가. 개요

가. 개요
녹색일자리 수급전망체계 및 분야별 인력양성대책에 대한 기존의 연구가 충분치 않다는 지적이 있어 왔다5) 기존 연구는 에너지/자원분야 인력수급에 초점을 두면서 전력, 원자력, 신재생에너지, 자원개발, 에너지효율향상, 온실가스저감 등의 6개 분야로 구분하는 것이 통상적이다(예: 에너지경제연구원, 2006).
기존의 6개 분야로 구분하는 기존 분류법은 자원개발이나 전력처럼 녹색성장과 직결되지 않는 분야를 포함하고 있으며 최근 중요성이 대두되면서도 세부분야별 차별성이 뚜렷한 신재생에너지를 지나치게 포괄적으로 일반화하는 단점을 지니고 있으므로, 녹색성장을 위한 그린에너지산업의 분류에 적절하지 않다.
따라서 본 연구의 조사 범위6)는 그린에너지산업 정책의 기반으로 채택된 15대 산업 기반의 연구조사의 필요성이 대두되어 이중 전문가 회의를 통해 현실적인 중요성이 시급한 9대 기술 중심의 조사로 압축하였다.
9대 기술분야별 인력 수급 예측 및 전문기술인력 중심의 세분화된 인력을 예측하고 정부가 필요로 하는 신성장동력산업에 요구되는 내용을 중점적으로 다루었다. 특히, 인력수요 전망 관련한 조사 내용범위는 ① 1990~2010년 그린에너지산업의 추이분석의 기존자료 활용하였고(정의 및 범위, 에너지산업 가치사슬, 에너지원별 에너지소비, 국민계정과 산업연관표상의 에너지산업) ② 1990~2010년 에너지산업 인력구조의 추이를 분석하여 ③ 에너지자원분야 사업체 인력실태조사 분석 결과를 활용, 비교하여 ④ 그린에너지 9대기술분야 중장기 성장전망을 통한 ⑤ 그린에너지 9대기술분야 인력수요 중장기 전망을 시도하였다. 그 내용을 살펴보면 다음과 같다.
나. 연구내용
현 정부는 향후 신산업의 창출과 성장을 통한 신규 일자리창출의 주요 원천으로 녹색기술, 첨단융합 및 고부가서비스 3개 분야의 신성장동력 17개부문을 선정하고 2009~2013년 5년 동안 총 24.4조 원을 투자하는 계획을 진행하고 있다.
본 연구에서는 이러한 투자계획을 간략하게 소개하고 한국산업연관표(2005~2008) 자료를 이용하여 신성장동력에 대한 투자의 고용효과를 분석한다. 투입계수와 상대가격의 불변성을 가정하여 경제적 파급효과를 과대 추정하는 경향을 보이던 기존 분석과는 달리, 산업연관 분석에서 이용하는 투입계수(특히 생산유발계수와 노동계수)의 추세를 추정(대부분 하락추세를 보임)하여 이를 투자효과의 전망에 적용하였다.
2005~2008년 사이 연평균 취업자 증가율은 3.0%로 나타나는데 녹색기술산업(전체 취업자의 14.3%를 차지)에서 2.9%, 첨단융합산업(전체
취업자의 7.9%를 차지)에서 1.1%로 상대적으로 일자리창출이 미약한편이었으며, 고부가서비스산업(전체 취업자의 24.7%를 차지)에서는 4.2%로 상대적으로 일자리창출이 원활하였던 것을 알 수 있다. 3개 분야를 세분하여 17개 부문으로 구분하여 보면, 신성장동력 부문 중에서는 탄소저감에너지, 그린수송시스템, 신재생에너지 등 에너지 관련 부문에서 5~12%로 매우 높게 나타난 반면 바이오제약(자원)․의료기기 부문에서는 -1.5%를 보여 부문별로 상당한 차이가 있음을 알 수 있다.
신성장동력 17개 부문에 대한 24.4조 원의 투자가 고용에 미치는 효과를 보면, 전체적으로 5년 동안 38만 개 정도(연평균 7만 6천 개)의 일자리를 창출되고, 이중 절반을 약간 상회하는 20만 2천 개는 신성장동력분야에서 창출될 것으로 분석되었다.
7.3조 원을 투입한 녹색기술산업 6개 부문에서는 5만 8천 개(연평균 1만 2천 개) 정도의 일자리가 창출될 것으로 전망되어 10억 원 투자 당 8개의 일자리가 창출되는 것으로 나타난다. 녹색기술산업 중 각각 3조 원과 9천 억 원이 투입된 신재생에너지와 탄소저감에너지 부문에서는 각각 1만 2천 개의 일자리가 창출되는 반면 약 1조 원이 투입된 그린수송시스템에서는 2.5천 개 일자리가 창출될 것으로 전망되어 녹색기술 전반적으로 일자리 창출효과가 크지 않음을 알 수 있다.
