제과용 원료 감자의 계약생산과 계약지역 감자 농업의 산업화: 강원도 양구군 해안면을 중심으로

계약생산을 주도하는 기업은 농산물 생산에 통제력을 발휘하고 계약지역 농업 구조에 영향을 미치게 된다. 본 연구는 국산 원료의 사용 비중이 높은 칩가공용 감자의 계약생산에 주목하고 제과업체 𐩒기업과 강원도 양구군 해안면 감자농가 간 계약생산을 대상으로 계약생산의 특징을 규명하고 계약생산이 지역농업에 미친 영향을 농업의 산업화 관점에서 설명했다. 연구 결과 계약기업은 감자의 품질 및 농작업의 수월성을 확보하고자 기계작업이 용이한 농지 보유 농가를 우선 선정하고 농기계를 공급하는 등 농업의 집약화를 촉진하고 있다. 또한 일정 규모 이상 계약이 가능한 농가를 선정하고 판로를 보장하여 농업의 집중화에 영향을 주었고 나아가 가공용 품종의 공급 및 재배 기술의 확산을 통해 계약지역 감자 농업의 전문화를 촉진한 것으로 나타났다. 이상과 같은 세 가지 차원에서 계약생산은 지역농업의 산업화를 촉진한 것으로 확인되었다.
