본 연구는 교육과정 연계성의 개념을 설정하고 연계성에 대한 국제비교를 통해 질 높은교육과정의 정보를 분석하여 향후 우리나라 교육과정 개선 방향을 제안함을 목적으로 하였다. 이를 위해 연구내용으로 교육과정 연계성의 개념 탐구 및 국제 비교 기준 설정, 외국의교육과정 총론 및 교과(목) 편제, 사회과 및 과학과 교육과정 비교분석, 교육과정 연계성에 관한 국가간 비교, 교육과정 연계성 강화를 위한 정책 제언 등을 수행하였다 연구방법으로는 문헌 분석, 설문조사, 델파이조사, 세미나 및 협의회를 활용하였다. 연구결과를 제시하면 다음과 같다.
본 연구는 교육과정 연계성의 개념을 설정하고 연계성에 대한 국제비교를 통해 질 높은교육과정의 정보를 분석하여 향후 우리나라 교육과정 개선 방향을 제안함을 목적으로 하였다. 이를 위해 연구내용으로 교육과정 연계성의 개념 탐구 및 국제 비교 기준 설정, 외국의교육과정 총론 및 교과(목) 편제, 사회과 및 과학과 교육과정 비교분석, 교육과정 연계성에 관한 국가간 비교, 교육과정 연계성 강화를 위한 정책 제언 등을 수행하였다 연구방법으로는 문헌 분석, 설문조사, 델파이조사, 세미나 및 협의회를 활용하였다. 연구결과를 제시하면 다음과 같다.
첫째, 교육과정 연계성의 개념을 정의하고 연계성의 속성을 규명하였으며, 교육과정 연계성과 관련한 요구를 조사하였다. 연계성의 개념은 “교육과정에서 연계성은 학생 수준을고려하여 횡적으로는 교과 내 또는 교과 간 내용의 적절성을, 종적으로는 시간상유·초·중등학교에 걸친 학습 내용의 계열성을 말한다.”와 같이 정의하였다. 국제 비교지표로 교육과정 종적 연계성 강화를 위한 노력, 교과의 계속성, 교과의 분화, 교육과정 횡적 연계성 강화를 위한 노력, 교과의 횡적 통합성으로 설정하고 이를 다시 국제 비교를 위한 항목으로 총론과 사화, 과학 비교 대상 영역에 따라 설정하였다.
둘째, 교육과정 총론의 연계성에 대한 국제 비교를 수행하였다. 본 연구의 국제 비교 대상국가는 우리나라를 포함하여 미국(캘리포니아), 캐나다(온타리오), 싱가포르, 대만, 핀란드,영국, 아일랜드 등 최종 8 개국이고, 아일랜드는 총론의 경우에만 비교 대상에 포함하였다. 7개 국가들의 교육과정 총론사항들에 대해 국제 비교 기준에 따라 한국을 포함하여 다음 5가지 측면을 중심으로 국제 비교를 진행한 결과는 다음과 같다. ① 학제 측면에서 국제 비교대상국가의 대부분이 K-6-3-3의 학제의 형태를 가지고 있다. 아일랜드, 미국은 유-초일체형, 대만과 핀란드는, 초· 중학교가 9년 일관 학제를 제시하고 있다. ② 교육목표 및 핵심 역량 측면에서 몇몇 국가들이 유-초중고 교육과정 전반에 걸쳐서 추구하는 인간상을제시하고, 학교급이 올라갈수록 교육 목표의 내용이 심화·발전하는 경향을 보여준다. 또한대부분의 국가 틀은 핵심역량과 교육과정의 연계를 위해 노력하고 있는데, 특히 핀란드는교과별로 핵섬 역량을 제시하고 있어서 학생들로 하여금 교과를 통해 역량을 개발하도록하고였다 우리 내라는 교육 목표의 연계는 잘 되어 있으나 핵심 역량은 제시하지 않고 있다. ③교육과정의 교과군별·학년군별 종적 연계 측면에서 예술 교과(학년군)를 제외한 모든교과는 국가별로 학년별 또는 학년군으로 다양하게 제시하고 있다. 모국어, 수학 교과에 대하여 교과 단위에서의 초등학교에서 고등학교까지 지속적으로 다루고 있다. 