본 연구의 목적은 도서관법 개정에 따라 의무 적용되는 공공도서관 설립 타당성 사전평가가 도서관의 질적인 측면을 개선할 수 있을지 파악하는 것이다. 이에 도서관법 개정 전 같은 목적으로 시행되었던 공공도서관 건립지원 사업 사전평가의 사례 분석을 통해 사전평가의 실효성을 분석하였다. 사전평가를 거쳐 건립된 도서관들의 경우 도서관법 시행령에서 요구하는 법정 사서 최소 기준 3명을 대부분 확보하고 있어 기본적인 도서관 인력 확보에는 도움이 된다고 할 수 있었다. 하지만 당초 계획하였던 만큼의 인력을 확보하여 운영하는 도서관은 거의 존재하지 않았고 신청서에는 도서관 운영을 직접 운영하겠다고 신청하였지만 실제 개관 시 위탁운영으로 변경된 사례도 있어 사전 검토 내역이 충실히 반영되지 않았다는 측면도 있었다. 본 연구는 사례 분석을 통하여 형식적으로 거쳐야 하는 사전 절차가 되지 않도록 법 개정에 따른 현실성 있는 사서 배치 기준의 재확립과 도서관 등록제를 활용한 사후평가 도입을 제안하였다.
