본 연구의 궁극적인 목표는 농산물 시장의 개방확대에 대응하여 지역농산물의 가격 및 비가격적 경쟁력 제고를 위한 전략을 제시함에 있다. 생산량 증대와 시장 개방에 따라 소비자들은 다양한 농산물을 보다 낮은 가격과 높은 품질에 구입하기를 원하고 있다. 최근들어 소비자들의 식품의 안정성에 대한 관심에 부응하는 한편 생산자들의 경영의 영속성을 보장하기 위해 농산물의 품질을 보장하면서 동종의 타 상품과 차별화 시키는 제도를 마련하고자 한다. 현재 우리나라는 다양한 차별화 제도를 도입하고 있다. 농산물 품질인증제도 및 농산물규격출하지원사업과 지방자치단체와 농협 등에서는 지리적 표시제도 등을 이용한 각 지역 특산물의 브랜드화를 개발하고 있다.
따라서 본 연구는 농가의 소득을 유지 및 증대시키고 개방 시장에서 경쟁력을 제고시키기 위하여 지역 농산물의 차별화 전략을 수립하는 데 있다.
Ⅲ. 연구내용
첫째, 우리나라는 최근 농산물의 차별화가 매우 급속하게 진전되어 브랜드수가 1999∼2000년 기간 중 약 50%가 증가하였으나, 법적으로 등록하여 보호를 받을 수 있는 브랜드농산물은 전체의 26%에 불과하다. 지역으로 보면 농산물 생산량과는 무관하게 충남, 경기, 경북, 강원, 전남에 편중되어 있다. 이는 지방자치단체별 차별화 정책의 차이에 기인한 것으로 판단되고, 품목별로는 쌀이 주종을 이루며, 그 외 과채류, 과실류, 채소류의 순으로 나타났다.
둘째, 생산자 조사에서 농산물 차별화 이후 수취가격이 최소 10%이상 상승했다는 응답자는 약 80%, 매출액이 최소 10% 이상 상승했다는 응답자가 약 85%로 나타나 차별화전략은 농가소득 증대에 크게 기여하는 것으로 나타났다. 그렇지만 지방자치단체 스스로가 지역 농업의 발전을 위한 차별화 장기비젼을 설정하여 추진한다고 응답한 곳은 21.4% 정도였다. 아직 대부분의 지자체들은 장기적인 전략보다 단기적으로 정책을 집행하는 것으로 나타났다. 지자체의 차별화 전략은 유통이나 생산 기술적 측면보다는 광고 및 홍보 측면에서 많은 전략을 수립하여 시행하는 것으로 조사되었다. 지역농산물 차별화 정책에 대하여 총괄기획을 담당하는 조직이 있는 지자체는 42.9%에 불과하였다. 지역농협도 농산물 차별화를 사업목표로 추진하는 곳은 약 50%였고 대부분은 유통활성화추진, 친환경농산물의 생산에 중심을 두고 있었다.
셋째, 브랜드 명칭은 주로 지역명, 이미지, 특정농업기술, 상품명이 사용되고 있다. 지역명 브랜드로는 행정지역명, 지역 고유의 산․강이름, 전국적인 명승지 또는 지명도나 인지도가 높은 지역명을 사용하였다. 이미지 브랜드로는 생산지역 자연환경의 우수성, 해당 상품의 품질우수성, 신선도, 깨끗함을 강조한 이름이 대부분이었다. 특정농업기술 브랜드는 재배환경, 해당상품의 기능성을 강조하는 브랜드가 대부분이었다. 그러나 대부분의 브랜드는 생산지역명과 이미지를 결합하여 사용하는 경우가 많았다. 이러한 브랜드는 비전문가에 의해 개발되어 전국적인 인지도가 낮은 실정이다. 아직까지 농산물 브랜드의 이미지를 제고하기 위한 노력이나 브랜드의 사후관리도 미흡한 실정이다. 또한 품질관리가 지속적으로 이루어지지 못하고, 기후나 수급사정 및 가격변동 등에 따라 품질변화가 심하게 나타나고 있어 브랜드에 대한 신뢰성이 저하되어 소비자로부터 불신의 요인이 되고 있다. 단순히 산지를 표시하거나 출하조직의 이름을 표시하는 것 외는 브랜드화가 실질적으로 진전되지 않아 상품의 차별화나 브랜드화 본래의 목적달성이 어려운 경우가 많다. 이러한 브랜드는 소비자의 지속적인 구매를 어렵게 하고 있다.
