연구목적: COVID-19가 2019년 12월에 중국에서 처음 발견된 이후 전 세계로 빠르게 확산되면서, 개인의 생활뿐만 아니라 기업과 국가에도 심각한 경제적·사회적 문제를 야기하였다. 개인, 기업, 정부 모두는 COVID-19의 확산을 방지하기 위하여 다양한 노력을 하였다. 감염병에 대응하고 관리하기 위해서는 개인, 기업, 정부 모두의 역할이 중요하나 선행연구에서는 부분적으로만 연구를 진행하였다. 따라서 본 연구에서는 감염병 재난관리 대응에서 성과를 내기 위해 개인, 기업, 정부의 역할에 대해 종합적으로 연구를 진행하였으며, 감염병 재난관리에 대한 근로자의 인식과 정부 및 기업 역량이 재난대응 성과에 미치는 영향을 파악하고자 하였다. 연구방법: 설문조사는 울산, 경주, 양산지역의 자동차 제조업 종사자를 대상으로 실시하였고, 분석은 빈도분석, 요인분석, 상관관계분석, 회귀분석을 실시하였다. 연구결과: 근로자 인식은 재난관리성과 뿐만 아니라 정부역량과 기업역량 모두에 긍정적인 영향을 주는 것으로 나타났다. 또한 정부역량과 기업역량은 재난관리성과에 긍정적인 영향을 주었다. 결론: 본 연구의 결과는 재난대응 성과를 달성하기 위해서는 근로자의 인식뿐만 아니라 정부와 기업의 역량이 중요함을 밝혔다는 점에서 의미를 가진다. 뿐만 아니라 근로자들은 정부와 기업에서 주어지는 교육과 참여의 기회를 잘 활용하고 근로자가 할 수 있는 범사회적인 노력을 기울여야 할 것이다.

Purpose: Since COVID-19 was first discovered in China in December 2019, it has rapidly spread around the world, causing serious economic and social problems not only in individuals' lives, but also in businesses and countries. Individuals, businesses, and governments have all made various efforts to prevent the spread of COVID-19. Although the roles of individuals, companies, and the government are important to respond to and manage infectious diseases, previous studies have only partially studied the roles. Therefore, in this study, the roles of individuals, companies, and the government to achieve results in responding to infectious diseases disaster management A comprehensive study was conducted on this issue, and it was attempted to understand the impact of workers' perceptions of infectious disease disaster management and government and corporate capabil]ities on disaster response performance. Method: The survey was conducted for workers in the automobile manufacturing industry in Ulsan, Gyeongju, and Yangsan, and frequency analysis, factor analysis, correlation analysis, and regression analysis were performed. Result: It was found that worker perception had a positive effect on both government and corporate capabilities as well as disaster management performance. In addition, government capacity and corporate capacity had a positive effect on disaster management performance. Conclusion: The results of this study are meaningful in that they reveal that not only workers' perceptions but also the capabilities of the government and companies are important to achieve disaster response performance. In addition, workers should make good use of opportunities for education and participation provided by the government and corporations, and make the most social efforts that workers can make.

제안 방법

이를 통하여 응답자들의 인식이 어떻게 변화가 있는지 살펴볼 수 있을 것이다. 둘째, 본 연구에서는 구조화된 설문지를 사용하여 연구를 진행하였다. 때문에 감염병과 관련한 대응성과에 영향을 미치는 요소를 설문문항에 모두 반영하지 못하였다.

대상 데이터

총800부를 배포하여 760부를 회수하였고. 불성실한결측치가 많은 응답 65부를 제외한 695부를 분석에 사용하였다.

데이터처리

본 연구에서 제시한 가설을 검증하기 위하여 다중회귀분석을 실시하였다. 회귀분석을 실시한 결과는 다음 <Table 3> 과 같다.

이론/모형

본 연구는 울산광역시 북구에 소재한 자동차 제조업의 ‘A 대기업’과 관련된 외주업체에 근무하는 근로자를 대상으로 연구를 진행하였다. 연구의 편의를 위하여 임의추출 방식을 사용하여 근로자를 선정하였다. 설문은 설문조사 전 참여자의 동의를 받아 2021년 12월21일부터 2022년 01월15일까지 실시하였으며 감염병 예방수칙을 준수하여 설문을 진행하였다.

