[국내논문] 미국 정부기관 감찰관 제도 분석을 통한 국내 내부통제시스템에의 정책적 제언

현대 정부의 기능확대 추세에 따라 정부의 활동이나 운영이 증가하고 있는 상태에서 부정이나 낭비 요소 등 문제도 함께 발생하고 있다. 이에 각국은 이러한 문제를 해결하기 위해 내부통제기구를 구성하고 이를 발전시키고 있다. 이런 과정에서 미국의 감찰관 제도는 정부와 의회의 견제와 균형이라는 취지에서 출발하여 40년을 넘게 운영해오고 있다. 이에 따라 본 연구에서는 미국 연방정부가 운영하고 있는 내부통제 제도 중 하나인 감찰관 제도의 발전과정, 감찰관 공동체의 구성, 감찰관의 배치 및 협조, 이들의 감독 운영방안을 상세히 분석하였다. 이에 국내 정부기관의 내부통제시스템에서도 이와 유사한 제도의 도입과 운영을 위해서는 정부와 의회의 관계가 상호 존중과 견제와 균형의 체계를 유지하고, 이에 대한 학계와 관련 기관의 지속적인 연구가 필요하다.