넷째, 유통업자들을 대상으로 브랜드의 인지도, 만족도, 충성도를 조사 분석한 결과 쌀의 경우 품질관리와 브랜드명 홍보가 비교적 잘 수행되는 것으로 평가하였다. 반면, 쇠고기와 사과, 오이의 브랜드는 「지역명+품목」명이 통용되고 있으나 쉽게 인지할 수 있는 고유의 브랜드명 개발이 필요한 것으로 나타났다. 유통업체에서는 차별화 농산물에 대한 소비자의 선호 추세에 맞추어 농산물 구매의 기준으로 지역명품, 안전성과 신선도, 규격에 중점을 두고 있으며, 리콜제를 실시하고 있다. 지역농산물의 차별화주체(지방자치단체, 농협, 민간)도 이와 같은 시장 요구에 따라 생산과 상품을 관리를 하고 있다. 그리고 지역농산물에 대한 인지도를 제고하기 위하여 농산물 브랜드에 지역명칭을 많이 사용하고 있었다.
다섯째, 농산물의 차별화 요인별 성과(프레미엄 가격)를 도매시장 경락가격 자료를 이용하여 분석해 보면, 사과의 경우 품종별, 출하시기별, 등급별 및 품질인증 유무에 따라 현저한 차이를 보이고 있었다. 일례로 품질인증 사과의 경우 다른 조건(품종, 시기, 산지)이 동일 할 경우 상자당(15kg) 5,093원의 차이를 보임으로써 인증받지 않은 사과에 비하여 약 31%의 높은 값을 수취하고 있다. 오이와 쌀의 경우에도 비슷한 경향을 보이고 있다.
쌀의 경우 가격의 차이를 가져다주는 가장 큰 요인은 품질과 산지인 것으로 나타났다. 시장에서 유통되는 쌀은 대부분이 지대미로 거래됨에 따라 소비자들은 브랜드를 통하여 품질과 산지를 인지하고 있었다. 소비자들의 인지도는 지역명칭을 사용하지 않은 단순한 브랜드명보다는 지역명칭에 대한 인지도는 높은 것으로 나타나고 있다. 재구매의사나 타인에게 추천의사(높은 브랜드 충성도 수준)도 인지도와 비슷한 양상을 보였다. 따라서 브랜드 충성도를 높이기 위해서는 지역명과 함께 이미지가 좋은 상표명을 사용하는 것이 필요하다.
여섯째, 생산자의 대부분은 생산단계에서 차별화 노력을 잘 하고 있는 것으로 판단되지만, 문제는 생산과정이 아니라 수확 이후 과정에서 차별화 수준이 낮은 것으로 조사되었다. 특히 수확한 농산물의 판매문제와 생산물의 인지도를 높이기 위한 광고나 판매촉진을 위한 홍보활동 등은 매우 낮은 것으로 조사되었다. 그러나 일부 RPC들은 판매촉진비를 증대하여 지역 브랜드 쌀의 인지도와 충성도 제고는 물론 판매가격을 높이고 매출액의 신장에도 기여하고 있었다.
일곱째, 차별화 농산물에 대한 소비자 조사결과 소비자의 브랜드 인지도, 만족도, 충성도는 일반적인 인식과는 달리 낮은 것으로 조사되었다. 그러나 차별화 농산물과 일반농산물간의 인지도는 비슷하나 차별화 농산물의 만족도와 충성도가 훨씬 높은 것으로 나타났다. 따라서 차별화 농산물에 대한 인지도를 높이기 위해 광고 및 홍보를 강화할 필요가 있다. 광고 및 홍보의 방법으로는 소비자의 구매욕구를 가장 잘 자극하는 홈쇼핑광고와 소비자가 생각하기에 가장 적절한 광고수단인 TV 광고를 활용하는 것이 필요하다.
Ⅳ. 시사점
정부는 차별화로 사용되어 온 품질인증제도를 각종 차별화 제도와 조정하여 “차별화농산물촉진법”을 수립하여 인증제도의 간소화, 과학성, 공정성, 효율성을 높일 수 있도록 관련제도를 정비하여야 한다. 이와 함께 지리적표시제도의 확대는 상품명칭으로 지역명칭을 사용함으로 얻는 혼동을 피할 수 있고 상품에 대한 고유한 재산가치를 부여하게 된다. 품질인증제도는 농산물의 규격화, 원산지표시제, 리콜제와 연결하여 효과를 극대화 시켜야 한다.
차별화된 농산물의 정책지원자금은 물류비용 절감과 식품의 안정성을 유지시킬 수 있는 방향으로 개선되어야 한다. 이와 함께 소비자를 대상으로 한 시식회, 차별화된 농산물의 현장방문 기회를 확대하고 품질인증제도와 지리적표시제도 등의 농산물 차별화제도에 대한 소비자 홍보와 교육을 강화해야 한다. 또한 농촌정보망 구축을 통하여 지역내 차별화 농산물과 농촌관광사업과 연계하여 차별화의 시너지 효과를 높여야 한다.

