총 3년의 장기 과제로 진행되고 있는 ‘개발도상국가와의 교육협력에 관한 연구: 중남미 교육협력 방안 연구’는 중남미 5개 개발도상국가(과테말라, 볼리비아, 콜롬비아, 파라과이, 페루)와의 교육개발협력 과제를 도출하여 효과적인 협력 방안의 발판을 마련하기 위해 수행되고 있다. 1차년도 연구에서는 중남미 5개국의 교육현황 및 교육개혁 동향, 국제사회의 교육개발협력 사업추진 동향, 현지의 주요 교육이슈 등을 확인하고 한국 정부가 수립한 국가협력 전략(CPS)을 바탕으로 한-중남미 개별 국가 간의 교육개발협력 과제를 발굴하기 위한 정책 분
총 3년의 장기 과제로 진행되고 있는 ‘개발도상국가와의 교육협력에 관한 연구: 중남미 교육협력 방안 연구’는 중남미 5개 개발도상국가(과테말라, 볼리비아, 콜롬비아, 파라과이, 페루)와의 교육개발협력 과제를 도출하여 효과적인 협력 방안의 발판을 마련하기 위해 수행되고 있다. 1차년도 연구에서는 중남미 5개국의 교육현황 및 교육개혁 동향, 국제사회의 교육개발협력 사업추진 동향, 현지의 주요 교육이슈 등을 확인하고 한국 정부가 수립한 국가협력 전략(CPS)을 바탕으로 한-중남미 개별 국가 간의 교육개발협력 과제를 발굴하기 위한 정책 분석 및 기초연구를 수행하였다. 2차년도 연구인 본 연구에서는 권역특성, 국가별 특수성, 공여국인 우리나라의 비교우위에 근거하여 5개 국가별 중장기 교육 개발협력 방안을 수립하였으며, 중점협력과제를 선정하였다. 2015년에 수행될 3차년도 연구에서는 5개 중남미 국가별 교육개발협력 시범사업 선정 및 추진을 위한 타당성 분석을 통해 구체적인 실행 방안을 마련하는 연구를 수행할 예정이다.
2차년도에 해당하는 본 연구에서는 주요 선진 공여국과 국제기구를 중심으로 이들이 중남미에서 수행한 교육개발협력 사업의 사례를 분석함으로써 시사점을 도출하고, 한국의 비교우위와 사업 가능성, 각 연구대상국가의 교육수요 등을 종합적으로 반영한 중점협력과제를 선정하여 세부적인 추진과제를 제시하고 있다. 아울러, 각 국별 세부추진과제를 실현하기 위한 로드맵을 작성함으로써 정책적 실현가능성을 제고하고 있다. 또한 중남미 개발도상국가와의 교육개발협력 효과성을 높이기 위하여 삼각협력, 민관협력, 다자협력등의 활용가능성을 모색하였다.
주요 연구방법으로는 문헌연구(literature review), 전문가 협의회, 정책포럼(Forum), 현지조사(Field Research) 등이 이루어졌으며 중점협력과제를 선정하기 위하여 GE & McKinsey Matrix를 응용하였다.
2차년도 연구를 통하여 선정한 교육개발협력 중점협력과제는 다음과 같다.
○ 과테말라의 경우 1차 년도 연구결과 제시된 중점추진과제를 유지하여 기초교육영역에 중점을 두고 ‘초중등교육 질제고’, ‘취약계층 교육기회 확대 및 질제고’, ‘개발주체 간의 협력 및 관리체제 강화’의 세 가지 중점협력과제를 제시하고 있다. 세부적으로 초중등교육의 질제고를 위한 교원역량강화 사업을 제안하고 있으며, 취약계층 교육기회 확대를 위한 방과후 학교 운영, 개발주체 간 협력강화를 위한 수학교육 과정개선 프로그램을 제안하고 있다.
○ 볼리비아는 현지의 교육개발협력 수요와 한국의 비교우위 등을 고려하여 ‘기초교육의 질제고 및 교육시설 개선’을 위한 교사 훈련・양성기관 설립과 지원 등의 교사 역량강화 및 초중등교육의 질 개선사업, ‘대학교육의 질제고 및 역량강화’를 위한 ICT학부 개설 및 교육사업, ‘직능기관 형성 및 교육 인프라 구축’을 목적으로 한 직업훈련원 건립사업 등 중등 및 중등이후교육 분야에 해당하는 세부 추진과제를 제시하고 있다.
