- Marine tourism has expanded its activities from simple sea bathing and tasting of fisheries products to other various leisure sports such as yacht, motor boat and water motorcycle riding.
- Water-ski, sea fishing, scuba diving, sightseeing and other activities can be conducted on and off these leisure boats. They also generate additional consumption of services for transportation, restaurants and other accommodations. In the case of the UK, people spend 6 times more money
on services in the coastal area than on leisure boating activities and boat maintenance.
○ Policies to foster the leisure boat industry
- The manufacturing of leisure boats is one of the key governmental policies. The project was embarked upon under the former Ministry of Maritime Affairs and Fisheries.
- Policies for a leisure industrial complex aim to maximize the synergy effect by concentrating relevant industries in a certain area. A case in point is the project of the Ministry of Knowledge Economy to build a marine leisure cluster.
- The Ministry of Land, Transport and Maritime Affairs prepared basic plans to develop marinas essential for leisure boating activities.
- The Ministry of Strategy and Finance announced “The 10 Measures to Relax Regulations for the Marine Leisure Industry” in 2008. The purpose of these plans is to increase the number of people enjoying leisure boating and to support other recreational activities.
■ Analysis on the current m arine leisure boat industry
○ The current status of the leisure boat industry
- As of 2007, 21 companies are registered as shipbuilders for sports or recreational boats. They employ a total of 179 people. The average number of employees per company is 9.
- These companies often build fishing boats and patrol ships. According to KOSIC (Korea Shipbuilding Industry Cooperative), a total of 17 smalland medium-sized shipbuilders are building leisure boats.
- In order to support participants of boat shows, equipment, infrastructure, education and travel companies are doing business as well as manufacture, sell and rent leisure boats.
○ Analysis on the supply of marine leisure boats
- Although the leisure boat market in Korea is at an early stage, it has high potential for growth. The biggest stumbling block for growth is the lack of infrastructure and facilities, followed by insufficient demand and the absence of supporting policies.
- PR efforts and educational system for leisure boats are essential for the penetration of this pastime. Manufactures of affordable leisure boats re-quires governmental support to boost the industry. Regulation on fishing grounds, ports and port areas should be loosened as well.
- The imminent task for the domestic leisure boat market is the invigoration of consumption and increasing the popularity of leisure boating. For that purpose, relevant regulations should be relaxed and adequate infrastructure should be built first.
○ Analysis on the utilization of marine leisure boats
- In order to gauge the recognition level of marine recreational activities, a survey was conducted on boat shows, yacht races, yacht/leisure boat schools, licenses to drive “power water leisure devices” and relevant regulations loosened by the government. The result showed that national recognition
about leisure boats remained low.
- The sluggish participation in leisure boating activities is contributable to insufficient infrastructure, the lack of supporting policies and small opportunities for participation. 58% answered that they were willing to do leisure boating if these obstacles would be cleared. Their motive is to take
rest and experience new type of recreational activity.
■ Strategies to foster the m arine leisure boat industry
○ The basic direction
- The marine leisure boat industry is an essential part of marine tourism, which is called “the industry without chimney.” Therefore, it should be fostered as a new engine for green growth.
- The following threes are the basic direction for the industry: First, to integrate policies for the marine leisure boat industry; second, to establish supporting policies, education courses, relevant regulations and system, in cluding insurance and financial system for leisure boats; third, to nurture a supply market which can accommodate the demand.
○ Measures to foster the marine leisure boat industry
- First, a cluster of marine leisure boat manufacturers should be built to enhance the industry’s competitiveness
- Second, infrastructure for leisure boating activities needs to be established and its management should be horizontally diversified.
- Third, supporting system and improved regulations, including investment tax credit should be prepared.
- Fourth, relevant human resources need to be cultivated both in the production and service sectors. A regular curriculum for marine leisure and policies to support the management of marine leisure schools are also necessary to create demand.
- Fifth, national awareness of leisure boats should be raised to invigorate the market. Financial products based on marine leisure boats, such as loan, insurance and lease need to be developed as well.