With the rapid development of the differentiation of agricultural products in Korea, the number of brands of agricultural products increased by around 50% during 1999∼2000, but of them, registered brands under legal protection are only 26%. In terms of geographical distribution, brands are concentrated on particular areas regardless of the production of agricultural products. This is thought to result from difference in policies related to differentiation among local governments. The number of brands was largest for rice, and next for fruits and vegetables, fruits, and vegetables.
In a survey of producers, around 80 % of respondents replied that the price they received for agricultural products had risen by at least 10% and 85% of respondents replied that the sales had increased by at least 10% since the differentiation of agricultural products. This suggests that the differentiation
strategy contributed to the growth of farmhouse income. However, only 21.4% of local governments replied that they had pursued their own long-term vision of differentiation for the development of local agriculture. This shows that most local governments still execute short-term policies rather than long-term strategies. In addition, local governments' strategies for differentiation were mainly focused on advertisement and promotion rather than on distribution or production technologies. Only 42.9% of local governments were running organizations in charge of making general policies related to the differentiation of local agricultural products. Around 50% of local agricultural cooperatives were promoting business aiming at the differentiation of agricultural products, and most of them concentrated on activating distribution and producing environment-friendly agricultural products.
Brand names were mainly given after place names, images, specific agricultural technologies or product names. Place names used as brand names were the names of administrative districts, the names of native rivers and mountains or the names of nationally famous scenic spots or places. Images used as brands were those emphasizing the excellence of the natural environment of producing places, the high quality, freshness or cleanness of corresponding products. Agricultural technologies used as brands were those highlighting the environment of cultivation or the functionality of corresponding products. However, most brand names were made after both the names of producing places and images.
Because these brands have been developed by non-experts their national recognition is still low, and efforts to improve brand image and post brand management are insufficient. Furthermore, because of inconsistent quality control, the qualities of products vary according to weather, supply and demand and price change, and as a result, brands become less reliable and invite consumers' distrust. In addition, as product brands are no more than the indication of producing places and producers, their original purposes of differentiating products are often unattainable.
According to the result of analyzing the differentiation of agricultural products by factors using auction prices in wholesale markets, the results of differentiation for apples significantly varied according to the variety of apples, shipping season, the grade of quality and whether there was a quality certificate or not. Compared to ones without a quality certificate, apples which quality was certified were priced higher by over 30% although the other conditions (variety, shipping season and producing place) are the same. Cucumber and rice also showed a similar trend.
In case of rice, consumers recognized the qualities of rice through the producing places. While the recognition of brands without a place name was low, the recognition of place names appeared to be high. Consumers' intention to repurchase and to recommend showed a pattern similar to that of recognition. Accordingly, to enhance consumers' loyalty to brands, it is required for the brands to reflect both place names and fine images. Distributors attached importance to fame, safety, freshness and standard size as criteria for purchasing agricultural products, suiting the taste of consumers for differentiated agricultural products. Economic entities in producing places were also managing production and product management in response to such requirements of the market.
It was found that most producers were familiar with the differentiation of production technologies, but they were not experienced in differentiation after harvest. In particular, producers appeared to be quite passive in selling harvested products, advertising products to enhance recognition, or promoting sales. According to the result of surveying consumers' attitude toward differentiated agricultural products, their recognition, satisfaction and loyalty were lower than known in general. However, recognition of differentiated products and that of ordinary ones appeared similar, but satisfaction and loyalty to differentiated local agricultural products were significantly higher than those of ordinary ones. Accordingly, it is necessary to reinforce advertisement and promotion for enhancing the recognition of differentiated local agricultural products.
The government must establish the Differentiated Agricultural Product Promotion Act by integrating various quality certification systems and policies for promoting differentiation, and improve relevant institutions to develop a simple, scientific, fair and efficient certification system. In addition, the extensive application of a geographical marking system may prevent confusion caused by using place names and endow products with peculiar property values. The government must also maximize the effect of the quality certification system by linking it with the standardization of agricultural products, origin certification system and recall system.
Political subsidy for differentiated agricultural products must be improved in a way to reduce logistic costs and improve food stability. In addition, opportunities such as tasting parties and visits to fields growing differentiated agricultural products should be expanded, and consumer promotion and education on agricultural product differentiation systems such as quality certification system and geographic marking system should be reinforced. Furthermore, local differentiated agricultural products should be linked with rural tourism business through rural information networks in order to increase the synergy effect of differentiation.