그러나 산업연관분석에서 나타난 결과로부터 에너지산업의 인력양성을 위한 정책과제를 도출하기란 거의 불가능하다. 그러므로 녹색성장을 위한 그린에너지 15개 기술분야 중 9개를 선택하고 이들 기술분야별 인력수급의 예측과 전문기술인력의 특성 및 양성을 위한 교육체계를 파악하여 전문인력 양성을 위한 정책적 방안을 도출할 필요가 있다. 이를 위해 녹색성장에너지산업으로 분류된 211개 기업을 대상으로 9개 중점 대상 기술분야에 대해 인력수요 및 인력양성 방안을 도출하기 위한 실태조사를 실시하였다. 실태조사의 주요 결과를 요약하면 다음과 같다.
첫째, 이들 9개 기술분야에서 2008~2011년 간 인력 증가율은 4.0%로 다소 높게 나타나고 있으며, 특히 바이오연료(22%)와 그린카(11%)
기술분야에서 높게 나타나고 있는 반면 태양광(2.7%)이나 풍력(2.4%)에서는 상대적으로 낮게 나타난다.
둘쨰, 직군별 인력구조를 보면, 전문기술직이 전체 인력의 35%를 차지하며, 이 중 석사 이상 전문기술직은 25% 정도이다. 전문기술직 비중은 에너지저장 기술분야에서 60%를 넘는 반면 바이오연료 기술분야에서는 10% 미만으로 기술분야 간 상당한 차이를 보이고 있다.
셋째, 해당기술분야의 인력은 22%를 차지하고 있는데 이중 전문기술직 비중은 48%로 전체 인력보다 높고, 이 중 박사급이 34%, 석사급이 25%로 상대적으로 고도 학위를 가진 전문기술직의 비중이 높은 것을 알 수 있다.
넷째, 향후 5년 동안 경제성장률이 연평균 5%라 할 때, 그린에너지 기술분야는 연평균 17%의 높은 성장률을 보일 것이며, 기업의 해당기술분야는 21%의 높은 성장률을 보일 것으로 전망되었다. 해당기술분야별로는 태양광 분야에서 27%에 이르는 반면 연료전지 분야에서는 12%로 상대적으로 낮게 전망된다.
마지막으로 향후 5년간 기업의 인력수요는 24% 늘어날 것으로 전망되며 이중 해당기술분야 인력이 52%를 차지하며, 이 중 전문기술직이 61%를 차지할 것으로 전망되었다. 해당기술분야별 인력수요는 태양광, 연료전지, 청정연료 분야에서 30%를 넘는 반면 에너지저장 분야에서는 10% 미만으로 전망되고 있다. 이러한 전망은 해당 기업들이 전문기술인력의 필요성을 실감하지만 이의 증원에 미온적이었으나 향후 정부의 신성장동력산업 육성 의지에 따라 보다 많은 전문기술인력을 확보하려는 의지를 보이고 있음을 보여 준다.

As the oil price has skyrocketed in recent years and natural energy resources have been viewed as strategic weapons to most countries, every developed and developing countries have tried to develop new and renewable energy such as solar photovoltaic and wind power. Korea is not an exception in the international situation in that Korea with few natural energy resources has to inevitably to depend heavily on imported energy sources and to spend a huge amount of money every year. The situation with regard to energy forces Korea to put a priority on developing new and renewable green energy. There would be many factors to affect the process and results of green energy development.
Among them, this study discusses workforce development issues in 9 technological fields in green energy area, to find a better policy. This study consists of three major parts, except for introducing and closing parts. The second Chapterer summarizes the contents regarding industry, job and workforce in Kim et al.(2011) in brief. The third Chapterer introduces international experiences regarding workforce development issues in green energy from U.S. and Europe. In the forth, the results from survey from 211 firms is presented. Also, survey results from solar photovoltaic and wind power firms and universities teaching green energy programs are compared and analyzed. In the fifth, the contents and changes in public policy regarding workforce development in green energy sector is reviewed and some suggestions are recommended.
Most previous studies on labor supply-demand and workforce development in energy industry in Korea are based on the traditional classification scheme regarding energy such as electric power, coal, natural gas, nuclear power, energy development and energy efficiency. However, traditional classification scheme has some limitations in that it does not allow us to examine, in detail, new and renewable energy such as solar photovoltaic, wind power, fuel cell, clean fuel and energy storage and so on. Thus, this study adopts the classification scheme regarding green energy set by the KETEP(2011). There are the 15 green energy technological fields in the scheme, but this study focuses on 9 green energy technological fields, after considering the importance of each field. This study focuses on the nine technology fields such as solar photovoltaic, wind power, fuel cell, clean fuel, energy storage, nuclear power, green car, heat pump, and bio fuel.