성능/효과

이에 본 연구는 감염병 재난관리에 대한 근로자 개인의 인식과 기업 및 정부의 역량이 재난대응성과에 미치는 영향을 살펴보았다. 그 결과 근로자의 재난안전관리 인식은 재난관리 성과에 긍정적인 영향을 주는 것으로 나타났다. 즉, 근로자의 감염병 재난안전관리에 대한 인식이 높으면 재난관리 성과도 높아지게 된다는 것을 의미한다.
기업과 정부의 역량이 강화되면 감염병에 대한 재난관리 성과가 높아진다는 것을 연구결과로 확인할 수 있었다. 기업의 경우 관리체계, 비상연락망, 행동 메뉴얼, 감염병 감독 강화 등의 노력이 필요하다.
<Table 5>는 기업역량의 하위요인이 재난관리성과의 하위요인에 미치는 영향을 분석한 결과이다. 기업역량의 하위요인인 계획수립, 자원관리는 전체 재난관리성과, 정부성과와 근로자 성과에 정(+)의 영향을 미치는 것으로 나타났지만 기업성과에는 영향을 주지 않는 것으로 나타났다.
기업의 역량과 정부의 역량은 재난관리 성과에 긍정적인 영향을 주는 것으로 나타났다. 즉, 기업이 재난안전에 대한 계획을 수립하고, 의사소통 증대 및 교육훈련 등 적절한 활동을 수행하며, 필요한 자원을 보유할 경우 재난에 대한 대응 및 관리가 더 향상될 수 있다.
가설3을 검증하기 위해 ‘근로자의 인식’을 독립변수로, ‘재난관리성과’를 종속변수로 하여 다중회귀분석을 실시한 결과 근로자의 인식이 재난관리성과에 정(+)의 영향을 미치는 것으로 나타나 가설3도 지지되었다. 또한 근로자의 재난안전관리 인식의 하위요인이 대응성과에 미치는 영향을 살펴보면 근로자의 관심도와 참여의지는 모두 재난관리성과에 정(+)의 영향을 미치는 것으로 나타났지만, 정부성과에는 관심도만 정(+)의 영향을 미치고 기업성과에는 영향을 미치지 않는 것으로 나타났으며 근로자 성과에는 모두 정(+)의 영향을 미치는 것으로 나타났다.
가설2를 검증하기 위해 ‘근로자의 인식’을 독립변수로, ‘기업역량’을 종속변수로 하여 다중회귀분석을 실시한 결과 근로자의 인식이 기업역량에 정(+)의 영향을 미치는 것으로 나타나 가설2도 지지되었다. 또한 근로자의 재난안전관리 인식의 하위요인이 정부역량 및 기업역량에 미치는 영향을 살펴보면 근로자의 관심도와 참여의지는 모두 정부의 역량과 기업의 역량에 정(+)의 영향을 미치는 것으로 나타났다.
마지막으로 기업역량은 재난관리성과(r=.555, p<.01)와 유의한 상관관계를 보였다.
마지막으로 기업의 역량과 정부의 역량은 근로자의 재난안전관리 인식과 재난관리 성과간 관계에서 매개효과가 있음을 확인하였다. 근로자 재난안전관리 인식은 재난관리 성과에 직접적으로 영향을 주지만 재난관리를 위한 정부의 역량과 기업의 역량은 이들 관계가 강화될 수 있도록 이어주는 역할을 한다.
가설4와 가설5를 검증하기 위해 정부 및 기업역량을 독립변수로 재난관리성과를 종속변수로 하여 다중회귀분석을 실시한 결과 정부 및 기업역량은 재난관리성과에 정(+)의 영향을 주는 것으로 나타나 가설 4와 가설 5도 지지되었다(Table 4). 통제변수의 경우 근무지는 기업역량과 재난관리성과에 긍정적인 영향을 주었으나 연령, 경력, 학력은 영향을 주지 않는 것으로 나타났다. 또한 재난관리성과의 하위요인에 미치는 영향을 살펴보면 정부역량과 기업역량은 정부성과와 근로자성과에는 정(+)의 영향을 미치지만 기업성과에는 영향을 주지 않는 것으로 나타났다.

후속연구

그러므로 본 연구에서 근로자의 재난관리 인식에 따른 감염병 재난관리 역량 및 성과를 확인함으로써 재난 발생 시 능동적으로 대처하고, 보다 더 높은 수준의 대응 성과를 달성할 것으로 기대한다. 구체적으로는 정부는 전염병으로 인한 사회적 재난 상황에서 전염병 확산을 줄이고, 기업이 안정적으로 생산하도록 정책적인 대응이 가능 할 것이고 기업은 내부적으로 감염병 재난상황에서 근로자 인식을 높여 능동적인 대응과 문제해결을 위한 방안을 수립하는 데 도움이 될 것이다.

때문에 감염병과 관련한 대응성과에 영향을 미치는 요소를 설문문항에 모두 반영하지 못하였다. 따라서 후속 연구에서는 질적 연구 등을 통해서 성과를 높일 수 있는 추가적인 요인을 발굴하고 이를 중심으로 다양한 연구가 이루어질 필요가 있을 것이다.
본 연구는 재난안전관리에 대한 학문적 및 실무적인 시사점을 제공하였으나 다음과 같은 한계점도 존재한다. 첫째, 본 연구에서는 COVID-19가 발생한 이후 특정 시점에 연구를 진행함에 따라서 COVID-19 이전과 이후의 응답자들의 인식을 확인하지 못한 한계를 가진다. 따라서 후속 연구를 위해서는 감염병과 관련된 인식에 대하여 종단적 연구를 할 필요가 있다.