○ 콜롬비아는 1차년도 연구결과와 콜롬비아의 국가사회적 현황(내전으로 인한 평화구축의 문제 등)을 적절히 반영하여 중등이후 교육 단계에 해당하는 네 가지의 중점협력과제를 선정하였다. ‘ICT를 활용한 이러닝 활성화 사업’, ‘세계시민교육’분야에서의 세계시민교육의 실천을 위한 여건 구축(교사교육 프로그램) 사업, ‘전문직업인력 양성 프로그램 개발’, ‘고등교육 질 관리 시스템 구축 사업’을 중점협력과제로 제안하고 있다.
○ 파라과이는 ‘교육의 질적 향상을 위한 교원 양성’과 ‘직업교육훈련 프로그램 확대를 통한 경제 성장 주도인력 양성’, ‘교육행정정보시스템(EMIS) 선진화를 통한 교육운영 효과성 강화’의 세 가지 중등 및 중등이후 영역의 중점협력과제를 제시하였다. 도출된 중점협력과제에는 파라과이가 가진 주요 교육현안 – 교육의 질적 문제, 급속한 경제 성장과 시장요구에 부응하는 인재 양성의 필요성 – 이 적절히 반영되어 있다.
○ 페루는 중등이후 교육 단계에 해당하는 과제를 제시하고 있으며, ‘교사 양성 및 연수 역량강화 프로그램’, ‘중등학교 ICT 교육 역량강화 프로그램’, ‘지역사회 교육-보건의료 통합적 공급 프로그램’, ‘직업기술 교육 및 자격제도 체계화’에 대한 협력가능성을 제안한다.
이상의 5개국을 대상으로 위와 같은 중점협력과제를 실현하기 위한 중장기 로드맵(단기목표 및 중장기 목표 제시)을 제시하고 있으며, 협력과제의 성과 모니터링을 위한 성과관리 방안도 함께 제시하고 있다.
한국은 중남미 개발도상국가와의 효과적인 교육개발협력 방안을 모색하기 위하여 중남미 대륙이 가진 공통적인 정치・경제・사회・문화적 동질성과 개별 국가가 가진 특수성을 함께 고려한 전략을 수립해야 할 것이다. 또한 언어와 문화의 유사성을 보이는 브라질, 멕시코, 칠레 등 권역 내 상위중소득국가(HMIC)와의 삼각협력, 민간단체 및 기업과의 협력, 중남미 지역기구와의 협력방안을 모색함으로써 한국이 가진 언어적 한계와 지리적 접근성의 제약 등을 보완할 수 있는 방안을 마련할 필요가 있다. 2015년은 한국 정부가 수립한 국가협력 전략이 종료되는 시점이며, 국제사회의 개발목표가 재수립되는 시기이다. 따라서 본 연구 결과를 현재의 중점국가협력 전략 평가에 활용하고, 2015년 이후 국제사회의 개발목표, 교육의제와의 연관성을 함께 고려하여 효과적이고 지속가능한 교육개발협력의 방향을 설정하는 것이 의미 있을 것이다.

“Research on the educational cooperation with developing countries: Research on the method of education cooperation with Central and South American countries,” a long-term project for three years, is being carried out to prepare the method of efficient cooperation by deriving the tasks of educational development cooperation with five developing countries (Guatemala, Bolivia, Colombia, Paraguay, and Peru) in Central and South America. In the first-year study, the educational situation and the trend of educational reform in five Central and South American countries, the trend of educational development cooperation projects in the international society, and the major educational issues in those countries were identified, and policy analysis and basic research to develop the educational development cooperation tasks between Korea and those five abovementioned Central and South American countries based on the Country Partnership Strategy (CPS) established by the Korean Government was conducted. This study, the second-year study, established the educational development cooperation method for each of those five countries based on regional characteristics, country characteristics, and the comparative advantage of Korea; the donor country; and selected priority cooperation tasks. In 2015, the third-year study will be conducted to prepare a detailed implementation method through a feasibility study for the selection and promotion of an educational development cooperation pilot project in each of the five abovementioned Central and South American countries.
