The purpose of this paper is to clarify the nature of reform politics under the Kim Dae-Jung regime, and to examine the causes of reform failure by investigating the contradictory character of the regime"s ruling coalition. Mr. Kim won the presidential election by building the DJP"s(Kim Dae-Jung and Kim Jong-Pil) regional alliance; however, this raised the possibility of intra-coalitional conflict and gridlock, since the two Kims and their parties had differing ideological leanings and policy orientations. Under the Kim regime, various economic indexes were improved through economic restructuring measures, and the military tension between the North and South was significantly eased through Kim"s sun-shine policy. However, public approval of the regime consistently declined from the early phase to the final period of Kim"s tenure. Mr. Kim was not successful in increasing his power base. Mr. Kim"s dilemma came from two sources: the failure to create a new policy coalition by reforming the state and anomalous party politics based on regional rivalry. As a divided government, the regime was limited in its ability to control political conflicts. And due to the egregious prevalence of regional antipathy, Mr. Kim hardly stretched his electoral support beyond the Honam voters. Furthermore, the policy measures implemented were not effective enough to reign in the persistent corruption.
