This paper intends to find an alternative to the essentialist approach of the state, the two most representative of which are Hegel’s and Marx’s notion of the state. Also the conditions that facilitate the state capacity include the stateness as manifested by institutional arrangements, the establishment of infrastructural power of t he s t at e, t he e ffect ive and efficient cont rol of r esource flows, the collaboration of social groups with external forces, decentralization by the growth of power centers within the state, and the experience of social dislocations, like the war or colonization. Through the discussions of these various conditions, this paper argues that the strength of the state can be better understood when it is placed within the actual contexts of its relationship with society and this relationship is never static but rather dynamic, constantly changing over time and places.