This second-year study drew the implications by analyzing the cases of the educational development cooperation projects carried out by major advanced donor countries and international organizations, and suggested detailed tasks by selecting the priority cooperation tasks that comprehensively reflected the comparative advantage of Korea, project feasibility, and the educational demand of each research country. In addition, this study tried to improve the policy practicability by preparing the roadmap to realize the detailed tasks of each country. To increase the efficiency of educational development cooperation with the developing countries in Central and South America, this study also examined the applicability of triangle cooperation, private-government cooperation, and multiple cooperation.
As major research methods, literature review, experts conference, policy forum, and field research were conducted, and the GE and McKinsey Matrix method was used for the selection of priority cooperation tasks.
The priority cooperation tasks for educational development cooperation selected through the second-year study are as follows:
- Guatemala emphasizes on the basic education area while maintaining the priority tasks suggested in the first-year research results and suggests three priority cooperation tasks, such as “improvement of the quality of primary and secondary education,” “expansion of the educational opportunity for children of the vulnerable class of people and improvement of the quality of education,” and “reinforcement of cooperation between the development institutions and its management system.” In detail, Guatemala is suggesting the teacher competency reinforcement project for the improvement of the quality of primary and secondary education, operation of an after-school system to expand the educational opportunity for children of the vulnerable class of people, and a mathematics curriculum improvement program to strengthen cooperation between the development institutions.
- Bolivia is suggesting, in consideration of the domestic demand for educational development cooperation and the comparative advantage of Korea, detailed tasks for secondary and postsecondary education areas, such as teacher competency reinforcement and the improvement of the quality of primary and secondary education, including the construction of a teacher training institute for the establishment of an ICT department in universities for the “improvement of the quality of university education and strengthening its competency,” and the establishment of a vocational training institute for the “construction of an education infra.”
- Colombia selected four priority cooperation tasks for postsecondary education areas by properly reflecting the first-year study results and its national and social situation (issue of peace construction after the Civil War). Columbia issuggesting an “e-learning activation project using ICT,” the “construction of an environment to carry out world citizen education (teacher education program),” the “development of a professional human resources training program,” and the “construction of a secondary education quality management system” as priority cooperation tasks.
- Paraguay suggested priority cooperation tasks for secondary and postsecondary education areas, such as “teacher training for the qualitative improvement of education,” “training human resources who will lead the economic growth through the expansion of vocational training programs,” and the “reinforcement of efficiency in educational operation through the advancement of the Education Management Information System (EMIS).” In these tasks, major pending educational issues, such as the problem of educational quality and the need to train human resources that can respond to the rapid economic growth and market demand, are properly reflected.
- Peru is suggesting priority cooperation tasks for secondary and postsecondary education areas, such as “teacher training and a training competency reinforcement program,” a “middle-school ICT education competency reinforcement program,” a “local society educational health– and medical care–integrated supply program,” and “systemization of a vocational/technical education and qualification system.”
The five countries are suggesting mid- to long-term roadmap (with a short-term goal and a mid- to long-term goal) to realize the above mentioned priority cooperation tasks as well as a method of performance management by monitoring the cooperation tasks.
To seek for a method for efficient educational development cooperation with the developing countries in Central and South America, Korea needs to establish the strategies that are concurrently considered as the common political, economic, social, and cultural homogeneity of the Central and South American Continent and the unique characteristics of the individual countries. Korea also needs to prepare a method to overcome linguistic limitations and restrictions in the geographic accessibility of Korea by seeking for a method of triangle cooperation with highand middle-income countries (HMIC) with linguistic and cultural similarities in the region, such as Brazil, Mexico, and Chile; cooperation with private organizations and enterprises; and cooperation with the Central and South American organizations in the region. In 2015, the national cooperation strategy established by the Korean government will be completed, and the development goals of the international society will be reestablished. Accordingly, it will be meaningful to establish the effective and sustainable direction of educational development cooperation by reflecting the results of this study in the evaluation of the present-priority Country Partnership Strategy (CPS) and by concurrently considering the development goal of the international society and its correlation with the educational agenda.