과학교과의 경우, 대만, 아일랜드, 핀란드는 초등학교 또는 초 · 중학교에서 과학을 통합교과의 성격을 가지며 상위 학교급으로 갈수록 하위교과들이 분화되는 특징을 지닌다. 기술과목의 경우, 대만과 캐나다는 기술과목을 초등학교부터 고등학교 단계까지 지속적으로 다루고 있으나, 그 외 국가는 중등 이후에서 일부 다루고 있다. 사회 교과의 경우, 사회, 역사, 지리 중 1개 또는 2개로 통합되어 운영되며, 다양한 단계에서 역사 교과를 운영하고 있다. 예술 교과의 경우, 대만은 학교급이 올라 갈수록 교과가 통합되었다가 분화되는 과정을 보여 주는 반면 싱가포르는 예술과목이 분화되어 있다가 고등학교단계에서 통합되는 경향을 보여주고 있다. 체육 및 건강(보건)교과의 경우, 비교 대상 모든 국가에서 유치원부터 고등학교 단계까지 쳉육을 실시하고 있다. ④ 학교급간 연계를 위하 조치 측면에서 유-초, 초-중, 중-고 연계를 위해 우리나라 외의 대부분 국가가 다양한 노력을 하고 있는데, 상위학교 교과 안내집을 발간하거나 실질적인 프로그램을 운영하며 주요과목들을 연계하고 있다. ⑤ 마지막으로 대부분의 국가는 범교육과정을 설정하여 각 학습 주제마다 구체적인 목표를 제시하고 있으며, 이 주제와 목표들을 교과 특성이나 학생의 발달 단계에 따라 다양한 교과에 적용되고 있다.
셋째, 사회과 교육과정 연계성에 대한 국제비교는 대만, 싱가포를, 영국, 핀란드, 미국(NCSS), 캐나다(온타리오)의 교육과정을 분석하여 이루어졌고, 종적 연계성은 학년(군)에 따른 ‘영역의 분화’, ‘학생 활동의 인지 수준’, ‘지속되는 개념 및 내용’을 횡적 연계성은 동일 학년(군)에서 ‘영역 간 관련성’ 및 ‘학생 활동의 인지 수준’을 중심으로, 또 주요 개념의 제시방식에 대하여 분석하였다. 결과를 요약하면 ① 영역의 분화의 경우, 나라별로 교육과정의 형식은 다르나 초등학교에서는 사회과의 기본 개념이나 주변에 대한 이해 등 사회과 학습의 기초 내용을 다루고 있다. 그리고 초등학교 고학년부터 중·고등학교로 올라가면서 영역별로 전문화, 분화되는 경향이 있다. ② 학생 활동의 인지 수준은 블룸의 인지수준을 기준으로 정리한 결과 학생들이 고차원적인 인지 활동을 시작하는 시점은 일반적으로 초등학교 고학년에서 시작하여 중학교 때 활발해진다. 특징적인 것은 사회과 교육과정에 ‘알다’, ‘이해하다’, ‘분석하다’, ‘비교하다’ 등의 기본적인 인지활동은 거의 모든 학년(군)에서 제시되고 있다는 점이다. 이는 개념의 범위가 넓고 종류가 많은 사회과의 특성상 학년(군)이 올라가면서 계속 새로운 개념이 등장하기 때문이라 유추된다. ③ 지속되는 개념 및 내용의 경우, 대만과 미국(NCSS), 캐나다(온타리오)는 주제나 스트랜드를, 핀란드는 각 영역별로 바람직한 시민의 모습이 유지되고 있다. 그 외에 모든 나라들이 공통적으로 사회과 교육과정에서 그 비율이나 시작점은 다르나 역사, 지리, 일반사회영역의 구성을 유지하고 있다. ④ 횡적 연계성의 경우, 일반적으로 학생 활동에 요구되는 인지 수준에서는 어느 정도 연계성을 찾을 수 있는 반면 영역 간 내용의 관련성은 교육과정의 형식에 따라 나라별로 차이가 있다. 영국과 핀란드처럼 영역이 독립되어 각자의 교육과정 제시하고 있는 경우 영역간의 내용 연계는 찾기 어렵다. 