 양상을 분석하였다. 출처 기반의 평가는 '구조 중심'이고 적합성 기반의 평가는 '내용 중심'이며, 전자는 "기록생산 현상의 재현"에 초점을 두고 후자는 "사회 현상의 재현"에 초점을 둔다. 그리고 이러한 이론적 지향이 방법론으로 구현되는 방식을 다시 4가지로 유형화하였다. 이러한 유형화를 토대로 우리나라 공공기록물법 시행령에 제시된 영구기록물 선별기준을 분석하고, 각 기준에 내재된 이론적 지향성을 고려한 평가 실무 및 정책상 개선방향을 제안하였다.