This study examines U.S. case and European case as benchmarks for professional workforce development in green energy industries in Korea. The major features of American case in green industries are community-college-centered education program aiming at employment for low-skilled workers, tri-level certificatoin process, education programs for facilitating stakeholders' participation and for building community consensus on green energy, openness/comprehensiveness of educational programs, progressive education activities targeted at the young(K-12) and active community labor market research by educational institution in green energy. The findings from European case implies the importance of facilitating stakeholders' participation and building community consensus on green energy like in U.S. Especially, Denmark model based firmly on societal consensus regarding green energy has been the source of competitiveness of green energy firms, compared to Galicia model in Spain. Also it is found that the France nuclear power company put an effort to internationalize educational programs and workforce composition.
For the purpose of this study, three surveys are done. First, 211 firms in green energy industry participated in the survey. Second, solar energy and wind energy firms are answered for the questionaire about need of Solar/Wind Energy Graduate School. Third, over 50 universities reveals their opinion about the need of the Graduate School. From the results, it is implied that firms have a different thoughts on the desirable type of education and intention on joining the educational program desing committee. From the survey, it is also drawn that firms prefer non-degree program to degree program regarding solar and wind energy education provided by universities.
Six recommendations are presented in the end of this study. First, differentiation in Workforce Development Policy is needed in that 9 technology fields are different to one another because of specific technology, stage of field development, market size, nature of major institutional participants in the field and so on. Second, participation level by stake-holders in the 9 fields in green energy should be enhanced through building associations needed. Third, social consensus around green energy is a prime issue and educational program should take a role in heightening the consensus. Forth, workforce development should be viewed as human resource management including selection, workforce management, compensation and employee's quit. Fifth, job, skill, and educational program should be certificated. Sixth, soft skills such as communication skills and teamwork skills in addition to engineering knowledge should be valued in the educational programs. Seventh and last, educational programs focusing on non-degree programs with a short period should be expanded, rather than degree programs.
The economic growth have played a significant role of creating new employment over the four or five decades but there have recently been many discussions about 'jobless growth,' indicating its limitation to create sufficient labor demand. Korean government declared a framework for the green growth as a new engine of growth in order to raise the level of potential growth and recover job creation of growth.
According to the analysis of Korean input-output tables considering the negative trends in the most input coefficients, investment of 24.4 trillion KRW on 17 sectors of the green technology, high-tech, and high value-added industries over five years (2009~2013) would create 380 thousand jobs over the period (about 200 thousand jobs in the sectors), which is much less than expected at the time that the investment plan was established.
In this study, a survey was executed to examine the recent trend in the labor demand for the high-skilled workers in the nine of fifteen essential R&D technologies in green energy industry, such as photovoltaics, wind power, fuel cell, clean fuels, energy preservation, nuclear power, green cars, hear pumps, bio-fuel, etc. as remarked in 'The Innovative Directions of Human Resource Development in the Energy Industry (July, 2010)' and to forecast its demand in the near future in order to derive policy directions for promoting experts and technicians in the green energy sector in an efficient and effective way. The analysis of the survey for the 211 enterprises reveals five main results: first, employment increased about 4.0% annually during recent three years and the employment growth rate was much higher in bio-fuel and green cars technologies while relatively low in photovoltaics and wind power; second, experts and technicians shared 35% of employment and 1 out of 4 were with mater or Ph.D. degrees. Its share is much higher than 60% in energy preservation technology while lower than 10% in bio-fuel technology, which showed a considerable difference in using experts and technicians among technologies; third, employment of a specific department in charge of the core technology shared about 22% of that in respondent enterprises and the share of experts and technicians in the department was about 48% and the shares of them with master and Ph.D. degrees were 25% and 34%, respectively, which were much higher than them for the whole company; fourth, under the assumption of annual economic growth of 4% during the next five years, they expect that growth of green energy technologies will be 17% and it for the core department will be 21%, even though there is difference among technologies, such as 21% in photovoltaics while 12% in fuel-cell technology; last, the annual growth in the labor demand over the period will be 24%, more than half of which will be in the core department, and the share of experts and technicians will be 61%
Based on the analysis, this study suggests the main direction of the employment policy in the context of green growth and four policy measures to link green growth to job creation. The main direction to establish the link would be creation of decent green jobs and its support and training of and supplying relevant human resources in the custom-made style. The policy measures would be to strengthening the link between green growth and employment creation through continuous job creation efforts of green growth and industrial policies and evaluation of job creation effects of the major measures of green growth, to set up a efficient labor market information system and network for green jobs through accumulation of research on occupations in the energy industry and formation of partnerships among ministries, national, local, and regional governments, public and private sectors focusing on job creation, to establish institutional infrastructure for decent green jobs such as support for the better green workplaces and strenthening monitoring green jobs creation, and to promote employment of green jobs.