반면 미국(NCSS), 대만, 싱가포르는 하나의 사회과 교육과정에 주제를 중심으로 역사, 지리, 일반사회영역을 서로 연계하여 내용을 제시하고 있다. ⑤ 주요 개념으로 다룬 총 5개의 개념, 시간(역사), 위치(지리), 법(일반사회), 지속 가능 서장(일반사회, 지리, 역사), 다문화, 세계화(일반시회, 지리, 역사)의 내용 범위나 수준 등은 국가별로 차이가 있으며, 교육과정 상의 횡적과 종적인 연계성은 국가별로 내용을 구성하는 체계나 개념의 유무에 따라 차이가 크지만, 연계성의 관점에서 대체적인 경향성도 발견 할 수 있다.
넷째, 과학과 교육과정 연계성에 대한 국제비교 대상 국가는 사회과와 같이 대만, 싱가포르, 영국, 핀란드, 미국(NCSS), 캐나다(온타리오)이며, 종적 연계성은 학년(군)에 따른 영역의 구성, 내용 체계 및 구조를 횡적 연계성은 동일 학년(군)에서 내용의 구성과 영역 간 연계를 중심으로, 또 주요 개념의 제시방식에 대하여 분석하였다. 그 결과를 요약하면 ① 영역의 분화의 경우, 대부분 고등학교 급의 경우 물리, 화학, 생물, 지구과학 등으로 분화하여 구성되어 있으며, 보다 전문화되고 심화된 과학 분야를 편성하고 있다. ② 내용 체계 및 구조의 경우, 대부분의 국가들은 과학과 교육과정의 교과목명과 별도로 교육과정의 내용 체계 또는 구조를 학년 간 학교급간 종적인 연계를 고려하여 구분해 놓은 ‘분야’ 또는 ‘큰개념’을 갖고 있다. ③ 횡적 연계성의 경우, 교육과정 상에 구체적으로 내용의 구성과 영역 간 연계에 관하여 내용적 측면까지 제시한 국가가 있는 반면에 학습하는 내용의 범위와 공간의 측면에서 횡적 연계성을 찾을 수 있는 국가들이 있다. 캐나다의 과학과 교육과정에서는 과학과 영역 내의 횡적인 연계가 잘 제시되어 있다. 황적 연계성에서 가장 크게 고려하고 있는 것은 해당 학년의 교과 영역 간 상호 관련성이다. ④ 주요 개념으로 다룬 총 8개의 개념, 빛(물리), 전기(물리), 물질의 상태(화학), 화학 결합(화학), 광합성(생물), 소화(생물), 달(지구과학), 암석(지구과학)의 내용 범위나 수준 등은 국가별로 차이가 있으며, 교육과정 상의 횡적과 종적인 연계성은 국가별로 내용을 구성하는 체계나 큰 개념의 유무에 따라 차이가 크지만, 연계성의 관점에서 대체적인 경향서도 발견할 수 있다.마지막으로 본 연구에서 교육과정 연계성 강화를 위해 다음과 같은 정책을 제언하였다. 학교급간 교육과정 연계 강화를 위해 ① 유-초 교과 및 영역의 재구조화 ② 초-중-고 연계를 강화하기 위한 총론 지침 개선 ③ 자유학기 전후 학기와 자유학기 간 교육과정 연계성 강화 ④ 고등학교 선택 교육과정 전후 교과의 계열성 확보 ⑤ 범교육과정의 개선을 제시하였다. 교과 교육과정의 질 개선을 위한 방안으로는 ① 교과의 종적 연계성 강화 ② 교과 간·영역 간 횡적연계성 강화 ③ 교육과정 연계성 강화를 통한 사회과 교육과정의 질 개선 ④ 교과과정 연계성 강화를 통한 과학과 교육과정의 질 개선을 제사하였다. 나아가 교육과정 연계 강화를 교육과정 개발 체계의 거버넌스(govemance) 개선에서 찾음으로써 구체적으로 ① 총론-각론, 유-초-중-고 학교급간 연계성 강화를 위한 교육과정 개발에서의 거버넌스 구축, ② 국가-지역-학교 교육과정 지침의 연계 강화 방안을 제안하였다.

