This study aimed to investigate the socio-political meanings that citizens’ reading and writing comments(replies) on the Internet might make when using news online. We analyzed the social and political conditions under which online news comments reading/writing behaviors are stimulated, the antecedent variables predicting such behaviors, and also the following effect of online commenting activities on users’ civic attitudes. Furthermore, we explored the possibility that ‘reading’ and ‘writing’ patterns respectively exert different influences on civic quality. Analysis of survey data gathered during 2007 president election showed, first, that the lower the trust in representative institutions(politicians, journalism), the more online news comments people read. It is especially notable that the lower the trust in politicians, the more online news comments people write. Second, the more online news comments people read, the lower their political trust and social trust, whereas the more online news comments people write, the higher their political trust becomes. Lastly, the more online news comments people read, the greater their political knowledge gaining.
