1. 연구의 목표 본 연구에서는 건설업의 기술경쟁력 분석을 위해 3가지 분석자료를 확보하여 건설기술의 현재 위치와 미래 잠재력을 평가함으로써 효과적인 건설기술개발계획과 건설기술정책 수립에 기여하고자 한다; ①건설업의 생산성과 성장요인 분석 ②건설 기술력지표개발과 국제 비교분석 ③핵심 공종의 정밀기술수준 분석과 주요 기술예측 2. 연구의 내용 가. 생산성 측정 건설업의 국제경쟁력 강화와 성장잠재력 평가의 기초자료인 생산성을 성장회계(growth accounting) 방법을 사용하여 3단계로 분석한다 ① 요소생산성 건설업 전체의 노동생산성의 자본생산성의 추세를 분석하고 이를 미국, 일본,독일 등과 비교한다. ② 총요소생산성 또는 기술변화율 Kendrick모델을 사용하여 건설업의 전체 효율성을 나타내는 총요소생산성을측정한다. ③ 건설업의 성장요인 분석 Solow모델을 사용하여 건설업의 성장요인을 노동, 자본, 총요소생산성으로 구분하고 기간별로 분석하여 미래 건설업의 성장잠재력을 평가한다. 나. 기술력 지표개발 건설업의 다양한 특성을 나타내는 측정치를 사용하여 기술력 지표를 구한다. 그리고 이를 주요 선진국과 비교분석함으로써 총체적인 현 위상을 평가한다. ①기술력 지표 측정 방법론 개발 - 건설기술력 지표 모형개발 - 가중치 결정방법: PCA ② 개별지표자료의 수집과 분석 - 기술개발지표 : 건설기술개발활동과 관련된 투입요소(technology input) 예)건설업의 연구원 수, 근로자 1000명당 연구원 수, 건설기술개발투자 대건설업 생산액, 건설기술개발투자. - 기술수준지표 : 건설업 생산활동과 관련된 산출요소(technology output) 예)노동생산성, 특허출원건수, 총투자액중 건설투자액의 구성비, 건설업의 부가가치율, 해외건설수주비율, 건설국제수지비율 ③ 기술력의 시계열적, 국제적 비교분석 -기술력을 개별지표와 종합지표로 구분하고 시계열분석과 국제비교 분석을 통해 우리의 현재 위상과 미래 잠재력을 평가 ④ 국제비교 대상국: 한국, 미국, 일본 다. 건설기술 분야별 기술수준 측정과 기술예측 ‘가’와 ‘나’가 건설업의 생산성과 기술력을 거시적 차원에서 분석하는 반면, ‘다’는 기술수준의 현재와 미래를 미시적 차원에서 분석한다. ① 기술수준 측정과 기술예측 이론 조사 ② 건설기술 10개 분야별 기술수준 인식조사 ③ 9개 시설물 113개 세부 기술을 대상으로 2020년 까지 기술예측 ④ 초고층건물과 장대교량의 기술체계와 정밀기술수준 평가

This report comprises two parts. The first part deals with cross-country analysis of productivity and technological capability in construction industry, and the second describes the survey and evaluation of construction technology by sub-field, in-depth technological analysis of suspension bridge and skyscraper, and forecasting of key construction technologies in coming decades. 1. Part 1. Cross-country analysis of productivity and technological capability in construction industry Part 1 includes the results of two studies as follows: 1.1 Productivity and sources of growth Labor and capital productivities were analyzed and the Kendrick model was employed to estimate the total factor productivity(TFP) of the construction industry in six OECD countries - Germany, the United States, United Kingdom, France, Japan, Korea - over the 1990-2000 period. The growth rate of TFP and the contribution of labour and capital to the growth of the construction industry were estimated using the Solow model. Korea's labour and capital productivities are the lowest and Korea's TFP growth rate is medium among six OECD countries. In Korea's construction industry, the largest source of output growth is the increase of labour input and capital stock as a whole. 1.2 Overall technological capability Overall technological capabilities of Korea, Japan and the United States were estimated using PCA(principal component analysis). Five indicators-construction industry's GDP share, labor productivity, number of patent registered in US, number of domestic patent registered, national-level informatuon index-were used for the comparison of the three nations over the period 1992-2000. Regarding the overall technological capability of US construction industry as 100 in the year of 2000, those of Japan and Korea were estimated 76 and 65 respectively. Korea's capability in technological progress of construction industry seemed to be much lower than that of US. 2. Part 2. Survey and evaluation of construction technology by field, measurement of technology in suspension bridge and skyscraper, and forecasting of key technologies in construction industry The purpose of Part 2 is to investigate the overall technology level of the domestic construction industry and to compare it with those of the advanced countries(such as the United States and Japan) for the formulation of the construction R&D policies in Korea. To measure the level of technology, in this survey, we use not only a perception survey but also a sophisticated, composite model(Gordon model) for improving the reliability and accuracy of the results. 2.1 The result of the Perception Survey According to the result of the Perception Survey, the average level of domestic construction technology is estimated to be 71 point, which is higher by 4 points than the level of 1998's.