This study aims to redefine the connections of curriculum, to provide fundamental information and to improve the Korean curriculum through an international comparison of curricula from primary schools through secondary schools. In addition
this study examines the weaknesses of Korean curriculum in terms of connections and then attempts to draw a future direction for the well-structured curriculum. For this purpose, this study redefines the connection of curriculum, determines criteria for the international comparison, analyzes and compares international curricula and school subjects focusing on the connection of curriculum. Taken together, this study proposes educational policies for reinforcing the connections of curriculum.
First, this study redefined the connection of curriculum through literature review, survey, expert meetings and workshop, and Delphi methods. The definition of connection of curriculum in this study includs "horizontal element is the contents suitability within and between subjects and vertical element is the sequence of subjects along with school levels considering student's developmental and academic status." This study also specifies the criteria for international comparison as follows:
efforts for reinforcing curriculum vertical connection, the continuity of subject, the specialization of subject, the efforts for reinforcing curriculum the horizontal connection, horizontal integration of subject. These items were again categorized into general framework, social studies, and science.
Second, this study conducted international comparison in terms of the connection of curriculum. The countries we analyzed are the U.S.A(California), Canada(Ontario), Singapore, Taiwan, Finland, England, Ireland, and Korea, but Ireland was analyed only for its framework. The results from international comparison arc fivefold. (1) School system: Most of the target countries have K -6-3-3 form. In the case of Taiwan and Finland, elementary and middle school have 9-year (3-6) continued
system. (2) Goal of education and core competences: Several countries suggest a desirable human character throughout K -12 curricula and show the tendency to deepen and intensify the goal of education as students advance. Also, most countries are making efforts to link core competencies and curriculum, especially Finland encourages students to develop competencies through subject courses which include their own core competencies. (3) Ilorizontal connection of subject group 8l1d grade band: All countries show continuity in first language education and mathematics. Science education in Taiwan, Ireland and Finland shows integrated characteristics in elementary school or up to middle school and becomes specialized into sub-subjects. Technology education in Taiwan ,md Canada is continual from elementary school to high school hut it is only treated in middle school level in Ireland and from 8th grade integrated to vocational education in the U.S.A. Regarding social studies, all countries Provide history education at different school levels. Art subject in Taiwan begins as integrated then becomes specialized as class advances Whereas In Singapore, the specialized subject becomes integrated at high school level. Also, all countries show continuity in physical education, Ireland and Finland treats health subjects well as physical education. (4) Measure for connection between different school levels: Most of countries are making efforts, especially Ireland and Finland, to connect core subject by publishing subject guidelines at elementary level or operating practical programs. (5) Cross-curricula: Most countries establish cross-curricula so as to suggest specific goals for subject topics which arc applied to various subjects in accordance with the characteristics of the subject or students' developmental stages.
Third, we analyzed the social studies curricula of seven countries (i.e., Taiwan, Singapore, United Kingdom, Finland, the United States, Canada). The w1tical connections in the curriculum were analyzed based on 'the distributions of subjects', 'the cognitive level of students and tile continued concepts between tile grades'.
Horizontal connections Were analyzed based on' the relationships between subject areas' and 'the cognitive level of students on the S8l11e or similar grades'.
Speaking of vertical connections, (l) individual countries have their own framework of curriculum but in general elementary social studies deals with the basic concepts and the understanding of surroundings, Its contents get various and specified as
students go to the upper grades, The bloom's taxonomy was used to analyze the students' activities in terms of cognitive Status. As a rule, students begin to used their high cognitive skills from around the 5th grade and activate the cognitive skills
during the middle school. IL is general across the grades La 'know', 'understand', 'analyze', and 'compare in describing students· activity. That might he because social studies curriculum has a variety of concepts with different levels. (3) Taiwan,
Canada, and the U.S.A(NCSS) maintain the topics, strands, and themes separately during the school years. Finland also proposes and maintains the ideal features of citizen by subjects. Commonly, six countries hold three categories of social studies (i.e., history, geography, and general social sciences). (4) Speaking of horizontal connections, generally there are some similarities among elements of elementary social studies. On the other hand, the relationships among academic arms differ by country. The United Kingdom and Finland who have individual geography, history, cu1d citizenship curriculum have no connections among them, while the social studies curriculum of the U.S.A(NCSS), Taiwan, and Canada, which are composed of history, geography, and general social sciences but the strength of their connections varies.
Fourth, it is summarized as follows the investigation of international comparison of connections in science curriculum. (I)In Taiwan, in the case of elementary schal and secondary course, affective domain and cognitive learning area of science and
technology, functional area is included and is presented in four stages this (2)In the United Kingdom, science curriculum is constituted by the content related and research laboratory and scientific activities most of the time. In the curriculum of
primary school, it becomes the fundamental basis for learning in the content area of science-related activities such as observation cu1d exploration, classification, application, collection of data, regularity, record and analysis, of a significant impact on learning. (3)Science curriculum in Finland, it is based on the exploratory approach of the search problem. It starts from the understanding of the concept and explores the natural phenomena of everyday life as it goes to class elementary schml, middle school, high school, have described the application and use, and show the features that describe the value and importance further. (4)The Singapore curriculum of Science was based on the national examination of three levels, and was presented in three areas of the 'Physical', 'Chemistry' and 'Biology'. It was have vertical articulation with a focus on the inquiry ability in 'science education program based inquiry'. The students Who were lower grades were learning macroscopic concept of integrated 'Science', and then they were learning microscopic concept of 'Physical', 'Chemistry' and 'Biology' at the upper grades. (5)The NGSS in USA, was presented a goal that was understanding and application of scientific concepts that Were cognitive level of student at the same grade group. In such level, it was presented four areas that were focused on real-life problem related to students. (6) The Canada curriculum of science was presented the microscopic concepts of the familiar in lower grades, and was presented macroscopic concepts in the upper grades. The rank of concepts in the areas was passible to understanding the systems, subcomponents, interaction of subcomponents, impact of the systems and specifically examples.
Finally. this Study suggests the following educational policies for the well-structured curriculum. (1) the restructuration of kindergarten and primary school subject and curriculum areas, (2) the development of curriculum guide for reinforcing
the connection between school levels, (3) the consolidation of the connection of curriculums during the transition year and between transition year, (4) the acquisition of sequence of elective curriculum, and (5) the improvement of Cross-curricula.
Additionally this Study proposes for the social studies and science, curricula th8t (1) the consideration of vertical connections of subjects area in the curriculum, the exploration of horizontal connections between subject 3l1d curriculum, (3) the
improvement of the quality of social studies and science curricula. Furthermore, Uris study recommends the curriculum development system of governance: (1)well-structured for curriculum development and (2) to strengthen the connection of
school curricula at school, local, and national level.
